The rapid growth of palm oil production globally has largely come at the expense of forested areas. Indonesia, as one of the world’s largest producers of palm oil, has received much attention in recent years particularly from the global community concerning the sustainability of its palm oil production. For example, oil palm expansion caused one-quarter of all deforestation in Indonesia between 2009 and 2011 (Greenpeace 2013). Fifty-six per cent of the oil palm plantations in Indonesia have replaced forests (Koh & Wilcove 2008), most significantly in the provinces of North Sumatra, Riau and Jambi, and the south-western borders of Kalimantan (Romijin et al. 2013). Continued deforestation adds significant environmental pressures on ecologically sensitive areas, with extensive impacts on biodiversity, habitat fragmentation, land degradation and soil erosion.

To address the concern of the international community, the Government of Indonesia (GoI) has taken steps towards building a greener economy that promotes growth, equity, improved livelihood and environmental integrity including in the palm oil sector. Aiming to support the government’s actions, UNDP has been working together with the Indonesian Ministry of Agriculture to achieve the country’s goals of sustainable palm oil production through the Sustainable Palm Oil Initiative (SPOI). The initiative comprises of several objectives: 

(1) Strengthening smallholder capacity through increased productivity and better environmental management

(2) Supporting the Indonesian Sustainable Palm Oil (ISPO) system 

(3) Facilitating social responsibility through local communities and enhancing mediation 

(4) Reinforcing the ISPO framework by clarifying ISPO standards for wider acceptance, and

(5) Establishing multi-stakeholder platforms on sustainable palm oil.  

Part of its on-going achievements, the SPOI has successfully established a National Commodity Platform for palm oil, named the Indonesian Palm Oil Platform (InPOP), which offers neutral spaces where stakeholders can come together to develop a shared vision and agenda for action on sustainable palm oil production. Additionally, for a greater impact, the initiative will expand its work on promoting the establishment of similar multi-stakeholder platforms on sustainable palm oil at the provincial level.

Starting in mid-2017, the SPOI will incorporate the UNDP-GEF project, Support to Reduced Deforestation Commodity Production, (hereafter the ‘Production project’), which is a child project under the UNDP-GEF 6 Good Growth Partnership, previously known as Integrated Approach Pilots (IAP) program – Taking Deforestation out of Commodity Supply Chains. The Production project comprises of four components: (1) dialogue, action planning, policies and enforcement, (2) farmer support systems, and (3) land use mapping and planning, and (4) knowledge management. All interventions under these four components are expected to help the GoI achieve sustainable palm oil, in general, and strengthen the SPOI’s objectives, in particular.

Understanding that the support and participation of stakeholders at the target landscape are vital for an effective implementation of activities under Indonesia’s Production project in Riau Province, in general, and Pelalawan District in particular, UNDP seeks to hire a GGP Landscape Associate. Under a direct supervision of the National Project Manager, and a close coordination with the Indonesia GGP Specialist and National Platform Manager, the GGP Landscape Associate will be responsible for assisting the coordination of the Production Project’s landscape-level implementation as well as platform related activities.

Duties and Responsibilities

1. Assist the Indonesia GGP Specialist in coordinating and monitoring Pelalawan landscape activities: 

a. Supports effective planning and implementation of project activities in Pelalawan District;

b. Provides technical inputs, relevant expertise, reviews and recommendations when requested;

c. Obtains data and information from relevant government institutions and other stakeholder organizaitons on specific issues or topics;

d. Supports the administration of the landscape activities;

e. Supports the monitoring of the implementation of landscape activities; and

f. Supports the preparation of quarterly project reports, in line with the monitoring and reporting guidelines;

g. Other relevant activities necessitate by the provincial platform and district forum.

 

2. Assist the National Platform Manager in coordinating and monitoring Platform activities in Pekanbaru, and Forum activities in Pelalawan;

a. Promotes FoKSBI as the prominent / main multi-stakeholder coordination platform in Riau Province;

b. Promotes FoKSBI forum as the prominent / main multi-stakeholder coordination forum in Pelalawan District;

c. Engages and maintains relationship with relevant stakeholder at the province and district to ensure active participation from stakeholders at both provincial and district forum activities;

d. Support Forum Sekretariat at the province / district in organizing meetings, event, and other forum related activities;

e. Support Forum secretariat to ensure that forum workplans are met;

f. Work with project consultant in drafting, organizing stakeholder dialogues, for the development of the Provincial and District action plans; 

g. Other relevant activities necessitate by the GGP workstreams.

 

3. Create and nurture strategic partnerships, and support resource mobilization in Riau Province in general, and Pelalawan District in particular:

a. Maintain robust relationship and contacts with key government agencies and other relevant stakeholders as necessitated by the project in Riau Province in general, and Pelalawan District in specific;

b. Collaborate with the Indonesia GGP Specialist in documenting project activities and in producing knowledge products to communicate results and deepen stakeholder knowledge and buy-in to the project;

c. Collaborate with the Indonesia GGP Specialist in formulating and circulating related ToRs;

d. Help coordinate and when necessary, faciliate relevant workshops / meetings;

e. Identify opportunities for, and support resource mobilization for the GGP work stream and platform-related activities; and prepare substantive briefs on possible areas of cooperation; 

f. Other relevant activities necessitate by the GGP workstreams and platform.

Required Skills and Experience

Education:

• A Bachelor’ degree in areas related to environmental / agriculture / forestry science.

 

Experience:

• A Bachelor’s degree with at least 4 years of relevant working experience in environment related works.

• A minimum of 2 years of professional experience in oil palm related project, HCV, Essential Ecosystem or Landscape Management.

• Experience in working with Government entities as well as with private sectors, NGOs and local communities in Riau Province.

• Proven ability to coordinate, work and establish working relationship with multiple stakeholders (government, private sector, financial institutions, civil society, etc.);

• Proven knowledge and ability to analyze and provide technical expertise related to the agriculture and / or environmental sector; and

• Proven experience in writing reports in Indonesian and English.
