Background

Building on over 40 years of sustained efforts undertaken by women’s organizations, grassroots, international networks, local governments in cities around the world, UN Women launched the Safe Cities and Safe Public Spaces Global Flagship Initiative. It builds on its “Safe Cities Free of Violence against Women and Girls” Global Programme, spanning 22 cities, to prevent and respond to sexual harassment and other forms of sexual violence against women and girls (SVAWG) in public spaces.

The Global Flagship contributes to the emerging international knowledge base on effective strategies to prevent and respond to harassment and other forms of sexual violence against women and girls in urban public spaces with the overall goal to build more inclusive, sustainable, and safe cities. It was designed with local, regional and global partners in response to the growing concerns about every day experiences of women and girls all over the world as they experience sexual violence in public spaces as they go about their daily routines, whether on city streets, parks, market, pathways to schools, buses and trains or in their own neighborhoods.

UN Women’s flagship Safe City Programme in Port Moresby supports the National Capital District Commission (NCDC) to make public market places safe for women and girls, since 2011. In 2015, the programme expanded to include Safe Public Transport for Women and Children (herein referred to as the Safe Public Transport Programme), as a key intervention which aims to support the provision of safe, reliable and affordable public transport that enables women, youth and children to move freely and safely around Port Moresby. According to the scoping study conducted in 2013 women and girls (and boys) in the city are often fearful to use public buses, but have little or no choice.? Many of Port Moresby’s buses are overcrowded, unsafe, unreliable and unpredictable.? Findings indicate that 77% of women have experience some form of violence on buses, and/or waiting for buses. Women and girls in Port Moresby need a safe, efficient and reliable public bus system, so that they can participate fully and without fear in economic, social and other activities.

In collaboration with the local government and implementing partners, the comprehensive Safe Public Transport Programme includes the operation of women-only buses, a trialing cash-less ticketing; improving bus stops based on the findings of women’s safety audits; working with Road Traffic Authority and PMV drivers to increase prevention and improve responses to violence against women and girls on and around public transport; and conducting a behaviour change campaign to address violence against women and girls.

To contribute to the implementation of the Safe Public Transport Programme in Port Moresby, the terms of reference is for an International Consultant who will work on tasks associated with technical capacity development with local transport authorities and other partners.

Duties and Responsibilities

Scope of Work

Under the overall supervision of the Safe Public Transport Programme Specialist, the International Consultant will provide advisory support and technical input into the implementation of the Safe Public Transport Programme.

Key Deliverables with Associated Timelines

The following list of task and key deliverables are expected to be submitted within the approximate timelines.? Payments will be made based on the final quality of deliverables, i.e. upon satisfactory performance and acceptance of the completed work by UN Women, as specified in the TOR.

Task 1

Conduct a gender & transport workshop to raise awareness and develop transport partners staff skills for mainstreaming gender and social inclusion in transport sector operations.

Activity description:

  • Workshop Design (homebased). Developing all the content and materials for use in delivering the 2 days training workshop including:
    • session on importance of gender and social analysis for urban transport interventions, drawing from key gender and social data from the Asia Pacific region
    • Provide an existing framework for analyzing gender and social inclusion in transport projects

This activity is due by?first draft by 4 September 2017?and final draft submitted by mid September 2017 and weighs 10% of payment.

  • ?Two days workshop (Port Moresby based 2 working days) including a session on case study of real urban transport projects.

This activity is due by?first Week of October 2017 depending on stakeholders' availability and weighs 15% of payment.

Task 2

Provide technical advice and professional support to Safe Public Transport Programme Specialist and transport providers in addressing gaps, strengthening and standardizing regulations and rules, policies, legislation, and budget related to public transport to ensure they incorporate national and international commitments to gender equality.

