Background

The United Nations Development Program Bangladesh’s (UNDP) upcoming “Partnerships for a Tolerant, Inclusive Bangladesh” programme will promote diverse and constructive narratives already present in the country in support of tolerance. UNDP will support a better understanding of the challenges peaceful narratives face, and help Bangladeshis develop platforms and media for disseminating their ideas. UNDP partners with youth groups, interfaith activists, the private sector, multinational companies (including Google, Facebook, and Twitter), government agencies and international donors to maximize the capacity and appeal of local organizations supportive of peaceful development.

The programme has received an initial grant and is looking for further partners to increase its scope. These projects will have a wide-ranging and diverse range of operational needs, requiring solid backstopping and process management in a challenging environment. The National Consultant, under the direct supervision and guidance of the Advisor, Governance Cluster based in Dhaka, will provide programmatic and operational support to the Management of the Tolerant and Inclusive Bangladesh Programme.

This program aims to identify drivers of violence and social cohesion in Bangladesh, then pilot social engagement actions to understand what resonates with young men and women in vulnerable communities both online and offline. The national consultant will work closely with all management and administrative issues, project implementation, project monitoring, evaluation and project reporting.

The objective of this consultancy is to support PTIB team on project management issue.

Duties and Responsibilities

Scope of work and Deliverables and Expected outputs/ deliverables:

Scope of Work:

  • Support coordination and implementation of project initiatives at the country level;
  • Support senior team members in preparing emerging political and developmental issues and in providing necessary support;
  • Prepare contracts, Letters of Agreement (LOAs) and other administrative and logistic requirements;
  • Support the management of budgets, finance, administration and procurement-related matters and functions in accordance with UN/UNDP rules and regulations;
  • Help manage programme and administration staff in support of the Governance Advisor and Peace and Development Advisor.
  • Coordinate with senior team members in building strategic partnerships with donors and implementation partners;
  • Participate in meetings with stakeholders (government, UN agencies, NGOs, diplomatic agencies and donors)
  • Coordinate with senior team members in identifying research information for donors, prepare substantive briefs on possible areas of cooperation;
  • Monitor the progress of the project activities and provide necessary administrative support to manage contract obligations;
  • Prepare short and substantive technical inputs to project documents, as required.
  • Help the planning and implementation of project initiatives. Take responsibility for the overall daily management and delivery of project outputs;
  • Effectively apply result-based management tools, providing guidance to partners on establishment of performance indicators, and monitoring achievement of results;
  • Prepare quarterly monitoring reports and share with cluster and senior managers;
  • Provide inputs to publish annual reports and other publications;
  • Provide substantive technical inputs to donor reports;
  • Manage the inputs of consultants and undertake knowledge capture at national, regional and global levels;
  • Assist the creation of knowledge-based products.

Supervision and Performance Evaluation:

The National Consultant, under the direct supervision and guidance of the Advisor, Governance Cluster based in Dhaka, will provide programmatic and operational support to the Management of the Tolerant and Inclusive Bangladesh Programme.

Total 80 Days over a period of 4 months. The Contract Administrator will sign-off on payments on a monthly basis on receipt of deliverables, time sheets and certification. Standard IC contract provisions apply.

Payment of the consultant as per deliverables:

1st Tranch: Coordination and implementation of project initiatives  and develop administrative and logistic draft for the project- 25% of the Contract Value upon satisfactory completion and certification of the Contract Administrator.

2nd Tranch: Support and coordination on partnership activities with relevant stakeholders - 25%of the Contract Value upon satisfactory completion and certification of the Contract Administrator.

3rd Tranch: Develop short and substantive technical inputs to project documents, as required and helping  PTIB team to  plann and implementat the project initiatives - 25%of the Contract Value upon satisfactory completion and certification of the Contract Administrator.

Final Tranch: Prepare quarterly monitoring reports and annual report and combine all information and submit final report - 25%of the Contract Value upon satisfactory completion and certification of the Contract Administrator.

Required Skills and Experience

REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS

I. Academic Qualifications:

  • Master’s degree in Development Studies, International Relations, Public Administration, Political Science, Social Science or relevant field.

II. Experience:

  • Minimum 3 years of relevant experience in the field of democary, human rights and governance;
  • 5 years of experience with management and administrative task;
  • Excellent  writing and oral communication skills;
  • Knowledge of UNDP’s practices and procedures is an asset;
  • Experience in drafting and editing conceptual papers and paperwork;
  • Experience in the usage of computers and office software packages

Language Requirements:

Excellent communication skills (verbal and written) in English and Bangla

Lump sum contracts

  • The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in instalments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals. In case of travel, the consultant will receive Daily Subsistence Allowance as per UNDP’s rules.

Travel and DSA:

  • No DSA will be paid at the duty station. If unforeseen travel outside the duty station not required by the Terms of Reference is requested by UNDP, and upon prior agreement/approval, such travel shall be UNDP’s expenses and the individual contractor shall receive a per-diem not to exceed United Nations daily subsistence allowance rate in such other location(s).

EVALUATION

Cumulative analysis:

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Financial Evaluation (Total 30 marks)

All technical qualified proposals will be scored out 30 based on the formula provided below.

The maximum points (30) will be assigned to the lowest financial proposal. All other proposals received points according to the following formula:
