Background

To ensure greater cohesion between the program areas, UN Women works through the three programme priorities, i.e. Elimination of Violence against Women (EVAW), Political and Economic and Empowerment (PEEP) and Coordination and Advocacy (CAP) in which this post is placed.

UN Women has been actively supporting the Government of Islamic Republic of Afghanistan (GOIRA) line ministries in strengthen their capacity and build knowledge on national and international treaties through Ministry of Women’s Affairs (MoWA) Training of Trainers ( ToT) Team.  As the national and international treaties are the central frameworks of the MoWA to focus, it is one of the key targets of MoWA to ensure increased awareness of government ministries on concepts of international conventions and resolutions, enhanced capacity of ministries to use the international treaties as policy and programming frameworks. In this regard, MoWA has provided training to the line ministries on international treaties and some national frameworks supporting women’s rights through it’s ToT team. To standardize the future trainings, it’s planned to build upon the current knowledge products and existing raw materials, and develop publish standard training manual on national and international treaties, UN Women would like to hire a national expert to develop the manual.  

Under the overall supervision of the CAP Deputy Program Manager, this post is embedded in MoWA and therefore reports directly to CAP deputy program manager in coordination with head of MOWA Int’l treaties unit. The consultants will be responsible for researching, compiling, analyzing and consolidating the required data, including the existing data and manual of MoWA to develop and finalize comprehensive manual and submit final edited versions ready for publishing to UN Women. The consultants will also conduct 2 days training of trainers(TOTs) to the trainers of MoWA who will conduct the trainings based on the manual for the different groups in ministries.    

Duties and Responsibilities

  1. Development of training manual on national and international treaties ratified by the Afghanistan government.:
  • Research and compile data for the manual on national and international treaties
  • Review the Dari and English manuals of UN Women and MoWA on international treaties to pull out the relevant data and sections for the new manual
  • Develop the manual in Dari 
  • Share the first draft with UN Women for comments and inputs for further enrichment of the different sections of the manual 
  • Review and address the comments of UN Women on the manuals and finalize them accordingly.

2. Training of Trainers(TOTs):

  • Prepare to conduct training of trainers for around 10 MoWA staff
  • Ensure the training materials are ready for the TOTs
  • Conduct the TOTs for the intended groups

Key Deliverable:

  • Final edited manual on national and international treaties submitted, within 2 weeks (10 working days)
  • Final power point presentations based on manual developed and submitted, within 3 working days
  •  The TOTs conducted and adjustments made in the manual if needed, within 2 working days

Required Skills and Experience

Educational Background Required:  

  • Master degree in International Law, Human Rights, women’s studies or other relevant disciplines with 4 years of professional relevant experience in areas of manuals and training material materials development, conducting trainings to various groups, research and data/knowledge management;
  • Bachelor’s degree in International Law, Human Rights, women’s studies or other relevant disciplines with 6 years of professional relevant work experience will be considered.

Required Skills and Experiences:

  • A least four years of experience of manuals and training materials development
  • A proven ability to effectively work with government, civil society, NGOs, and international organizations;
  • Understand the social, cultural, and political context of Afghanistan and its impact on women and girls;
  • An understanding of the legal, social, cultural, political and economic context of Afghanistan and its relation to gender
  • Demonstrated experience in leading trainings/training of trainers on different topics
  • Proficiency in the use of computer, office software packages.
  • Conversant in the international conventions and treaties to which Afghanistan is signatory is essential.

Language Requirements:

Fluency in professional writing and speaking English and local language (Dari and/or Pashto)