Activity description

  • Assess roles and responsibilities of various authorities (RTA, NCDC, ICCC, PMV Association etc.) in planning and managing/providing public transport in Port Moresby.
  • Support to relevant authorities should include but not limited to gender-segregated data collection, data analysis tools, Data-informed transport planning, tools for managing/enforcing service standards including charging, safety, road-worthiness, timeliness of service and other issues.
  • Technical support to also identify gaps and overlaps in current institutional arrangements and make practical recommendations to address these.
  • Prepare a final report summarizing gaps and challenges in providing public transport services, as well as putting forward possible ways and means to strengthen and standardize rules and regulations, relevant policies, legislation and budgeting for provision of gender sensitive public transport in Port Moresby.

All activities are due by first of November 2017 and weigh 35% of payment.

Task 3

Review and assess the quality of transport data, particularly quantitative data, generated in the baseline and gender & transport study (homebased).?

  • Provide timely feedback within 3 working days on Transport Study design, data collection and analysis.
    • Inception report, weighs 10% of payment.
    • Draft report, weighs 15% of payment
    • Final report and proposed design, weighs 15% of payment

All activities are due between?August 2017 and Decemeber 2017.

Required Skills and Experience

Education

  • Advanced university degree (Master's degree or equivalent) in transport/urban planning, international development, engineering, or other relevant field is required
  • A first-level university degree in similar fields in combination with at least 5 years of additional qualifying/relevant experience may be accepted in lieu of the advanced university degree.

Experience

Have a strong track record in:

  • A minimum of five years of professional experience in transport planning. Strong preference for experience in developing country contexts and/or in hardship environment, especially within international development projects;
  • Preferable experience on gender sensitive transport and gender-sensitive programming;
  • Preferable experience in conducting research on Gender and Transport;
  • Experience in working and coordinating with transport government authorities and a wide range of local stakeholders (i.e. NGOs, government, women’s organizations, UN Agencies, etc.);
  • Significant stakeholder capacity development experience; and
  • Prove record of delivering quality reports on a tight schedule

Language

  • Fluency in Oral and written English is required

Inputs

  • Transport

UN Women will cover the cost of one (1) return economy air tickets (the consultant will be responsible for arranging their own air travel), this cost should be included in the lump sum fee for the financial proposal (Refer Annex 1). Official movements at the duty station will be facilitated with UN Women who will provide a driver on a pick and drop basis.

  • Communication

The consultant will be required to provide their own local communications such as sim cards and internet. Some internet access may be available at the UN Women office. These costs should be included in the lump sum fee of the financial proposal. The consultant will provide her/his own laptop and mobile phone.

  • Accommodation

The consultant will be responsible for arranging their own accommodation. However, any accommodation secured by the consultant will have to be approved by the Area Security Coordinator to determine if they are MOSS compliant. All accommodation costs and other living expenses will be paid for from their DSA.? UN Women can make bookings on behalf of the consultant if requested.

  • Security

The consultant will be provided with a UN security briefing and will be required to follow UN security rules and guidance.

  • Office space and facilities

The consultant will be provided with a working table and given access to the internet and office printer. It’s expected that the consultant will be in possession of their own laptops.

Implementation Timeframes

Overall Consultancy Duration: August to December

Methodology of Evaluation

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  1. responsive/compliant/acceptable and
  2. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation
  • * Technical Criteria weight, 70%
  • * Financial Criteria weight, minimum 30%

Only candidates obtaining a minimum of 70% (49 points of the total technical points) would be considered for the Financial Evaluation

Technical Criteria – Maximum 70 points

  1. Education in relevant fields – Max 5 points
  2. Relevance of experience in research, gender sensitive transport and gender-sensitive programming – Max 30 points
  3. Experience in capacity building and/or knowledge transfer to local team members – Max 10 points
  4. Experience in undertaking quantitative and qualitative research – Max 10 points
  5. Experience in working and coordinating with government transport authorities and a wide range of local stakeholders – Max 15 Points

  • Technical proposal should specify an existing methodology used in a previous assignment to build capacity of partners, including research and data analysis on transport and gender.

  • Financial proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided (Annex 1).
