Background

UN Women in Jordan is supporting the Jordanian National Commission for Women (JNCW) in developing and implementing a National Action Plan for the implementation of 1325 (NAP) and its subsequent resolutions. A National Coalition for the drafting and implementation of UNSCR 1325 has been established, and represents all line Ministries, the Security Sector, the UN and civil society. The NAP is based around four outcomes aiming to increase; gender responsiveness and meaningful participation of women in the security sector and in peacekeeping deployments, participation of women in PVE and peacemaking, gender sensitive services to refugee and Jordanian women, and recognition of the benefits of gender equality and the role of women in Peace and Security. Within this framework, UN Women is supporting the Jordanian Armed Forces (JAF) in implementing recommendations from a gender audit conducted in 2016.

Within this framework, UN Women seeks to support the “Child Protection and Protection of Civilians” -course at the Peace Operations Training Center of Jordanian Armed Forces, by facilitating a customized two-day training session on the following functional areas:

Gender Perspective in military operations
Military Response to Conflict Related Sexual Violence

The proposed consultancy seeks to bring on board two short-term consultants/trainers to conduct a two-day training for the Jordanian Armed Forces from 22 to 23 November 2017.

Duties and Responsibilities

The consultant will work under the strategic guidance of, and report to, the Programme Specialist for Women, Peace and Security, UN Women Jordan and will be responsible for the following specific tasks:

Conduct a 2-day workshop for soldiers nominated by the Jordanian Armed Forces on gender and conflict related sexual violence in context of Child Protection and Protection of Civilians
Adjust the training material, presentations, agenda and other key documents (including pre and post training assessment questionnaires) based on the materials of the UN Women facilitated Female Military Officers training course.
Submit training report, outlining the key contents and outcomes of the training, as well as key recommendations in terms of impact, within five working days after the conclusion of the event.

UN Women will cover the travel of the consultants from their home to Jordan and back, as well as DSAs for 3 days.

Deliverables:

The consultancy duration is 6 working days per person and is structured around the following key deliverables:

Development of the workshop agenda and training material (1.5 day, home-based);
Conduct a workshop for selected soldiers from Jordanian Armed Forces, from 22 to 23 November 2017 in Amman, Jordan (3 days);

Submission of a final report summarizing the outcomes of the discussions and recommendations (1.5 day, home-based).

Functional Competencies:

Required Skills and Experience

Education – Graduate Degree of military staff/war college. A first level university degree or equivalent in Law, Political Sciences, Governance, Social Sciences, Gender Studies, Public Administration, International Relations, International Law, Public Policy, or related fields is desirable.

Experience

At least 5 years of relevant professional experience at an international level in formulation, designing, implementation and facilitating military related training;
Experience in training on women, peace and security and conflict related sexual violence in particular in context of military operations and military staff responsibilities;
Demonstrated knowledge of mandates and role of UN Peacekeeping operations on preventing conflict related sexual violence and promoting gender equality;
Demonstrated experience in supporting similar kinds of capacity building exercises with proven experience in providing technical support with a facilitation role;
Institutional knowledge of the UN and UN Women would be an asset;
