Background

Under the general guidance of the Operations Manager and the direct supervision of the Procurement Associate, the Procurement Support Consultant provides procurement services in CO ensuring their effectiveness, transparency and integrity. The Procurement Support Consultant promotes a client-focused, quality and results- oriented approach in the Unit.

The Procurement Support Consultant works in close collaboration with the operations, programme and project teams in the CO for resolving procurement-related issues and information delivery

Duties and Responsibilities

Finalizes value-added Initiatives to Procurement and organizes procurement processes focusing on achievement of the following results:

  • Initiate and finalize the mapping of other agencies Long Term Agreements being used by UN Women and finalize the Participatory Level Agreements as required
  • Update the contracts database in SharePoint with existing contract details
  • Update procurement plan in SharePoint
  • Identify the common procurement needs of the office and finalize the contracting for such common procurement through LTAs/other contracts
  • Support organization of procurement processes including preparation and conduct of RFQs, ITBs or RFPs, receipt of quotations, bids or proposals, their evaluation, negotiation of certain conditions of contracts in full compliance with UN-Women rules and regulations.
  • Review procurement records (purchase orders, contracts, etc) for current year to ensure completeness and compliance

Ensures implementation of sourcing strategy and e-procurement tools focusing on achievement of the following results:

  • Development and update of the rosters of suppliers, using the supplier databases received from other UN agencies
  • Update the vendor information currently being used viz. vendor addresses, bank details, email addresses, etc.
  • Establish a system of Proper contract closure

Asset Management function and streamlining of office supplies inventory and automation

  • Tagging of all capital and non-capital assets
  • Verification of non-capital assets
  • Ensure completeness of all loan forms and asset files
  • Completes inventory of office supplies
  • With ICT Associate, finalizes an automated process of issuance and update of office supplies with minimum stock

Any other functions assigned by the Operations Manager

The consultant will be reimbursed on a monthly basis upon completion of deliverables identified in the work plan, which will be prepared at the beginning of the consultancy

Required Skills and Experience

Education:

Secondary Education with specialized training in procurement. University Degree in Business or Public Administration would be desirable, but it is not a requirement.

Experience:

5 years of progressively responsible procurement experience is required at the national or international level including in UN organizations. Experience in the usage of computers and office software packages (MS Word, Excel, etc), Atlas literate

Language Requirements:

Fluency in the UN and national language of the duty station
