Background

The Government of Bangladesh has entrusted the work relating the ozone layer protection and implementation of the Montreal Protocol and its ODS phase-out activities to Ministry of Environment & Forest (MoEF). The Department of Environment (DoE) is the nodal office of MoEF for implementing the Montreal Protocol and Ozone Depleting Substances (ODSs) phase out activities in Bangladesh.  The DoE has set up an Ozone Cell as a National Ozone Unit (NOU) to render necessary services for effective and timely implementation of the Montreal Protocol and its ODS phase-out program in Bangladesh.

The DoE is currently implementing the HCFC Phase-out Management Plan (HPMP)  Stage-I in cooperation with United Nations Development Programme (UNDP) as the lead agency and United Nations Environment Programme (UNEP) as cooperating agencies.

The UNDP, as lead agency for Bangladesh’s HPMP in coordination with DoE, proposes to carry out a verification of HCFCs consumption in Refrigeration and Air-conditioning and other sector in Bangladesh. Bangladesh is also going to prepare HPMP Stage-II in this year. Government is keen to start initiatives to ratify Kigali Amendment to the Montreal Protocol to Phase-down consumption of HFCs.

OBJECTIVES:

The National Consultant Ozone Officer will work with the National Ozone Unit of the Department of Environment (DoE) under the supervision of National Consultant ODS to support National Ozone Unit to continue to plan, organize, direct and coordinate all activities required for the implementation of Bangladesh’s strategy in all areas related to the Phase-out of Ozone Depleting Substances (ODS) under the Montreal Protocol (MP).

 

Duties and Responsibilities

Scope of work

The Consultant will support to carry out the following tasks:

The National Consultant – Ozone Officer will provide technical/procedural inputs and analytical reports.  Provide local insights to national ozone unit (NOU) in coordination with National Consultant ODS and with the Additional Director General of the Department of Environment in relation to the following outputs:

  • Prepare brief in Bengali for the government’s officials and for the stakeholders for the initiation to ratify Kigali Amendment to the Montreal Protocol.
  • Arrange Departmental Special Project Evaluation Committee (DSPEC) meeting for the approval of Technical Assistance Project Performa (TPP) of the ‘Renewal of Institutional Strengthening (Phase-VIII)’ project.
  • Organize stakeholder Consultation meeting for the preparation of HPMP Stage-II.
  • Conduct study on HFC consumption in Bangladesh and prioritize activities needed for the phase-down of HFC consumption in Bangladesh.

The national expert needs to ensure that the following set of deliverables arc achieved:

  •  Brief in Bengali for the governments officials and for the stakeholders for the initiation to ratify Kigali Amendment to the Montreal Protocol prepared
  • Assist to organize Departmental Special Project Evaluation Committee (DSPEC) meeting for the approval of Technical Assistance Project Performa (TPP) for the Renewal of Institutional Strengthening (Phase-VIII).
  • Assist organize Stakeholder Consultation meeting for the preparation of HPMP Stage-II and submit proceeding of the meeting.
  • Conduct study on HFC consumption in Bangladesh and prioritize activities needed for the phase-down of HFC consumption in Bangladesh.

 SUPERVISION AND PERFORMANCE EVALUATION:

The National Consultant will work closely with the National Consultant IDS and National Ozone Unit of DoE. The consultant will report directly to National Consultant ODS, UNDP

The assignment is for a total of 60 days over a period from 15 September 2017 to 31 December 2017.

Climate dimension incorporated in the existing taxation polices in consultation with IRD, FD and relevant agencies- Estimated duration of 10 days after the signing of the contract -target date would be 31 August 2017

  2. Arranged Departmental Special Project Evaluation Committee (DSPEC) meeting for the approval of Technical Assistance Project Proforma (TPP) for the Renewal of Institutional Strengthening (Phase-VIII). - 20 Days
  3. Organize stakeholder Consultation meeting for the preparation of HPMP Stage-II- 10 Days
  4. Report on Kigali Amendment to the Montreal Protocol held in 2016 and immediate measures to be undertaken by the government.- 10 Days

DOCUMENTS:

The Ozone Officer will submit following reports :

  • Brief in Bengali for the governments officials and for the stakeholders for the initiation of ratify Kigali Amendment to the Montreal Protocol.
  • Report on Departmental Special Project Evaluation Committee (DSPEC) meeting organized for the approval of Technical Assistance Project Proforma (TPP) of Renewal of Institutional Strengthening (Phase-VIII).
  • Report on Stakeholder Consultation meeting organized for the preparation of HPMP Stage-II
  • Report on Kigali Amendment to the Montreal Protocol held in 2016 and immediate measures to be undertaken by the government of Bangladesh

 INPUTS:

The National Ozone Cell of Department of Environment will provide office space and other Secretarial support for the consultant.

