Background

The South-Asian 2017 monsoon floods have hit the northern, north eastern and central parts of Bangladesh, affecting 8 million people in 31 of the country’s 64 districts. In the 10 worst affected districts, a total of 3,387,981 people have been affected – 1,109,461 men and 1,019,060 women. A total 344,785 people have been displaced by the floods. Out of these, 330,000 people are from the six worst-affected districts: Kurigram, Gaibandha, Dinajpur, Jamalpur, Nilphamari and Sirajganj. Dinajpur and Nilphamari.  An additional 626,119 people were displaced in the districts of Bogra and Lalmonirhat, which were also among the 10 worst affected districts.

Under the leadership of the government; to respond to critical needs, the Humanitarian Country Task Team (HCTT) has put together a joint Response Plan, which is endorsed by the government. The Government of Bangladesh (GoB) has not declared a state of emergency, but in recognition of the impact on the people of Bangladesh of the current flooding, the government is in agreement that a complimentary response from UN, NGOs and donors is welcome. China-UNDP Bangladesh Emergency Response Initiative for August Flood In 2017 is such a support from the government of China therefore becomes part of the joint Response Plan. For rapid implementation of the proposed flood response, UNDP will partner with UNFPA for distribution of Women’s health and safety kits and UNDP Bangladesh’s Early Recovery Facility (ERF) for distribution of shelter and NFI materials through pre-vetted NGOs with proven capacity and local presence.

UNDP Bangladesh’s Early Recovery Facility (ERF) in addition to its recovery initiatives promotes response initiatives through the emergency support initiatives. UNDP often mobilizes its resources to prepare, plan, and implement interventions to ensure that people affected by disasters receives emergency shelter and NFI support at the earliest. China-UNDP Bangladesh Emergency Response Initiative for August Flood In 2017 is such a support from the government of China therefore becomes part of the joint Response Plan.  UNDP has already been engaged in providing support to meet needs in Dinajpur and Jamalpur districts as such, the project will address the unmet needs of in Kurigram, Gaibandha, Nilphamari, Sirajganj Bogra and Lalmonirhat districts.

OBJECTIVES:

To support China-UNDP Bangladesh Emergency Response Initiative for August Flood In 2017; the National Consultants will provide operational and technical support in managing the emergency shelter and NFI material package procurement and distribution to 14,200 most severely affected households (HH) in   Kurigram, Gaibandha, Nilphamari, Sirajganj, Bogra and Lalmonirhat districts.

Role of TO will be:

  • Successful implementation of the project outputs and their components, in view of timelines, budget, quality expectations, adherence to standards and guidelines, impact on beneficiaries and communities.
  • Provide operational and technical assistance, monitoring and supervision, evaluation and reporting as and when required by the project team.
  • Provide technical support to Shelter Support related activities for beneficiaries and other related stakeholders.

Duties and Responsibilities

Scope of work

The Consultant will undertake a variety of operational and technical tasks in flood affected areas for successful implementation of the project outputs and their components, in view of timelines, budget, quality expectations, adherence to standards and guidelines. This may include but not limited to providing technical assistance, monitoring and supervision, evaluation and reporting as and when required by the project team. More specifically the activities of the Technical Officer are as follows:

  • Provide operational and technical support to NGO partners, beneficiaries and other related stakeholders in managing district wise emergency shelter and NFI material package procurement and distribution to selected most severely affected households (HH)
  • Ensure adequate monitoring on partner NGOs activities in view of quality control and timelines, delivering expected quality, adherence to UN standards and guidelines.
  • Analyze and report on project progress, financial disbursement, payment of the partner NGOs and beneficiaries.
  • In cooperation and under the guidance of the ERF Project manager, maintain an efficient management and reporting system, allowing to inform and update ERF, UNDP management and other stakeholders on real-time basis.
  • Ensure, in cooperation with partner NGOs and other UN Agencies, timely and adequate cooperation and coordination with local stakeholders.
  • Other tasks as and when desired and relevant

Deliverables:

The expected outputs and deliverables are listed below:

  • Successful implementation of the project outputs and their components, in view of timelines, budget, quality expectations, adherence to standards and guidelines, impact on beneficiaries and communities.
  • Trustful and empowering cooperation and coordination with local authorities and stakeholders including beneficiaries and NGO partners and others.
  • Simple and efficient monitoring and reporting on progress of project activities.
  • The incumbent will submit the deliverables to the ERF Project manager. The following reports are expected:
  1. Inception report including a detailed work plan for the assignment
  2. Weekly and monthly progress reports, stating progress against work-plan,
  3. Final report on the whole assignment, including final financial statement,
  4. Other formal and informal reports, as and when required.

