Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls, the empowerment of women, and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

In Nepal, UN Women focuses on strengthening women’s voice, agency and leadership across sectors to advance women’s rights, provide space for women’s meaningful participation and to demonstrate tangible differences in their lives. The agency’s programme adopts a holistic and integrated approach across UN Women’s five thematic priorities. It is guided by Nepal’s stated priorities (including those from the Three-Year Plan 2016-2019) and its commitments to relevant normative frameworks, the country’s United Nations Development Assistance Framework (UNDAF) 2013-2017, the CEDAW Concluding Observations (2011) and UN Women’s Corporate Strategic Plan 2014-2017. The programme promotes national ownership, capacity development and institutionalization, inclusiveness, coordination and partnerships, and knowledge generation and management, and seeks to prioritize engagement with and support to key duty bearers who are responsible for advancing women’s human rights and with rights holders so they can exercise voice and agency. UN Women is in process of developing UN Women’s Corporate Strategic Plan 2018-2021.

Duties and Responsibilities

Under the overall guidance and direct supervision of the Country Representative and in close consultation with Deputy Country Representative, Unit Managers and Monitoring & Evaluation Officer; the Resource Mobilization (RM) consultant/expert will review the UN Women NCO RM strategy 2018-2022 taking into account the upcoming rollout of Strategic Note 2018-2022 in order to strengthen the RM system of NCO, propose and design projects and indicate opportunities for RM.

The consultant will support the UN Women NCO to (a) analyze the RM environment; identify potential donors based on alignment of NCOs and donor’s strategic priority areas, (b) develop business cases for investment in thematic area identified by NCO Strategic Plan (SP) 2018-2022, (c) conduct consultations with donors to present the NCO SP 2018-2022 exploring avenues for partnerships, pooled and joint programming (d) support the capacity development of UN Women NCO staff, specifically in areas of RM, donor intelligence and relations, advocacy and knowledge management.

Scope of work:

Strengthen resource mobilization strategies and initiatives

  • Advise country office on the design and implementation RM plan for 2018-2022 aligned to the UN Women NCO RM strategy and Strategic Plan 2018-2022;
  • Oversee the donor mapping and development of potential donor profiles to strengthen donor intelligence;
  • Identify common development priorities of UN Women and potential donors for partnership opportunities to secure additional non-core resources;
  • Lead the development of business cases for thematic areas in coordination with programme units to attract donor funding;
  • Provide technical support to the development of project proposals in line with common development priorities of UN Women and potential donors;

Build trust and reinforce effective relationship with donor

  • Facilitate donor round table meetings and consultations to strengthen NCO’s donor relations and position NCO as key player in development continuum;
  • Provide regular donor intelligence and leverage NCOs relations with key donor officials and decision makers;
  • Oversee the preparation of notes, briefs and other materials in preparation for round table meetings and consultations with donors.

Strengthen internal resource mobilization capacity

  • Advise and support NCO on RM procedures and guidelines as well as funding modalities;
  • Develop training modules and conduct learning sessions on RM, partnerships building, donor intelligence, advocacy and knowledge management for NCO staff;
  • Conduct training on concept note, project document (ProDoc) development and writing;
  • Share knowledge and enhance organizational learning on the use of UN Women corporate online database. 

Expected Deliverables:

  • NCO RM plan for 2018-2022;
  • At least three business cases on (a) Governance and Women’s Leadership, (b) Ending Violence Against Women (EVAW), (c) Women’s Economic Empowerment, to position UN Women in line with potential donor’s strategic priorities and development cooperation policies;
  • An analytical report on common development priority areas of UN Women’s and potential donors;
  • Training module and its delivery on RM, partnerships building, donor intelligence, advocacy and knowledge management for NCO staff;
  • Training delivery on concept note, project document (ProDoc) development and writing;
  • Longitudinal capacity assessment report of NCO staff on RM;
  • Reports of donor round table meetings;
  • Template with updated donor intelligence.

Payment Schedule: Payment will be made on deliverable basis as on agreed timeline and upon satisfactory performance of the consultant which will be certified by her/his supervisor.

Required Skills and Experience

Education

  • Master’s Degree or equivalent in international development studies, gender/women’s studies, economics, political science, international relations, social sciences, communications, business management or related discipline.

Experience

  • Minimum 12 years of relevant work experience in resource mobilization, donor relation, communications/ advocacy and/or business development;
  • Proven expertise in the area of gender equality and women’s empowerment;
  • Experience working with government, donors, development partners, civil society and UN;
  • Experience on designing and delivering capacity development sessions.

Language

  • Excellent command of written and oral English.

Evaluation and Selection Criteria:

Criteria for selection will be based on the following assessment followed by the satisfactory reference check of the candidate:

  • Required degree and qualification (15 points);
  • Minimum experience on strengthening donor relations and resource mobilization (40 points);
  • Working knowledge and experience in the area of gender equality and the empowerment of women (30 points);
  • Experience of designing training modules and conducting trainings (15 points).

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women’s empowerment.
