Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

 

The Policy Division develops and implements the UN Women corporate programme of work on analysis, research and knowledge management that provides the evidence base for the advice and guidance UN Women provides to the intergovernmental process, the UN system, and to UN Women staff working at country and regional level on issues of gender equality and women’s empowerment. The Division identifies emerging issues and trends, and develops and proposes new strategies for achieving the agreed goals through innovative approaches and lessons learned about what works in practice. It also designs and oversees the training and capacity development programs of UN Women, through the training facility in Santo Domingo.

The Research and Data Section in the Policy Division is responsible for leading UN Women’s research and data agenda and for positioning UN Women as a global knowledge broker on gender equality and women’s empowerment. It produces knowledge products including UN Women flagship publications such as Progress of the World’s Women, Gender Equality in the 2030 Agenda for Sustainable Development and The World Survey on the Role of Women in Development. The section also leads the implementation of UN Women’s flagship programme initiative Making Every Woman and Girl Count.

The Research and Data Specialist reports to the Chief Statistician of UN Women and is responsible for implementing key elements of UN Women’s Research and Data strategy, in particular in relation to leading the monitoring of gender-related SDGs indicators, overseeing the statistical work for UN Women’s flagship reports, contribute to the implementation of UN Women’s broader research and data agenda and provide support to and advise UN Women colleagues on matters related to SDGs monitoring, data and statistics

Duties and Responsibilities

Lead the monitoring of gender-related SDGs indicators, including through regular data compilation and methodological work:

  • Manage data compilation and monitoring for gender-related Tier I and II indicators;
  • Oversee the development of standards and methodologies for Tier III SDGs indicators, in collaboration with UN Women’s thematic sections and other relevant partners;
  • Contribute to the work of the Inter-Agency Expert Group-SDGs by preparing and compiling UN Women’s inputs to the Secretary-General’s report on SDGs indicators;
  • Oversee the production of the SDGs Gender Chart and relevant materials;
  • Provide quality assurance of all data processes leading to the compilation of data and statistics published by the Research and Data Section.

Oversee the statistical work for UN Women’s flagship reports and related products:

  • Lead the statistical work for UN Women’s flagship reports, including Progress of the World’s Women, Gender Equality, Gender Equality in the 2030 Agenda for Sustainable Development and the World Survey on the Role of Women in Development, including as relevant, preparing the chapter(s) on statistics and overseeing the production of statistical annexes;
  • Provide technical inputs to develop and refine the concepts; conduct background research and literature reviews; contribute to commissioning of background research; and review and comment on commissioned research for the reports;
  • Manage the presentation, visualization and communication strategy for the data and statistics in the flagship reports;
  • Supervise the work of statistics specialists by providing them with clear objectives and goals, direction and guidance to enable them to perform their duties responsibly, effectively and efficiently; Plan and ensure timely performance management.

Contribute to the implementation of UN Women’s broader research and data agenda by building and maintaining partnerships:

  • Identify and carry out pieces of research, data and policy analysis, to help position UN Women as a key broker of knowledge on gender equality and women’s empowerment;
  • Commission and manage research on key statistical issues in order to help UN Women forecast and respond to emerging research issues;
  • Keep abreast of emerging development issues to galvanize UN Women’s analytical capacity to respond;
  • Work creatively with the UN System, civil society and academia to identify synergies and linkages in relation to research and data;
  • Strengthen UN Women’s engagement with civil society on all matters related to SDGs monitoring from a gender perspective;
  • Represent UN Women in inter-agency working groups and fora on research and data, as necessary.

Provide support to and advise UN Women colleagues on matters related to SDGs monitoring, data and statistics:

  • Provide guidance to Policy Division colleagues on the existence, availability and applicability of sources of evidence, data and statistics on thematic issues related to gender equality and women’s empowerment;
  • Work with policy division sections to build a high-quality evidence base for their work, particularly in relation to SDGs;
  • Produce internal technical guidance notes and provide regular briefings on gender statistics and SDGs for colleagues across the organization;
  • Act as Officer in Charge when required.

Perform any other duties as assigned by the supervisor.

Required Skills and Experience

Education:

  • Masters (or equivalent) in a relevant social science discipline, with a substantial quantitative component. 

Experience:

  • A minimum of 7 years of progressively responsible work experience carrying out research and analysis in a development policy and/or research context;
  • Significant record of data analysis, research and writing, including on gender and development;
  • A substantial background in statistical analysis and econometrics.

Languagues:

  • Fluency in English is required;
  • Knowledge of the other UN official working language is an asset.
