Background

In an attempt to address the political crisis in South Sudan, H.E. President Salva Kiir called a National Dialogue on December 14, 2016. The President noted that the National Dialogue is both a forum and process through which the people of South Sudan can come together to redefine the basis of their unity as it relates to nationhood, and sense of belonging.

The National Dialogue is not meant to replace the peace agreement and it is envisioned as bottom-up conversations, powered by grassroots consultations. The local consultations will inform the agendas of regional peace conferences, and ultimately the national conference.

UNDP is providing support to enhance inclusivity, wider participation, transparency and credibility of the dialogue process. As part of providing this support, UNDP is seeking the services of a world class expert to help the Secretariat of the National Dialogue to develop the guidelines, methodology and Rules of Procedure of the Dialogue process. The rules of procedure and guidelines will cover issues such as: agenda setting; structure of the National Dialogue; criteria for composition and selection procedures for participants; and decision-making and reporting procedures.

Duties and Responsibilities

The consultant will work collaboratively with the Secretariat of the National Dialogue as well as under the guidance of UNDP South Sudan Country director to facilitate the consultations.

The consultant will perform the following task:

  • Develop the guidelines, methodology and rules of procedure for the National Dialogue and  process including the local and regional consultations;
  • Identify traditional value-systems and structures that promotes dialogue;
  • Develop discussion papers on some of the 10 objectives of the National Dialogue as articulated in the President’s concept note;
  • Develop draft implementation framework of the outcomes of the National Dialogue;
  • Provide strategic advice to the Secretariat on advocacy, inclusivity, and engagement with youth and help define a strategy to help the Steering Committee embark on wider engagement with all relevant stakeholders

Deliverables

  • Draft Rules of Procedure of the National Dialogue and local, regional and national consultations

  • Report on

  • Report on traditional organizational structures for dialogue and conflict management;

  • 5 discussion papers on some of the objectives of the National Dialogue as articulated in the President’s concept note

  • Draft operationalization framework for implementing the outcome of the dialogue

Required Skills and Experience

Education:

  • Phd in Political Science, economics or international relations.

Experience:

  • More than 10 years’ of experience in facilitating high level political mediation and dialogue;
  • Extensive experience in designing dialogue and mediation processes;
  • Extensive knowledge and network with relevant political actors in South Sudan.
  • Knowledge of political economy of South Sudan

Language Requirements:

  • Fluency in spoken and written English.

Qualifications of the candidate in the required area or course applied for 20%

  • Phd in Political Science, economics or international relations.

Selection Criteria

Experience of the candidate 50%

  • Extensive knowledge of local context;
  • Experience in facilitating high level mediation/dialogue;
  • Extensive knowledge and network with relevant political actors in South Sudan;
  • Knowledge of political economy of South Sudan.

Financial proposal 30%.
