Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The European Union and the United Nations have launched the Spotlight Initiative aimed at addressing all forms of violence against women and girls, and harmful practices, which will follow a transformative and evidence-based approach, addressing unequal power relations between men and women and focusing on gender equality and women’s empowerment. In line with the principles of the 2030 Agenda for Sustainable Development, the Initiative will follow a human rights-based approach and take into consideration the specific needs of women and girls who experience multiple and intersecting forms of discrimination and uphold the principle of “leaving no one behind”.

Spotlight Initiative aims to support transformative change on the ground to end violence against women and girls, in numerous countries globally. In order to ensure coherence, alignment, quality, and strong technical support for a programme of this size with regional specificities, the Initiative will be supported by a Technical Unit. A multi-partner fund has been set up to receive, disburse and manage funds and deliver programmes under the Initiative. The Secretariat for the Initiative will comprise two parts, the programme fund management component (housed at the Multi-Partner Trust Fund Office) and the Technical Unit (housed at UN Women).

The Technical Unit is accountable for the technical quality and coherence of the Fund, it will respond to requests from the Fund’s Strategic and Operational Committee, for support and assistance to: Provide key technical support and guidance in development of country programmes: collaborate with and provide support to technical officers of UN Agencies at country and regional levels to guarantee the technical quality and coherence of the Fund, regularly brief and consult all relevant UN Agencies, serve as a liaison to civil society at the global level to build partnerships and ensure inclusion, ensure timely deployment of technical capacity to country programmes as needed, initiate and support regional programming where there is no regional structure, make the linkages between programming and policy outputs, provide on-going monitoring support for quality assurance, coordinate the evaluation of programmes, and ensure public information, communication and visibility for the Initiative and Conduct analysis and management of the Fund’s knowledge.

The Technical Unit will be led by a Senior Technical Advisor who will work closely with the Fund’s Secretariat, the core implementing agencies (UN Women, UNFPA, UNDP) and the Administrative Agent (MPTFO) and will be overseen by the EOSG.

Under the guidance and direction of the Senior Technical Advisor of the Technical Unit the Technical and Monitoring and Evaluation Specialist is responsible for providing technical assistance for development and implementation of the Fund’s EVAW/HP programmes, including for monitoring and tracking results of regional and country programmes; providing capacity development support for Fund’s programmes, including on monitoring and evaluation; managing and supporting evaluations and strengthening decentralized evaluation systems at regional and country levels in countries and regions supported by the Fund; and coordinating and undertaking; knowledge management in relation to the Fund’s programmes at global, regional and country levels.

Duties and Responsibilities

Provide technical assistance for development and implementation of the Fund’s EVAW/HP programmes, including for monitoring and tracking results of regional and country programmes:

  • Provide technical and operational assistance to programmes including guidance, policy advice, and programme support for the Fund;
  • Work in close collaboration with the Fund’s core implementing agencies, to review and vet country programme proposals, including through review of results frameworks in order to meet Results-based Management (RBM) standards;
  • Ensure relevant evaluation findings, conclusions and recommendations are incorporated into programme formulation;
  • Provide strategic guidance to the Fund’s programme teams in the development of Performance Monitoring Frameworks (PMFs) and Baseline Surveys;
  • Provide substantive support to the provision of policy recommendations and guidance to strategic planning and positioning on EVAWG/HP to the Fund’s programme teams;
  • Provide technical support the contextualization/localization of programme documents and country strategies;
  • Ensure that evaluation results are taken into account for the continued implementation of strategies and programmes and for the design and appraisal of new programmes;
  • Provide expert guidance to the Fund’s programme teams on monitoring and tracking results against the country and regional programmes, based on the Fund’s Theory of Change;
  • Provide technical guidance to the Fund in the development and effective design and implementation of monitoring systems including the development of monitoring guidelines and tools;
  • Undertake country missions to the Fund’s programme countries to support monitoring of results and planning processes as required;
  • Monitor the budget of the Technical Unit and identify unaligned resources for expediting correction;
  • Coordinate the monthly review of the Technical Unit and Team and propose recommendations to the Senior Technical Advisor.

