Background

In close consultation with its partners and under the leadership of the Government of the Philippines, the UN Country Team (UNCT) in the Philippines will develop its new UN Development Assistance Framework (UNDAF) for the period 2019 to 2023. The UNDAF will set the basis for the strategic scope and nature of the collective work of the UN system’s programme of support to the Philippines, including the critical roll-out of the SDGs at national and local levels, and support to the government in reinforcing the equity goals in the Philippine Development Plan (PDP) 2017-2022. The new United Nations Development Assistance Framework (UNDAF) also aims to strengthen joint programming at country level to promote UN coherence and alignment with national priorities.

The UN will use the PDP and Agenda 2030 as the primary bases for aligning its support.  The UNDAF will build on the results of the UNDAF evaluation, the UN Common Country Assessment (CCA) and joint processes/activities (i.e. UNDAF kick-off workshop/mapping of UN strategic contribution to the Philippine Development Plan and the Sustainable Development Goals (SDGs) as well as the series of joint multi-agency, multi-stakeholder Theory of Change (ToC) exercises.

To deliver on the unifying principle of leaving no one behind and the integrated programming principles (human rights, gender equality and women’s empowerment; sustainability and resilience; and accountability), the UNDAF will observe these six mutually reinforcing programming approaches: Results Focused Programming; Capacity Development; Risk-informed programming; Development-Humanitarian-Peacebuilding Linkages; Coherent policy support; and Partnerships.

The Government of the Philippines, through the National Economic and Development Authority (NEDA), agreed on having a light but meaningful process, with strong emphasis on national ownership. The new UN partnership framework will not cover the universe but only those strategic priority areas of convergence, where the UN has a comparative advantage and that would yield the right synergies to catalyze achievement of results and provide clear value added to national priorities. This however does not preclude UN agencies from carrying out other activities as per their mandate which could be covered in the individual agency country programme document or its equivalent document.

The joint NEDA-UNCT UNDAF kick-off workshop is scheduled on 19-20 September 2017 with the following objectives: i) To discuss and agree on the UNDAF clusters/ priority areas based on UN value added and contribution to the PDP and SDGs; and ii) To identify lead UN agency and partners for the multi-agency, multi-stakeholder TOC exercises which will validate the initially determined UNDAF clusters/priority areas with broader range of partners. NEDA envisions this process with the UNCT as a pilot workshop which can be extended to other development partners.  

A strategic framework promotes coherence and partnership, based on areas of common interest and comparative advantage, and contributes to the PDP and the larger development agenda of the SDGs. This implies that the UN needs to: i) Work smarter and with more flexibility, based on opportunities and political know-how; ii) Focus on an upstream role of the UN as a catalytic body to deliver on the equity principles in the SDGs, with high-quality technical advice and data; iii) Where possible, provide pooled technical assistance, a shared research agenda and proof–of–concept model programmes and good practices; and iv) Leverage long-term relationships with different line ministries to facilitate better engagement in cross-cutting themes, such as climate change, peacebuilding and governance, and gender.

EXPECTED OUTPUTS AND DELIVERABLES

The consultant will produce the following outputs:

  • UNDAF document with main narrative (25 to 30 pages) and annexes in accordance with the UNDAF document template(See Annex 1 and 2 for the UNDAF outline and UNDAF results and resources template, respectively)

  • Design and implement an effective consultation process, in collaboration with the UNCT and GPH, with a wide range of stakeholders (civil society, development partners, private/industry sector, etc) including feedback and review by the Peer Support Group (PSG) in the development of UNDAF.

  • Manage the overall UNDAF development timelines, work with the team (i.e. Programme Group, M&E Group, UNCT) in the organization of these processes and events associated with it; and participate with substantial inputs to these activities.

  • Multi-stakeholder validation. Finalization of the UNDAF document will be informed by validation exercises, to be facilitated by the Consultant.  Proposed participants are those partners that were involved in the UNDAF evaluation, CCA results, UNDAF kick-off workshop, and multi-agency, multi-stakeholder joint theory of change exercises.

INSTITUTIONAL ARRANGEMENTS

The consultant will be under the overall supervision of the UN Resident Coordinator and work in close collaboration with the UN Heads of Agencies, the UN Programme Group, the M&E Group, and the Regional Peer Support Group. 

Regular briefings will be provided to the RC/UNCT on the progress of work and receive suggestions from the RC/UNCT.  Day-to-day management will be ensured by the UN Resident Coordinator’s Office, and will also provide logistical support for the duration of the work.

