Post Context:

Leveraging OHR Service Centre in Copenhagen for transactional support and its HQ based Integrated Talent Management services and tools for learning and recruitment, the HR Analyst focuses on assessing and optimally aligning the Sri Lanka workforce to evolving priorities and opportunities, improving performance and promoting a culture of human resource management accountability for all staff and managers.

The HR Analyst works in close collaboration with all managers and directly supports the Integrated Support Team Leader and the Assistant Country Director and is in regular contact with the government, RBAP Regional Centre, OHR Copenhagen & New York and other institutional authorities as required.

Under the guidance and direct supervision of the Integrated Support Team Leader, HR Analyst is responsible for transparent implementation of the HR strategies in the Country Office (CO). The incumbent ensures effective delivery of HR services in the CO. S/he analyses, interprets and applies HR policies, rules and regulations, implements internal procedures and provides solutions to a wide spectrum of complex HR issues. HR Analyst promotes a collaborative, client-oriented approach and contributes to the maintenance of high staff morale.

Incumbent of the position will work in close collaboration with the operations, programme and project teams in the CO, OHR Service Centre in Copenhagen and UNDP HQ/OHR staff ensuring successful CO performance in HR management.

Duties and Responsibilities

Ideas and Expertise:

  • Leveraging OHR Copenhagen for transactional support and Integrated Talent Management for learning and recruitment tools, the HR Analyst focuses on assessing and optimally aligning the Sri Lanka workforce to evolving priorities and opportunities.
  • Facilitates end-to-end recruitment service and provides procedural advice on behalf of the country office and client organizations including developing Terms of reference, long and short listing of staff, support to technical experts on contracting, facilitation of testing, interview arrangements and reference checking, Advice to hiring managers on CRB/P submissions and preparation and dissemination of offer letters.
  • The HR Analyst is fully engaged in country wide activities that effect the needs of all UNDP personnel including inter agency fora and statutory groups effecting and determining staff costs, entitlements, conditions of service, safety and well-being (e.g. salary surveys, CRPs, Staff Association, hardship reviews, etc.)
  • Provision of advice and clarification to staff and managers on rules, policies, benefits and entitlements and facilitates obtaining timely authoritative interpretations from appropriate sources.
  • Performs Leave management and monitoring
  • Manages contract administration.

Partnership engagement:

  • Managing an effective recruitment service that adheres to organizational policy and rules but also promotes a reputation among all candidates for fairness, transparency and respect in how it treats all people
  • Creates a network of common system HR practitioners to share best practices and prepare coordinated efforts to inter agency efforts.
  • Builds outreach to comparator employers facilitating salary survey reviews.
  • Maintains relationships with government authorities and policies necessary to maintain various personnel presences in country.?

Team Collaboration

  • Provision of advice and clarification to staff and managers on rules, policies, benefits and entitlements and facilitates obtaining timely authoritative interpretations from appropriate sources
  • Acts as Learning Manager and leads regular info briefings and workshops on new and relevant HR policies
  • Guides staff to appropriate learning opportunities
  • Facilitates workshops with managers and support staff on HR best practices facilitating speed and ensuring of time invested in compliance
  • Develops staff and personnel induction materials
  • Advises staff and managers on dispute resolution policies and sources for authoritative advice and action.

Required Skills and Experience

Education:

  • Master's or Bachelor’s degree in the HR Management, Business Administration, Public Administration or a related field.

Experience:

  • Master’s Degree and 0 years or Bachelor’s plus 2 years of relevant experience at the national or international level in providing HR advisory services and/or managing staff and operational systems.
  • Experience in the usage of computers and office software packages (MS Word, Excel etc.)
  • Experience in handling of web-based management systems and ERP HR module experience, especially PeopleSoft (Atlas).
  • HR certification from a reputable institution is a distinct advantage.

Language Requirements:

  • Fluency in English and the national language of the duty station. Knowledge of other official UN languages is desirable
