Background

Malaysia a Party to the Montreal Protocol on Substances that Deplete the Ozone Layer, has agreed to phase-out the HCFC (Hydrochlorofluorocarbon) as per accelerated schedule of Montreal Protocol. The Ministry of Natural Resources and Environment, Malaysia, through the National Ozone Unit (NOU), Department of Environment, responsible for timely and effective implementation of the Montreal Protocol and its Ozone Depleting Substances (ODSs) phase-out activities in Malaysia.

The 77th Meeting of the Executive Committee of the Montreal Protocol held in December 2016 approved Malaysia’s HPMP Stage II for phase-out of Hydrochlorofluorocarbons (HCFCs) for the period 2017 – 2021. During this period, Malaysia agreed to further phase out 146.46 OPD tonnes of HCFCs.

Malaysia has successfully achieved the phase out target of 10% reduction of consumption of HCFCs under the HPMP Stage I for the period 2012 – 2016 in line with the accelerated phase-out schedule of the Montreal Protocol for HCFCs.

The United Nations Development Programme (UNDP) is the designated lead implementing agency for the HCFC Phase-out Management Plan (HPMP) Stage II for Malaysia and provides the required technical and programme support for preparation and implementation of HCFC phase out strategy in line with the accelerated phase-out schedule of the Montreal Protocol.    

Duties and Responsibilities

The Consultant will work under supervision the Assistant Resident Representative (Programme), UNDP Malaysia with guidance from the National Project Director, Department of Environment, and is expected to undertake the following functions:

  • Support NOU on policy advice related to the Montreal Protocol ;
  • Provide guidance  related to  implementation of HPMP and country’s compliance towards Montreal Protocol;
  • Provide technical inputs to NOU with respect to reports and documents related the Montreal  Protocol as when necessary,
  • Support the NOU with progress reporting to UNDP such as Mid Term Progress (MYPR), Annual Progress Report(APR) Progress report for tranche request as required by the  reports to MLF and any other reports required related to the Montreal Protocol;
  • Provide technical inputs to NOU  on awareness and information dissemination activities including stakeholder’s meetings/ workshops in Malaysia;
  • Perform any other tasks as may be assigned by NOU  in context of these activities.

 

Expected Output: 

  • Submission of Satisfactory Workplan and/or Inception Report;
  • Submission of monthly progress report base on completed activities for the month;
  • Submission of Satisfactory Final Report at end of assignment.

Required Skills and Experience

  • Bachelor’s degree in Business Management, Science, Engineering or Diploma with 10 years working experience in lieu of Bachelor’s Degree.

Professional Experience:

  • Minimum 5 years experience with the Montreal Protocol;
  • Minimum 5  years  in the foam, refrigerant industries or air conditioning industries or environmental management or chemical waste management or any other similar industries;
  • Experience working with the Malaysia’s authority such as Department of Environment and other government agencies;
  • Experience with CFC or HCFC phase out programme  and the Montreal Protocol is preferred;
  • Good networking knowledge in the foam industries and refrigerant industry is preferred;
  • Knowledge and understanding of the Montreal Protocol, technologies for ODS and ODS alternatives and Multilateral Fund policies, guidelines and procedures is preferred;
  • Knowledge of Malaysian Industries/establishments working in various Sectors and sub-sectors with specific reference to HCFC production and consumption is preferred.

 

Language Requirement:

  • Bahasa Malaysia and English.

  2. Technical Proposal on how your qualifications and experience can lead towards the successful deliverable of this assignment within the required timeframe, and provide a brief methodology on how you will approach and conduct the assignment;
  3. Financial Proposal should specify a total lump sum amount including a breakdown of working days, travel and relevant costs using the financial proposal template in Annex II;

Evaluation Criteria:

Cumulative analysis: The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive;
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

 

Technical Criteria weight - 70%.

Financial Criteria weight - 30%.

 

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

Criteria for Technical Evaluation would be as under:

  • Qualification - 10%;
  • Relevant Work Experience-- 40%
  • Knowledge of project management and project implementation-20%

Payment terms: monthly based on number of days worked
