Background

The constitution RDTL provides a provision of special status to Oe-Cusse, stating that it shall be ‘governed by a special administrative policy and economic regime’ (Article 71, Clause 2) and a law on Oe-Cusse has recently been passed by the National Parliament.

UNDP has been providing Policy advice to the Special Economic Zone for Social Market Economy (ZEESM) Office since its establishment and has developed a program to support ZEESM conceive, establish and support governance and sustainable and innovative development structures and systems in Oe-Cusse. The framework for UNDP’s support to Oe-Cusse ZEESM is built around two components: (i) governance (ii) sustainable and innovative development. Thus, as part of the roll out process of ZEESM there is a need to formulate policies and provide high quality advice to support priority areas that have clear and strong forward linkages to the ZEESM. The proposed assistance is aligned with the priorities of the Fifth Constitutional Government as articulated under Timor-Leste Strategic Development Plan 2011-2030 to establish special zones of social market economy to transform the lives of the people of Oe-cusse with an integrated approach to sustainable, social and economic development.

To help make the shift from subsistence farming to modern farming, UNDP (in partnership with ZEESM) has initiated the OE-CUSSE AGRIBUSINESS DEVELOPMENT PROGRAM. The overall strategic objective of the this proame is: To foster sustainable livelihoods in Oe-cusse through agribusiness development.

Duties and Responsibilities

Under the supervision of the Project Manager (PM), and the Regional Secretary for Agriculture and Rural Development RAEOA&ZEESM, will execute and ensure specific activities for the implementation of the OE-CUSSE AGRIBUSINESS DEVELOPMENT PROGRAM development and related activities of ZEESM Project.

Programme management and coordination

  • Develop overall approach for delivery with the project manager.
  • Day-to-day co-ordination and oversight of program implementation.
  • Design simple and pragmatic methodology for OE-CUSSE AGRIBUSINESS DEVELOPMENT PROGRAM.
  • Develop tools, templates and training materials to support methodology.
  • Supervise team and provide support to enable the team to deliver quality outputs.
  • Ensure quality of training materials and business plans.
  • Manage deliverables, project schedules and quality of deliverables.
  • Develop relationships with stakeholders to foster local production and investment.

Develop the market development strategy for 5 local business plans

  • Support the development of the methodology for the Business Plans and pilot project development.
  • Guide the staff of specialists and officers to implement the methodology developed.
  • Assess and approves step by step strategy for 5 business plans.
  • Support value chain development for local agri-businesses.

Knowledge Building and sharing:

  • Implement trainings for the local agri-businesses on market access addressing problems previously detected in local agri-businesses.
  • Develop working relations with other partners to link Oe-cusse producers to markets.
  • Perform any other activity required by the project.

Competencies

  • Excellent understanding of international development issues and knowledge of the UN system.
  • Strong written and verbal communication skills, in a multi-cultural setting.
  • Experience working collaboratively in small teams with tight deadlines. 

Required Skills and Experience

I. Qualifications:

  • Bachelor degree in Agriculture, Economics, Social science or related areas. (compulsory)
  • Master degree in International cooperation, Business administration, Economics, Accounting or Finance or related areas.

II. Years of Experience

  • Has 3 years of professional experiences in management, strategic planning, business development, finance, agribusiness or related positions.
  • 2 years’ experience coordinating agriculture project in Timor-Leste.
  • Ability to work effectively with MS Office.

III. Language skills:

  • Proficiency in English (written and spoken) is a must.
  • Working knowledge of Tetum, Portuguese, Baikeno and/or Bahasa Indonesia is an advantage.
