Background

To ensure greater cohesion between the program areas, UN Women’s internal structure is in three pillars: Elimination of Violence against Women Pillar (EVAWP), Political and Economic and Empowerment (PEEP), and Coordination and Advocacy Pillar (CAP).  This post is within the EVAW.
Since 2002, UN Women Afghanistan has been supporting the government of Afghanistan and others partner agencies with the overall goal to Eliminate Violence against Women (EVAW), promotion of women rights and gender equality. UN Women is further strengthening its EVAW Program, particularly with regards to enhancing capacity of partner agencies and providing more coherent and specialized support for EVAW initiatives, as implemented by both government and civil society organizations.
The role of the UN Women’s EVAW Program in Afghanistan is to support national partners – including the Ministry of Women’s Affairs (MoWA), key line ministries, Parliamentary bodies, and civil society organizations to support the implementation of commitments under the National Action Plan for the Women of Afghanistan (NAPWA) including support to prevention and response to violence against women, legal protection, rule of law and women’s human rights.
UN Women supports the Afghan Women Judges Association (AWJA) within the supreme court of Afghanistan to ensure women’s access to justice in Afghanistan is promoted through raising awareness as well as advocacy for increasing the number of women in the judiciary.  AWJA aims that women's rights are ensured and they have access to justice as well as improve the women's role and participation within the judicial institutions.
In addition, to improve law reform process and ensure laws and policies are formulated in light of national and international standards from gender perspective, UN women supports Ministry of Justice(MOJ) specially the institute of research and legislation(Taqnin) on gender law reform process, strengthening legislation system through supporting legislation stage course and finalization of family law for its enactment through parliament.

 

Duties and Responsibilities

Under direct supervision of the UN Women EVAW Programme Coordinator the consultant is expected to perform and achieve the following functions;
 
Summary of key functions:

  • Develop training manual to build the capacity of AWJA and MoJ legislation department Stage trainers on Gender & human rights, national and international frameworks;

The areas of training subjects may include but not limited to  a) understanding key concepts like Gender, power, patriarchy; unpacking social ,cultural, economic and political institutions and how they are linked with the GEWE;  gender  framework analysis, violence against women as a women’s rights issue, Gender and its linkage with Violence against women, Gender in relation with international convention/treaties, Gender in relation with national laws/legislations, how to use rights based approach to gender mainstreaming, gender sensitization in law enforcement mechanisms, legislation from gender and human rights lens, Gender issues in light of sharia, integrating human rights into national law making and enforcement, the role of legislators in upholding gender equality and human rights, b) Concept of leadership and management. The manual must be produced in in English, translated in Dari and Pashtu
The training will be organized in Kabul and all logistical arrangements including accommodation, air tickets, food and local transportation will be arranged by UN Women ACO. The training can be delivered either in local language or English in the latter case AWJA and Taqnin will provide simultaneous translation services.

  • Conduct two Trainings one week each for AWJA and taqnin stage trainers;

The training program must be developed based on a pre-training needs assessment. The handouts must be shared in advance with UN Women for certification and must be in three languages English, Dari and Pahstu. Two separate trainings must be planned in coordination with UN Women each for AWJA and MoJ Taqnin department.

  • Produce a final detailed report of the training and consultancy.

A detailed training reports including pre-and post-assessment findings shall be shared with UN Women before ending of the contract, including annexes as required. i.e. the pre-and post-assessment tools/filled forms.

Key deliverables:

  • Training Manual and handouts developed including (Training plan, design, methodology), PowerPoint presentations; within 22 working days (home based);
  • Training plan developed based on Capacity Needs Assessment conducted within the AWJA and MOJ-Taqnin 5 working days, (Kabul);
  • Training conducted and findings of the impacts of the training is shared based on Pre-and post-assessment tools15 working days (Kabul)
  • Final consultancy report produced3 working days, (Kabul);

Administrative arrangement:

  • The Consultant will be based in UN Women Afghanistan Country Office and if required, in MOJ and AWJA, in Kabul;
  • The consultant shall be provided with applicable DSA for Kabul Afghanistan for the duration of stay in Kabul to cover the cost of accommodation and other related expenses;
  • The consultant shall be covered for travel related expenses: (Cost of one round trip economic class air fare by most direct and least costly route from home country to Kabul and back to home country as per UN Women rules and regulations);
  • Accommodation:  The consultants shall be accommodated in UN cleared accommodation which will be fully paid by consultant. UN Women ACO administration team will assist in making necessary arrangements;
  •  Transportation: The consultant shall be provided with transportation via armored vehicle for pick and drop for official purposes under UN security regulations;
  • Security:  The consultant shall fall within the security arrangements of the UN in general and UN Women in particular, and will be supported accordingly;
  • The contract payments will be based on the submission of quality deliverables certified by the EVAW Program Coordinator in the ACO.

  • Commitment to upholding the organizational values and principles of UN Women Afghanistan;
  • Essential computer skills – familiarity with Microsoft Word programs, internet, e-mail.

Required Skills and Experience

Education:

  • Master’s Degree in Gender, Leadership, International human rights law, law and Political Science, or other related fields.

Experience:

  •  Minimum of 7 years of progressively training experience in the area of gender and human rights in law;
  • Experience in developing similar training manual and materials;
  • Proven of good tracking record on similar job and assignments;
  • Experience in working with senior governmental or non-governmental officials;
  • Familiarity with the context and issues facing women of Afghanistan, in particular the women in leadership, is highly desirable.

Language Requirements:
•    Fluent spoken and written English; knowledge of Dari and/or Pashtu an asset;