DURATION OF WORK

The Consultant will be engaged for around 3.5months from mid-September to end December 2017 and shall be paid the fees based upon submission and acceptance of the following outputs and corresponding tranches:

First Tranche - 20% - Upon signing of the contract and approval of detailed workplan

  • UNFPA “practice” TOC internal workshop
  • UNICEF Strategic Intent workshop
  • UNDAF kick-off workshop
  • UNDP “practice” TOC internal workshop

- Upon submission and acceptance of the Design and implementation of an effective consultation process for the joint multi-agency, multi-stakeholder TOC exercises including participation with substantive inputs to these activities.

  • Excom Agencies (UNDP, UNFPA, UNICEF) drafting of CPDs

Second tranche - 25%  - Upon submission and acceptance of the First draft UNDAF document with main narrative and annexes (for internal

review and Peer Support Group)

Third Tranche - 25% - Upon submission and acceptance of the Second draft UNDAF document with main narrative and annexes (for circulation

with partners)

  • UNDAF Validation Workshop

Fourth Tranche - 30% - Upon submission and acceptance of the Finalized UNDAF document with main narrative and annexes.

SCOPE OF PRICE PROPOSAL AND SCHEDULE OF PAYMENTS

The Consultant shall be required to submit a financial proposal based on an all-inclusive lump sum amount.  The said amount shall be fixed regardless of the changes on the actual cost of the component included in the lump sum amount. There is no foreseen local travel in the conduct of this assignment.

ANNEXES TO THE TOR

Duties and Responsibilities

Guided by the 2017 UNDG UNDAF Guidelines and in extensive consultations with the UNCT, government and other relevant partners, the Consultant will perform the following tasks:

  • Produce a quality draft and final UNDAF document and annexes that orients the UN programming to the national priorities and 2030 Agenda, and brings together development, humanitarian, human rights and peacebuilding agendas.

  • Enrich, edit and finalize the UNDAF document based on the outcomes of the various consultations with GPH, UN Agencies, CSOs, private sector and other relevant partners including feedback and review by the Regional Peer Support Group (PSG).

  • Articulate the way in which the UNDAF sits within the context of wider development financing landscape at the country level and overall investment in the SDGs, thus ensuring realistic financial resources.

  • Ensure the UNDAF key strategies for engagement to support the PDP and Agenda 2030 are informed by an in-depth understanding of country context (MIC), leveraging on partnerships, and positioning the UNDAF with more flexibility, focused on UN capacities towards interventions that are catalytic, strategic and have the greatest impact.

  • Lead the work, facilitate the analysis and multistakeholders consultations, coordinate efforts of various groups such that consensus at critical steps of the processes are reached leading to a decision on the UNDAF strategic priorities, based?on the CCA and UN Vision 2030, and supported?by an overarching UNDAF theory of change, a corresponding results matrix at the outcome?level and the medium-term Common Budgetary Framework (CBF). The UNDAF outcomes are the basis for aligning specific organizational programming documents with the UNDAF. The UNDAF outcome indicators, baselines and targets are linked to other intergovernmental monitoring and reporting processes such as SDG reports and human rights mechanisms.

Functional competences

  • Experience in working in the private sector, or in an outreach position relating with the government and private sector;
  • Past experience and effective communication skills for dialoguing with senior level private sector executives;
  • Strong initiative and desire to succeed, accountable and willingness to be pro-active in identifying suitable companies for BCtA membership and engaging in appropriate business opportunities;
  • Experience and knowledge of the international development sector, e.g. through working at the UN in the private sector engagement and/or development field;
  • Existing work experience in the Philippines and with the Philippines-based private sector organizations/companies, donor partners and UN agencies;
  • Possess strong intellectual interest in economic development and the role of the private sector in driving poverty reduction; knowledge of private sector – development impact assessment;
  • Past international work experience preferred;
  • Demonstrated ability to function in a team environment & to deal with complex multi-stakeholder environment.

Required Skills and Experience

Education:

  • Advanced degree in economics, social sciences, development economics, development studies, development management or related field

Experience:

  • 10-15 years relevant experience, five years of which with international organization

  • Prior experience in leading UNDAF formulations, and knowledge about the UN system and expertise on rights-based approach, gender, environmental sustainability and capacity assessment an advantage

Language:

  • Excellent oral and written communication skills in English

Skills

  • Strong understanding and knowledge of economics and human development issues, particularly those related to poverty reduction and the SDGs

  • Proven ability to (i) work under pressure and tight deadlines, (ii) take initiative and work independently with limited supervision in a multicultural team environment and (iii) prioritize and handle effectively multiple tasks without compromising quality, positive working relationship with colleagues

  • Excellent facilitation skills with experience in leading multi-stakeholder discussions

  • Excellent analytical skills

  • Demonstrates integrity by modelling the UN’s values and ethical standards. Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability

Criteria for selection process:

The offer will evaluated based on the Combined Scoring method – where the qualifications and methodology will be weighted a max. of 70%, and combined with the financial offer which will be weighted a max of 30%.
