Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the centre of all its efforts, the UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors. 

Established in December 2012, the UN Women Country Office for Jordan works in close collaboration with the Government of the Hashemite Kingdom of Jordan, the UN Country Team and the Civil Society to advance the women’s national agenda, promote women’s empowerment and gender equality. Within this framework, UN Women is working in partnership with the Jordanian National Commission for Women (JNCW) and the General Secretariat of the House of Representatives to effectively empower women parliamentarians through developing their parliamentary technical, functional and administrative knowledge, skills and attitudes (KSAs). Based on an initial assessment carried out in February 2017, UN Women seeks to organize a series of capacity building opportunities and customized trainings with female MPs and concerned committees on the following functional areas:

  • Legislative drafting
  • National Budget development and monitoring
  • Oversight role of the MPs

The proposed consultancy seeks to bring on board a short-term consultant/trainer on the aspect of legislative drafting in order to conduct a two-day training for female members and concerned committees of the Lower House in the month of July-August 2017. The Consultant/Trainer should take into consideration the national policies and programs, including specific developments related to the agenda of the upcoming ordinary session of the Parliament. 

Duties and Responsibilities

The consultant will work under the guidance of the UN Women’s Partnership and Advocacy Unit and JNCW and will be responsible for the following specific tasks:

  • Conduct a 2-day workshop for female MPs and concerned committees on the legislative drafting function during July-August 2017 in Amman, Jordan (specific dates to be confirmed).
  • Develop the training material, presentations, agenda and other key documents (including pre and post training assessment questionnaires) for the training in close consultation with UN Women and JNCW.
  • Develop the training methodology, including the adoption of participatory approaches.
  • Ensure regular consultations between the Provider/Consultant, JNCW, the Jordanian Secretariat General of the House of Representatives, and UN Women.
  • Submit a final evaluation report on the training, outlining key recommendations in terms of impact, within three working days after the conclusion of the event.

Deliverables:

The consultancy duration is 5 working days and it is structured around the following key deliverables:

  • Development of the workshop agenda and background material in consultation with UN Women and JNCW (2 days);
  • Conduct a 2-day workshop for female MPs and concerned committees on the legislative drafting function during July-August 2017 in Amman, Jordan (specific dates to be confirmed (2 days);
  • Submission of a final report summarizing the outcomes of the discussions and presents recommendations (1 day).

Functional Competencies:

Required Skills and Experience

EducationPhD degree or equivalent in Law, Political Sciences, Governance,Social Sciences, Gender Studies, Public Administration, International Relations, International Law, Public Policy, or related fields.

 

Experience

  • At least 10 years of relevant professional experience at an international level in formulation, designing, implementation and facilitating workshops;
  • Experience in the legislative functions of parliaments and the organization of similar trainings modalities for MPs;
  • Experience in policy analysis, strategic planning and programme formulation, especially in the fields of gender equality and women’s empowerment, as well as gender mainstreaming and analysis;
  • Comprehensive knowledge and understanding of the main role of the Parliament and the legislation in Jordan;
  • Demonstrated experience in supporting similar kinds of capacity building exercises with proven experience in providing technical support with a facilitation role;
  • Understanding of the governance and socio-political situation of Jordan;
  • Institutional knowledge of the UN and UN Women would be an asset.

 

Language

  • Fluency in English and Arabic (written and oral) is required.
