Background

UNDP in Malaysia is fully engaged in supporting the country’s national priorities and the implementation of national medium and long-term development plans such as the 11th Malaysia Plan (11MP), including other sectoral development policies and strategies. Country Programme and Action Plan (CPAP) 2016-2020 aims to link strategic policy initiatives with downstream pilot projects so that the work is informed by ground realities and the projects support national development objectives that remain consistent with the national development plans. UNDP Malaysia aims to assist in strengthening the technical and policy capacities of national institutions, providing critical medium and long term policy inputs, piloting innovative development projects as well as contributing to significant progress in promoting human development in Malaysia.

In line with its position as an upper middle income country, the CO is fully focused on upstream policies in supporting the design of Malaysia’s national development priorities and the implementation of national medium and long-term development plans (10th Malaysia Plan: 2013-2015 and 11th Malaysia Plan: 2016-2020) and sectoral development policies and strategies. In addition, UNDP also strengthens the development of strategic upstream policy initiatives through downstream pilot projects and enabling on the ground realities to inform national policy development with credible and quantifiable evidence base data, analysis, stakeholder feedback and policy options.

In the Sustainable Development Goals (SDG) process, Malaysia has committed to engage in systematic follow-up and review at various levels, acknowledging the importance of quality, accessible, timely and reliable disaggregated data, and the need for a robust, voluntary, effective participatory, transparent and integrated follow-up and review framework. Malaysia participated in the High Level Panel Forum (HLPF) held in New York from the 11-20 July 2016 under the auspices of the Economic and Social Council and announced its commitment to ensure smooth and effective implementation of the 2030 Agenda by formulating a National SDG Roadmap; setting up a high-level committee with membership from government, private sector and civil society to oversee implementation and monitoring of SDGs; and strengthening the data requirement for the SDGs.

The 11MP and future national development plans will be the vehicle through which Malaysia will implement the 2030 Agenda. EPU is currently mapping the outcomes of the 11MP to the 2030 Sustainable Development Agenda to ensure effective implementation, follow-up and review for the first five years of the 2030 Agenda.

In view of this, UNDP is looking to develop a monitoring and evaluation methodology that will support the country office programming, towards creating a more robust and innovative outcome and impact evaluation analysis of its projects. This will contribute towards UNDP’s role as advisory support to national stakeholders in the achievements of the Sustainable Development Goals that is in line with the country’s national development plans as outlined above.

Objectives of the Assignment:

To provide technical support in developing a monitoring and evaluation methodological module to build the country office staff capacity in conducting impact evaluation and outcome evaluation at project and programmatic levels, by utilizing innovative methods such as the micronarrative approach.

Duties and Responsibilities

The Consultant is expected to work with the Country Office Monitoring & Evaluation Analyst to provide technical support towards building the capacity of the programme staff in utilizing the micronarrative methodology in the country office’s outcome and impact assessments of its programming.

Deliverables:

Technical training in the use of micronarratives for the programme staff of the Malaysian Country Office;
Technical support to the country office in adapting micronarrative methodology to existing planned outcome assessments and evaluations;
Technical support to the country office in utilising micronarrative methodology for new and upcoming projects’ monitoring and evaluation components.

Institutional Arrangement:

The selected company/firm/organization will report to and work closely with UNDP Malaysia Monitoring and Evaluation Analyst. The ownership of the final output will belong to the UNDP.

Duration of work:

One year beginning from September 2017.

Location of work:

The Malaysia country office in Kuala Lumpur. Travel for training may be budgeted in the proposal.

Required Skills and Experience

(Team Leader) An advanced degree (Master’s or equivalent) in international development, sociology, development, public policy or related fields.
(Team Leader) PhD or any doctorate qualification will be highly desirable.

Experience:

Minimum 3 years of working experience in international development or related fields;
A proven track record in providing high-quality, development-relevant monitoring and evaluation analysis and policy advice;
Experience in Malaysia and/or prior experience in the Asia-Pacific region or in countries of similar level of development is a must;
Familiar with the SDG agenda and localisation process is preferred.

Language:

Proficient in written and spoken English, and proven ability to produce high-quality written outputs in English;
Respect for the principles of the United Nations Charter and the UNDP Statement of Purpose.

Criteria for Selection of the Best Offer:

The award of the contract will be made to the Individual Consultant who has obtained the highest Combined Score and has accepted UNDP’s General Terms and Conditions. Only those applications which are responsive and compliant will be evaluated. The offers will be evaluated using the “Combined Scoring method” where:

The technical proposal including educational background and experience on similar assignments will be weighted a max. of 70%;
The price proposal will weigh as 30% of the total scoring.