SUPERVISION AND PERFORMANCE EVALUATION:

The National Consultant will work closely with the Programme Analyst of Resilience and Inclusive Growth Cluster and with Shelter Specialist of ERF project. The consultant will report directly to Shelter Specialist of ERF project of the UNDP.

Total 70 Days over a period of 3 months. The Project Manager ERF will sign-off on payments on a monthly basis on receipt of deliverables, time sheets and certification. Standard IC contract provisions apply.

Duty Station
Any Upazila/Union/Sites under the district of Kurigram, Gaibandha, Nilphamari, Sirajganj Bogra and Lalmonirhat  (with possible travel to other project areas)

DOCUMENTS:

  • The national consultant will submit The following reports are expected:
    • Inception report including a detailed work plan for the assignment
    • Weekly and monthly progress reports, stating progress against work-plan,
    • Final report on the whole assignment, including final financial statement,
    • Other formal and informal reports, as and when required.

INPUTS:

From ERF:

  • Any travel related to field works will be arranged by ERF Project subject to the approval of the respective Project Manager. If necessary to travel to Dhaka/any other district the project will arrange vehicle and air ticket.

From Consultant:

  • All other inputs including the laptop with necessary software packages to carry out the service will have to be borne by the consultant.

Deliverables are linked with the payment schedule:

  • 1st Tranche: 15% of the contracted amount shall be paid upon submission of Inception report including a detailed work plan and implementation process document for the assignment (Within 10 days of contract commencement) and Monthly work/activity plan for the month of October 2017 and Certified by the contract administrator - 10 days with in 10 October 2017
  • 2nd Tranche: 30% of the contracted amount shall be paid upon submission of Monthly progress reports, stating progress against work-plan and budget for the month of October 2017 and Certified by the contract administrator - 10 days  October 2017
  • 3rd Tranche: 30% of the contracted amount shall be paid upon submission of Monthly progress reports, stating progress against work-plan and budget for the month of November 2017 and Certified by the contract administrator - 30 days November 2017
  • Final Tranche: 25% of the contracted amount shall be paid upon submission of Final report (from October to December) on the whole assignment, including final financial statement and Certified by the contract administrator - 20 days December 2017

Required Skills and Experience

Education:

Graduate or diploma in any subject preferably in Social science, civil engineering, supply chain management, mass communication, and disaster management.

Experience:

  1. Minimum 3 years of working experience at project/ program management level as project technical officer/Field Staff/Community mobilizer or similar level with UN agencies, INGOs, government or non-government organizations in post disaster response/recovery projects.
  2. Experience in NFI procurement and distribution, shelter repair works, cash for work, supply chain management will be given preference.

Language Requirements:

Excellent communication skills (verbal and written) in English and Bangla

Lump sum contracts

  • The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).

Travel and DSA:

No DSA will be paid at the duty station. If unforeseen travel outside the duty station not required by the Terms of Reference is requested by UNDP, and upon prior agreement/approval, such travel shall be UNDP’s expenses and the individual contractor shall receive a per-diem not to exceed United Nations daily subsistence allowance rate in such other location(s).

Evaluation Method and Criteria:

Individual consultants will be evaluated based on the following methodology.

Cumulative analysis-

The award of the contract will be made to the individual consultant up on Cumulative Analysis/evaluation and determined as:

  1. Responsive/compliant/acceptable; and
  2. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;

Only candidates obtaining a minimum 70% mark in technical evaluation will be considered eligible for financial evaluation.

Technical Criteria for Evaluation (Maximum 70 points)

  • Years of working experience at project/ program management level as project technical officer/Field Staff/Community mobilizer or similar level in post disaster response/recovery projects. (35 Marks)
  • Years of experience in NFI procurement and distribution, shelter repair works, cash for work, supply chain management.  (25 Marks)
  • Working Experience with UNDP/UN Agencies/ International Organizations, INGOs (10 Marks)

Financial Evaluation (Total 30 marks)

All technical qualified proposals will be scored out 30 based on the formula provided below.

The maximum points (30) will be assigned to the lowest financial proposal. All other proposals received points according to the following formula:

  • y = maximum number of points for the financial proposal;
  • µ = price of the lowest priced proposal;
  • z = price of the proposal being evaluated.