Provide capacity development support for Fund’s programmes, including on monitoring and evaluation:

  • Provide advice/information/guidance to the Fund’s programmes on implementation of VAWG prevention and response strategies in the selected countries;
  • Provide technical support to the Senior Technical Advisor in ensuring relevant technical expertise is available to country and regional programmes to ensure timely and high-quality implementation drawing from all partner agencies’ expertise;
  • Provide technical support to the Senior Technical Advisor to provide capacity development assistance including directly with all stakeholders aimed at enhancing capacities on EVAWG/HP, including for the implementation of Fund’s programmes on EVAWG/HP;
  • Provide technical inputs to the Senior Technical Advisor to develop and strength policies and programmes and modalities to support the implementation of global norms and standards; and ensuring adequate monitoring;
  • Provide advice/information/guidance to the Fund’s programmes on monitoring and evaluation;
  • Provide technical inputs to the establishment of partnerships with governments, regional evaluation associations, networks and academic institutions to promote capacity and learning on gender-responsive evaluation;
  • Identify existing and/or support the development of an evidence base including based on research findings, good practices and upstream policy analysis, of operational guidance tools aimed at strengthening response to EVAW/HP;
  • Coordinate and implement training activities aimed at providing a knowledge-base and readily useable methodologies to programme for EVAW/HP, as well as on monitoring and evaluation and Results Based Management (RBM) concepts;
  • Organize key South-South/Triangular Cooperation opportunities within and across regions and participating countries, including for sharing knowledge, good practices, and experiences with participating and non-participating countries;
  • Develop capacity development materials to enhance regional and national capacity to implement Initiative programmes on EVAW/HP;
  • Support strengthening of key partnerships including to support and feed into global advocacy efforts on promoting gender equality, and leaving no one behind.

Manage and support evaluations and strengthen decentralized evaluation systems at regional and country levels in countries and regions supported by the Fund:

  • Manage the planning, monitoring and implementation of the Fund’s mid-term and final evaluations, including through the development of methodologies and the provision of sound quality assurance, and promote stakeholders’ ownership and learning;
  • Lead the provision of support to evaluations of country and regional programmes supported by the Fund, in alignment with country evaluation systems and partners’ participation;
  • Provide sound methodological advice and quality assurance to decentralized evaluation processes in countries and regions supported by the Fund, including the preparation of Terms of References (TORs), evaluation study, final evaluation report and dissemination strategy;
  • Provide technical input to corporate level evaluation processes and ensure alignment to corporate evaluation systems;
  • Prepare aggregate analysis and qualitative assessments of evaluations of the Fund’s country and regional programmes to input to reports and management briefs;
  • Organize meetings, workshops and other discussion fora to establish a dialogue on evaluation results and the evaluative knowledge management;
  • Ensure that the Fund’s programme managers/specialists respond to recommendations and monitor the follow up on evaluations.

Coordinate and undertake knowledge management in relation to the Fund’s programmes at global, regional and country levels:

  • Keep abreast of developments and innovative approaches in the area of gender equality and women’s empowerment;
  • Identify, collect, and disseminate best practices and lessons learned;
  • Contribute to the active exchange of information with the Fund’s programme teams.

Perform other related duties and assignments as and when requested by supervisor.

Functional Competencies:

  • Technical knowledge of policies and programmes on gender equality and EVAWG/HP, including on the forms in Fund’s regional thematic focus areas;
  • Experience in working on rights based approaches including intervention models to address multiple and intersecting forms of discrimination;
  • Experience in programme/project management in EVAWG/HP ideally in developing contexts;
  • Strong understanding of various methodologies in gender responsive monitoring and evaluation, both qualitative and quantitative, such as surveys, record reviews, focus groups and case studies;

Required Skills and Experience

Education:

  • Master’s degree (or equivalent) in evaluation or relevant social science or related field is required.

Experience:

  • At least 7 years of progressively responsible professional experience working on gender equality and human rights, especially in the area of EVAW, ideally with some experience in developing countries;
  • Experience in programme monitoring, designing and conducting evaluations on EVAWG.

Languages:

  • Fluency in English is required;
  • Knowledge of another UN official working language is an asset.
