Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men and the third gender as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

All human development and human rights issues involve gender dimensions. UN Women globally focuses on key priority areas that are fundamental to women’s equality, and that can unlock progress across the board. The six priority areas include increasing women’s leadership and participation in political spaces, ending violence against women, enhancing women’s economic empowerment, engaging in all aspects of women peace and security processes, making gender equality central to national planning and budgeting through Gender Responsive Budgeting (GRB) and advancing gender in intergovernmental processes.

UN Women’s work on GRB involves ensuring that national planning, budgeting, monitoring and evaluation processes incorporate a gender perspective. UN Women’s GRB programmes at the regional and country level have made significant contribution towards this by building political support, developing technical resources and capacities, generating good practices for improving women's access to services and increasing accountability for Gender Equality and Women’s empowerment (GEWE).  At the forefront of global, regional and local advocacy for application of GRB, UN Women has built partnerships with diverse government, inter-governmental and non-governmental partners, to further efforts  and demonstrate GRB’s relevance to sustainable development, aid effectiveness, public sector reform and financing for development.

UN Women’s Multi Country Office (MCO), based in New Delhi, India, covers four countries of the region, i.e., India, Bhutan, the Maldives and Sri Lanka. Sri Lanka was one of the first countries to engage in GRB globally. Recognising the need to develop specific methodologies and analytical tools to integrate gender into the national budget, pilot studies were initiated by the Commonwealth Secretariat in five countries.  The study brought to fore critical insights into the public expenditure incidence on women vis-à-vis men across the select sectors. Most recently, recognising the urgent need for accelerating investments for rural women, on the initiative and push by the Ministry of Women and Child Affairs (MoWCA), a Cabinet Memorandum was issued on 9th March 2016 mandating allocation of at least 25 percent of all investment on rural economic development for women. UN Women is working closely with MoWCA to ensure that the Cabinet Memorandum is actualised. The next logical step would to expand the GRB interventions to select sectors.

In this regard, UN Women India MCO is currently implementing a one year project with support from the Republic of Korea with the objective of supporting the Sri Lankan Government’s ongoing efforts in addressing the specific issues confronted by women with disabilities in economic life. Using GRB as a tool, the project will identify barriers for women with disabilities across policy/programme design, budgets, implementation and outcomes in employment.

Outcome of the project: Gender responsive policies and programmes adopted by National and select Provincial Governments to ensure economic participation of women with disabilities.

Specific outputs include the following:

  • Increased evidence on the responsiveness the policies/programmes in the employment sector to the specific concerns of women with disabilities.
  • Enhanced knowledge of the National and Provincial Governments on formulation and implementation of gender responsive policies and programmes in employment sector for women with disabilities
  • Strengthened accountability mechanisms for ensuring gender equality commitments.

UN Women is seeking services of a Consultant who will provide managerial and technical support, lead the evaluation of project activities, and ensure effective implementation of the project

Duties and Responsibilities

UN Women is seeking the services of a Consultant to undertake the following tasks:

  • Provide technical guidance to the overall implementation of the project specifically to ensure that GRB is integrated as the central framework for analysis of policies and programmes from the lens of women with disabilities (15 days);
  • Review and finalise the report on scoping study of GRB which identifies critical entry points for strengthening GRB in Sri Lanka. Review and finalise the report of the scoping study on GRB that was conducted by UN Women (5 days);
  • Prepare and finalise the report of the inception meeting held with government and non-government partners for the project on GRB analysis of employment from the lens of women with disabilities (5 days);
  • Review and finalise the research methodology (including research tools) and the research report for the study on GRB analysis of employment sector from the lens of women with disabilities being conducted by UN Women’s implementing partner. The consultant needs to ensure that GRB is the core framework for conduct of the analysis and that policy and budgetary issues and recommendations with respect to employment sector from the perspective of women with disabilities are concretely identified (30 days);
  • Develop and conduct the module for training of government and non-government stakeholders to ensure that GRB is integrated as a strategy to ensure that employment sector policies and programmes benefit women and girls with disabilities. (15 days).

Deliverables:

  • Final report on the scoping study of GRB in Sri Lanka;
  • Timely guidance provided to Sri Lanka UN Women Office, implementing partner and Government partners to ensure that GRB is integrated as the central framework for analysis of policies and programmes from the lens of women with disabilities;
  • Final report of the inception meeting held with government and non-government partners for the research study on GRB analysis of employment from the lens of women with disabilities;
  • Final research report of GRB analysis of employment from the lens of women with disabilities incorporating the comments of the GRB technical consultant;
  • Final methodology for GRB analysis of employment from the lens of women with disabilities incorporating the inputs of the GRB technical consultant;
  • Final training module for government and non-government stakeholders on GRB.

  • 20 September 2017:   Final methodology for GRB analysis of employment from the lens of women with disabilities - 20%;
  • 30 September 2017:   Final report of the inception meeting held with government and non-government partners for the research study on GRB analysis of employment form the lens of women with disabilities - 20%;
  • 30 September 2017: Final report on the scoping study of GRB in Sri Lanka - 20%;       
  • 30 November 2017: Final research report of GRB analysis of employment from the lens of women with disabilities - 30%;
  • 10 December 2017: Final training module for government and non-government stakeholders on GRB - 10%.

Required Skills and Experience

Education:

  • Master’s degree or an advanced degree in Gender Studies or related field.

Experience:

  • Minimum 5 years of experience in working on government budgets, public policies or programmes or governance issues;
  • Demonstrable experience in conducting research and analysis and drafting high quality clear and concise outputs;
  • Knowledge of GRB is mandatory.
  • Experience of working with governments is desirable.

Language:

  • Excellent analytical and writing skills in English.

It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women’s empowerment.
