Background

UN Women is the UN Entity for Gender Equality and the Empowerment of Women, dedicated to advancing gender equality and women’s human rights globally. Organizational Context:

UN Women Afghanistan delivers its programme through three thematic Programmes, to ensure greater cohesion between the program areas, namely: (i) Elimination of Violence Against Women (EVAW) Pillar, (ii) Economic and Political Empowerment Pillar and (iii) Coordination and Advocacy Pillar. This consultancy falls within the EVAW Pillar.

The role of the EVAW Pillar is to support national counterparts, including the Ministry of Women’s Affairs (MoWA), key line ministries, parliamentary bodies, and civil society, with the implementation of the National Action Plan for the Women of Afghanistan (NAPWA) and the Afghanistan National Peace and Development Framework (ANPDF) and specifically within the areas of legal protection, rule of law and women’s human rights.

 The Pillar builds on partnerships developed with MoWA, other line ministries, local government entities in the justice, interior, social protection and health sectors, NGOs and community-based groups to strengthen legal protection mechanisms that are socially and culturally sensitive to Afghanistan’s context. UN Women is supporting variety of partners including the Ministry of Women’s Affairs, government ministries and the civil society organizations with provision of financial and technical support to improve mechanisms which could contribute to prevention and elimination of violence against women. These programs are targeting wide range of audience to engage in discussion, campaign and interventions promoting environment free from violence against women.

In November 2016, the government of Afghanistan launched its first EVAW strategy and action plan by support of UN Women. The objectives of this strategy are to a) Strengthen prevention of and response to violence against women and girls) Improve accountability of the responsible ministries to implement the EVAW Law and EVAW National Strategy, including through allocation of ministerial resources, c) Strengthen coordination and advocacy on EVAW-related issues among the EVAW Commission, civil society and the international community through establishment of the EVAW Advisory Group.

The strategy focuses on key priority areas I) Prevent violence against women and girls, II) Strengthen coordination and accountability among service providers, III) Law and policy reform and implementation, IV) Capacity-building, V) Monitoring and Evaluation.

The strategy is developed based on Article 22,24 and 54of the Afghan Constitution, EVAW law, NAP 1325 on women, peace and security, NAPWA and Islamic Sharia principles.

Duties and Responsibilities

Summary of key functions:

Under the direct supervision of the Role of Law Program Officer and overall guidance of the EVAW Program coordinator and close consultation with Ministry of Women’s affairs (MOWA), and other relevant stakeholders including UN Agencies and the Afghan civil society organizations, the National Consultant will work and coordinate with relevant state institutions in proper budgeting and implementation of the strategy through required means and tools.

Review and analysis of the government’s current budget and costing mechanisms related strategies.

The consultant must have a research and desk review of the government current process of budgeting for policies and strategies including international agencies mechanisms for the purpose to identify and suggest a quick a and practical approach for development of EVAW strategy budgetary mechanism including expected risk and mitigations.

Establish budget mechanism including designing of monitoring tools for budget implementation.

Under this responsibility, the consultant must ensure to establish a practical budget mechanism within Afghanistan context in coordination with Ministry of Finance (MOF) and coaching to MOWA, will include budget plan, monitoring tools for the budget plan and shall be endorsed before end of consultancy.

Introduce and coordinate the EVAW strategy final endorsed with costing/budgeting with the relevant ministries and government Institutions, particularly the ministry of finance (MOF) and MOWA.

Conduct orientation session for the focal points of the state agencies on the strategy action plan implementation process and budgeting; introduce the responsibilities of each ministry and institutions through an implementation mechanism including regular coordination mechanism to strengthen implementation of the EVAW strategy.

Produce a final detailed consultancy report on the strategy costing/budgeting:

In addition to the regular weekly updates the consultant shall produce final consultancy report

Key Deliverables:

  1. A practical approach proposed for development of EVAW strategy budgetary mechanism based on review and analysis of the government current budget/costing mechanism (within five working days)
  2. Established budget mechanism and endorsed by the government relevant institutions (within 40 working days)
  3. The EVAW strategy final endorsed with costing/budgeting introduced to the relevant government Institutions. (within 10 working days)
  4. Orientation and coaching sessions provided for MOWA relevant department/admin and finance section to get familiar on budget mechanism and process (within three working days)

Produce a final detailed report on the strategy costing/budgeting and the consultancy; (within five week)

Administrative arrangement::

  1. The Consultant will be based in Kabul UN Women Office and MOWA as per the need
  2. Security:  The consultancy shall be governed within the security arrangements of the UN in general and UN Women in particular, and will be supported accordingly;
  3. The contract payments will be based on the submission of quality deliverables certified by the Role of Law officer under guidance of the EVAWP program Coordinator/Manager.

  • Ability to work under pressure, to follow deadlines and handle numerous tasks simultaneously.
  • Proven ability to liaise with myriad stakeholders and partners, including government, civil society, international organizations and grassroots organizations.

  • Demonstrated sensitivity, discretion, tact and courtesy in relation to gender equality and women’s rights, development principles and projects

Required Skills and Experience

Education:

At least university degree in Business Administration, Economic, public policy, management, public administration, Gender Responsive Budgeting or other related fields.

Experience:

  • Minimum 6 years’ relevant professional experience in finance and accounting and policy involved related issues around EVAW, Human rights and Gender.
  • • Experience in planning, accounting, grant management, budgeting, participating in program development and proposal writing, implementation, monitoring and reporting in the areas of EVAW, Human rights and Gender.
  • Proven technical expertise/experience in the areas of designing, developing and implementing finance/accounts training programs.
  • Knowledge of EVAWG international framework and EVAW country level programming. Expertise in gender equality and women’s empowerment.
  • Prior experience in gender analysis preferred.
  • Previous experience in a similar role with the government, civil society and/or UN; experience in Afghanistan an asset. 
  • Strong experience and knowledge of finance, accounting, policy, women and human rights issues.

Language requirement:

Fluency in professional written and speaking English and local languages (Dari and/or Pashto).
