Background

Albania has made important steps towards establishing a democratic state, functioning market economy, maintaining a stable economic growth, and achieving human development. Nevertheless, the implementation of social policies for the inclusion of vulnerable groups, particularly Roma and Egyptian communities and persons with disabilities, remains problematic. In order to support improved social inclusion, the proposed project, will pursue the following goal: Vulnerable persons and groups are empowered to have equal access to public services and opportunities and to have a voice in public decision-making affecting their lives.

The LNB project is designed to i) strengthen the vulnerable population to request and receive adequate social services from local authorities that support their social inclusion, ii) help municipalities to effectively manage the provision of social services and promote social inclusion, and iii) support national institutions to implement their policy framework for providing social services and adequately fund social services.  The project’s implementation is the responsibility of the four UN agencies UNDP, UNICEF, UN Women and UNFPA, who will cooperate with state actors from central and local level, with civil society organisations and directly with target groups.

The aim of Gender Equality Programme (GEP) is to support Albania’s international commitments to the implementation of international human rights standards, gender equality, environmental sustainability, and development of national capacities the Government of Albania and the United Nations signed in 2016 the Programme of Cooperation 2017-2021. The main outcomes of the GEP Project are the following:

Outcome 1: State and civil society organisations perform effectively and with accountability for consolidated democracy in line with international norms and standards.

Outcome 2 – All women, men, girls and boys, especially those from marginalized and vulnerable groups, are exercising their entitlements to equitable quality services, in line with human rights; and more effective and efficient investments in human and financial resources are being made at central and local levels to ensure social inclusion and cohesion.

Outcome 3 - Economic growth priorities, policies, and programs of the GoA are inclusive, sustainable, and gender-responsive, with greater focus on competitiveness, decent jobs and rural development.

Duties and Responsibilities

Under direct supervision of the National Project Manager the IT support specialist will be requested to perform the following duties on regular bases for time duration not longer than 23 days/year (a total of 5 days for computer and printer hardware/software network setup and 18 days for internet maintenance services (15 days for LNB and 3 days for GEP Project).

  • Setup a computer and printer network including a central file storage system (share folders) for LNB users  with respective user rights;
  • Train the Office for simple consumable management and treatment, such as toner refills cartridge replacement, clearing simple paper jams, supplying proper paper, and similar, and perform a more in depth training to a designated focal point to perform this tasks (usually the project assistant);
  • Liaise with the internet provider in order to ensure uninterrupted internet connection for the project, and request from them the weekly usage statistics;
  • Respond to failures in the site’s computer environment. This response may involve the notification and in certain cases co-ordination with additional resources.
  • Where appropriate, participate in the ongoing development efforts of LNB Project’s Support teams. Best efforts will be made to ensure fast, accurate and professional troubleshooting and repair;
  • Assist users with IT equipment related questions and problems. This may include but is not limited to: consulting on operating system issues, desktop applications, etc;
  • Perform monthly antivirus checkup and back-up for documents, e-mails etc for all staff.

Deliverables:

  • The computer and printer network and the central file storage system established
  • On the job training of LNB staff conducted
  • Network monthly maintenance and documents back-up and periodic antivirus performed

  • Previous experience/familiarity with UNDP or other UN agencies is desirable;
  • Strong interpersonal and communication skills;
  • Can work independently and as part of a team;
  • Full working knowledge of English and Albanian;
  • Self-motivated and able to recommend options for resolution of issues;

Required Skills and Experience

Education:

  • University degree in Computer Science, Electronic Engineering and/or equivalent.

Experience:

  • At least 5 years of relevant professional work experience in IT support services including network administration, management of hardware and software platforms, telecommunications facilities, knowledge of Windows-based or Open-Source based packages/applications.

Evaluation Procedure

UNDP applies a fair and transparent selection process that would consider both the technical qualification of Individual Consultants as well as their financial proposals. The contract will be awarded to the candidate whose offer:

  • Is deemed technically responsive / compliant / acceptable (only technically responsive applications / candidates will be considered for the financial evaluation)

  • And has obtained the highest combined technical and financial scores.

 

Technical Criteria - 70% of total evaluation – max points: 70

Criteria A: Experience working with UNDP as IT support spcialist – max points: 20

Criteria B: Relevance of prior working experience – max points: 35

Criteria C: Educational background– max points: 15

Financial Criteria - 30% of total evaluation – max points: 30

Candidates obtaining a minimum of 70% (49 points) of the maximum obtainable points for the technical criteria (70 points) shall be considered for the financial evaluation.
