Background

On April 1, 2017, the United Nations Development Programme in Ukraine under the financial support of the Ministry of Foreign Affairs of Denmark launched the “Civil Society for Enhanced Democracy and Human Rights” project that will be implemented until the March 31, 2022.

The overall aim for this project is to enhance the institutional capacity of civil society actors in the region in the areas of democracy and human rights to strengthen their impact on the reform processes in the country through better coordination and networking and to contribute to more inclusive, democratic and rights-based governance.

For this purpose, the project will strengthen capacities of the civil society organizations to promote democracy and foster participatory and result-driven Government-CSO dialogue at all levels in Ukraine. It will also develop capacities of human rights actors enhanced to promote and defend human rights in Ukraine, and enhance civic youth engagement and youth participation in decision-making at all levels.

With regards to the youth civic engagement, the project plans to further elaborate the "Youth Worker" programme launched in 2014 with the support of UNDP Ukraine and in cooperation with the Ministry of Youth and Sport of Ukraine and the State Institute for Family and Youth Policy. The programme allows improving the professional background of representatives of civil servants and civil society organizations work with young people aimed at increasing the number of young people who participate in shaping youth policy and in enhancing cooperation between government and CSOs on youth issues.

The programme is expected to be enriched with the specialized training course on civic education to cover the major gaps in civic knowledge and behaviours based on the results of the civic literacy study 2016. This training module/-s could be devoted to such topics such as democratization, effective governance, human rights based approach, and others. Young people will be able to learn from youth workers about the possibilities of their engagement in life of the local communities in the form of non-formal education activities and events.

MAIN OBJECTIVE OF THE ASSIGNMENT

The overall goal of the assignment is to develop four thematic training modules in the framework of the specialized training course “Civic Education for Youth Workers”: “Participatory Democracy”; “Human Rights and Mechanisms of Their Protection”; “Tolerance and Non-Discrimination”; and “Critical Thinking and Media Literacy”. All training modules must be developed in accordance with the requirements defined below and in the Annex 1. 

Duties and Responsibilities

DESCRIPTION OF RESPONSIBILITIES/SCOPE OF WORK

Under supervision of the UNDP Civil Society Project Coordinator and in close dialogue with the Youth Worker Programme Coordinator, the incumbents will be responsible for:

  • Development of the detailed concept of the training module and its contents (purpose, objectives, agenda, handbook, glossary, entry questionnaire on the subject, 2 home-tasks, list of reference materials and home reading on the topic)
  • Holding 1 pilot 3-day training for the youth workers (to be organized by UNDP).
  • Integration of each thematic training module into the general structure of the course in coordination with UNDP and three other consultants.

The specialized training course “Civic education for youth workers” will consist of 4 training modules: “Civic Education for Youth Workers”: “Participatory Democracy”; “Human Rights and Mechanisms of Their Protection”; “Tolerance and Non-Discrimination”; and “Critical Thinking and Media Literacy”. Each module should aim at providing to the participants the knowledge and skills defined below (but doesn’t have to be limited to):

  • Participatory Democracy. Youth workers should know, understand and be able to explain to young people the structure of public administration, the process of state governance and different mechanisms of influencing it, mechanisms of local democracy and the democratic processes. They should know and be able to apply in practice various tools of youth participation.
  • Human rights and mechanisms of their protection. Youth workers should understand human rights and know the mechanisms of their protection, understand the current challenges in the field of human rights.
  • Tolerance and Non-Discrimination. Youth workers should understand the influence of stereotyped thinking, possess tools of non-discriminatory practices, have basic knowledge of inclusive development and know how to use them in practice.
  • Critical Thinking and Media Literacy. Youth worker should be able to think critically, have media literacy, be able to develop simple media products for young people and work in social networks.

Please refer to the report from Strategic Session on Civil Education for Youth Workers course to know more about its desired contents in the framework of each thematic module (see Annex 1).

Each training module should be developed following the same logic: through a 3-day training and additional activities (e.g. home-tasks, reading reference materials), the participants should get a theoretical knowledge on the subject, learn the practical tools and instruments in the respective areas, and understand the methods of analyzing the lessons learned and measuring the social impact of their initiatives.

Development of the detailed concept of the training module and its contents

Following the programme objective, the consultant is expected to develop one thematic module of the specialized training course “Civic education for youth workers”, in particular:

  • Expert #1 – “Participatory Democracy”
  • Expert #2 – “Human Rights and Mechanisms of Their Protection”
  • Expert #3 – “Tolerance and Non-Discrimination”
  • Expert # 4 – “Critical Thinking and Media Literacy”

Each training package for the thematic training module should include: brief description of the module (purpose, objectives, expected results); 3-day training agenda; trainer’s guide with presentations, handouts, cases and practical exercises to be used in course of the training; glossary; entry questionnaire on the subject; 2 home-tasks; exit questionnaire for the participants; list of reference materials and home reading on the topic; additional tips, information and guidance that will be useful for the youth workers in their further work with the youth in their communities (see details in the Annex 2).

At least, 1 coordination meeting will be organized by UNDP with participation of all 4 consultants.

Output: 4 thematic training modules in line with the requirements above are developed and finalised with UNDP comments.

Holding 1 pilot 3-day training for the youth workers (to be organized by UNDP).

The pilot 3-day training will be aimed at testing the proposed approaches to providing knowledge and developing skills of the participants and collecting their feedback to the proposed training package.

UNDP will be responsible for organizing the training (selecting and inviting the participants, solving the logistical issues), so the consultant should not include fees for this work in his/her proposal.

Output: 1 pilot 3-day training for at least 20 participants held; feedback of participants to the training package collected; training module finalized with consideration of the collected feedback.

Integration of each thematic training module into the general structure of the specialized training course in coordination with UNDP and three other consultants.

4 individual consultants – developers of the respective training modules – should coordinate with each other under facilitation of UNDP to integrate each module into the overall joint training course “Civic education for youth workers”.

At least, 1 in-person coordination meeting will be held.

The consultants will agree upon: the overall training structure reflecting all 4 priority topics; its objectives; agendas of the three 3-day trainings; entry and exit questionnaires, lists of reference materials and home reading; 2 home tasks for participants; vision of the joint training package for the course.

Output: the specialized training course “Civic Education for Youth Workers” is developed consisting of 4 thematic modules (listed above) in accordance with the agreed structure.

MONITORING/REPORTING REQUIREMENTS:

The Contractor shall report to the Civil society Project Coordinator. The payment shall be arranged in stages in accordance with the proposed payment scheme below and upon acceptance of the deliverables based on quality control and recommendations.

The Contractor shall provide the necessary information and reports according to a preliminary determined schedule or as soon as possible (within a reasonable period of time). UNDP will be the ultimate authority to control the quality of work results and assess the Contractor’s performance during the assignment.

UNDP will provide payments upon provision of deliverables duly certified by UNDP in accordance with the table above. In particular, the payment schedule will be as follows:

Required Skills and Experience

EXPERIENCE AND QUALIFICATIONS REQUIREMENTS:

Common requirements to all applicants:

  • Bachelor degree in social sciences, international relations, political science or related field;
  • At least 3 years of experience in developing and conducting training modules/curriculum, training materials, preferably in the area of civic education; experience with the youth work will be an asset;
  • Fluent writing, editing, and oral communication skills in Ukrainian. Knowledge of English will be an asset.

Specific requirements to the candidates:

Expert #1: Participatory democracy – at least, 2 years of work experience in the area of democracy, its mechanisms, citizens’ engagement in decision-making etc.

Expert #2: Human rights and mechanisms of their protection – at least, 2 years of work experience in the area of human rights education.

Expert #3: Tolerance and non-discrimination – at least, 2 years of work experience in the area of promoting tolerance and non-discrimination.

Expert #4: Critical thinking and media literacy – at least, 2 years of work experience in the area of critical thinking and/or media literacy.

DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSALS:

  • P11/CV, including information about experience in similar projects / assignments and contact details for referees;
  • Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP;
  • Financial proposal;
  • Agendas of three trainings conducted in the past by the applicant on the respective topic.

FINANCIAL PROPOSAL:

Lump sum contract

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in instalments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount in accordance with the deliverables defined in this TOR (section 3 above).

Travel costs

Should any travel be necessary in connection to this TOR, UNDP will reimburse the expenses based on the duly authorized travel details, including travel and per diems. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources. In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed. 

EVALUATION CRITERIA

Educational background – 15 points max:

  • 15 pts – Master/Specialist Degree or higher;
  • 12 pts – Bachelor Degree.

Relevant experience in developing and conducting training modules/curriculum, training materials – 25 points max:

  • 25 pts – more than 3 years including experience of work with youth;
  • 20 pts – more than 3 years;
  • 15 pts – 3 years.

Work experience in the respective specific thematic area – 20 points max

  • 20 pts – more than 4 years;
  • 17 pts – 3-4 years;
  • 15 pts – 2 years.

Language skills - 10 points max:

  • 10 pts – fluency in Ukrainian, good knowledge of English;
  • 8 pts - fluency in Ukrainian.

Maximum available technical score - 70 points.

EVALUATION METHOD

Cumulative analysis

Contract award shall be made to the incumbent whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) having received the cumulative highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

* Technical Criteria weight: 70%

* Financial Criteria weight: 30%

Only candidates obtaining a minimum 70% from the maximum available technical score (49 points) would be considered for the Financial Evaluation.

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal and will equal to 30. All other price proposals will be evaluated and assigned points, as per below formula:

30 points [max points available for financial part] x [lowest of all evaluated offered prices among responsive offers] / [evaluated price].

The proposal obtaining the overall cumulatively highest score after adding the score of the technical proposal and the financial proposal will be considered as the most compliant offer.

Annex 2 - Requirements to the thematic training modules of the course “Civic Education for Youth Workers”

Each training package for the thematic training module should include:

  1. Brief description of the training module: title, purpose, objectives, timeline, expected results (what the training participants should know and be able to do by the end of the training module), criteria for selection of participants (no more than 3 pages, A4, Calibri font, font size 11, single spacing).
  2. Trainers’ guide with the following elements (A4, Calibri font, font size 11, single spacing and PowerPoint presentations):
  • Glossary of key terminology (at least, 1 page),
  • Entry questionnaire for the participants to assess their current knowledge of the topic (no longer than 2 pages),
  • 3-day training agenda logically introducing the topic through minimum theoretical information, mostly practical cases, exercises, and group work tools (10 pages max),
  • PowerPoint presentations, handouts for the participants (as required by the agenda – e.g. cards with tasks for mini-groups, working group instructions, charts, tables, situations for analysis etc);
  • 2 home tasks for the participants: 1) the first task should aim to encourage the participants to analyse the problems in their community related with the respective topic, which should be defined in the instruction paper a max 2-pages; 2) the second task should encourage the participants to undertake some practical action at their community level aiming to practice their newly acquired knowledge and develop practical skills, which should be defined in the instruction paper a max 2-pages;
  • exit questionnaire for the participants to assess the knowledge and skills developed as the result of their participation in the course (no longer than 2 pages),
  • list of reference materials and home reading on the topic (no longer than 2 pages),
  • additional tips, information and guidance that will be useful for the youth workers in their further work with the youth in their communities (5 pages max).