Institutional Arrangement

The National Consultant will work closely with the National Consultant IDS and National Ozone Unit of DoE. The consultant will report directly to National Consultant ODS, UNDP

Duration of the Work:

The assignment is for a total of 60 days over a period from 10 October 2017 to 31 December 2017

 Duty Station:

The working location (duty station) is Dhaka, The National Consultant will work closely with the National Consultant IDS and National Ozone Unit of DoE. The consultant will report directly to National Consultant ODS, UNDP

Deliverables are linked with the payment schedule:

  • 1st Tranche: 25% of the contracted amount shall be paid upon submission of brief in Bengali for the governments officials and for the stakeholders for the initiation to ratify Kigali Amendment to the Montreal Protocol and Certified by the contract administrator - 30 October 2017
  • 2nd Tranche: 25% of the contracted amount shall be paid upon submission of arrange Departmental Special Project Evaluation Committee (DSPEC) meeting for the approval of Technical Assistance Project Proforma (TPP) for the Renewal of Institutional Strengthening (Phase-VIII). and Certified by the contract administrator - 15 November 2017
  • 3rd Tranche: 25% of the contracted amount shall be paid upon submission of organize stakeholder Consultation meeting for the preparation of HPMP Stage-II and Certified by the contract administrator - 30 November 2017
  • Final Tranche: 25% of the contracted amount shall be paid upon submission of study on HFC consumption in Bangladesh and prioritize activities needed for the phase-down of HFC consumption in Bangladesh and Certified by the contract administrator - 31 December 2017

Competencies

  • Experience  on Montreal Protocol implementation and on ODS phase-out activities or relevant work.
  • Extensive experience in policy analysis, legislative analysis and institutional capacity building;
  • Good  oral and written English and Bangla communication skills, and experienced on  technical writing and presentation capabilities;
  • Ability to meet deadlines and work under pressure;
  • Ability to work independently and participate in team-based environment.

Required Skills and Experience

ACADEMIC QUALIFICATIONS:

  • Graduate in any discipline or relevant subject.

 EXPERIENCE: 

  • At least 07 years of working experience in  Chemicals, ODS and similar type of assignments with Government or UNDP or Donor Agencies

Language requirements

  • Fluency of English and Bangla language is required;

Price Proposal and Schedule of Payments

Consultant must send a financial proposal based on Lump Sum Amount.The total amount quoted shall be all-inclusive and include all costs components required to perform the deliverables identified in the TOR, including professional fee, travel costs, living allowance (if any work is to be done outside the IC´s duty station) and any other applicable cost to be incurred by the IC in completing the assignment. The contract price will fixed output-based price regardless of extension of the herein specified duration

Evaluation Method and Criteria:

Individual consultants will be evaluated based on the following methodology.

Cumulative analysis-

The award of the contract will be made to the individual consultant up on Cumulative Analysis/evaluation and determined as:

  1. Responsive/compliant/acceptable; and
  2. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;

Only candidates obtaining a minimum 70% mark in technical evaluation will be considered eligible for financial evaluation.

Technical Criteria for Evaluation (Maximum 70 points)

  • Educational Qualification (20 Marks)
  • Very good understanding of MLF policies and guidelines at an overall level on data requirements under Montreal Protocol.  (20 Marks)
  • Working experiences in ODS, HPMP (20 Marks)
  • Working Experience with UN/Donors/GoB (10 Marks)

Financial Evaluation (Total 30 marks)

All technical qualified proposals will be scored out 30 based on the formula provided below.

The maximum points (30) will be assigned to the lowest financial proposal. All other proposals received points according to the following formula:

  • p = points for the financial proposal being evaluated;
  • y = maximum number of points for the financial proposal;
  • µ = price of the lowest priced proposal;
  • z = price of the proposal being evaluated.
