Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women is mandated by the UN Security Council to support UN system-wide coordination on women, peace and security, and to this end UN Women has been working with governments, UN partners and civil society throughout the region to support women’s participation and influence at all levels of decision-making to prevent and resolve conflicts. UN Women has worked closely, and continues to work, with a number of governments in the region to develop their national action plans on UN SCr 1325 and its subsequent resolutions. 

In 2000, the Security Council adopted the ground-breaking resolution 1325 on Women, Peace and Security — the first to link women’s experiences of conflict to the international peace and security agenda. It focused on the disproportionate impact of conflict on women, and called for their engagement in conflict resolution and peacebuilding. The Security Council has passed seven additional resolutions on women, peace and security since the adoption of resolution 1325. To deliver these commitments at the national level, the UN has encouraged member states to adopt National Action Plans on Women, Peace and Security (NAPs-WPS) as one of a range of mechanisms that implements the resolutions and monitors the progress of the WPS agenda. As of October 2016, 64 countries have adopted NAPs

The Government of Finland is supporting the UN Women Regional Office to enable Member-State engagement and commitment on women, peace and security (WPS). To this end, UN Women is partnering with and supporting the League of Arab states to monitor action on WPS, to support national structures and capacities on this agenda, and to take forward regional commitments made on women, peace and security.

UN Women seeks a writer to:

  • Support the League of Arab States in developing an annotated agenda and speaker list for a NAP lessons learned meeting between Member-States in the Arab States region;
  • Produce discussion paper addressing the impacts of National Action Plans on Women, Peace and Security on conflict affected women and the extent to which the needs of sexual violence survivors and children born out of rape are addressed in in National Action Plans for Women, Peace and Security, specifically for Iraq and Palestine passed NAPs and how these can be further addressed.

Drawing on global examples, the paper will review the two passed NAPs in the region for Iraq and Palestine and review how NAPs have directly benefited women including through enhanced participation and leadership, empowerment and access to social services, and will include recommendation for strengthen the benefits women received from NAPs beyond capacity building initiative alone.

Duties and Responsibilities

Under the overall guidance and direct supervision of the Advisor, Peace, Security and Humanitarian Action in the Arab States regional office – the consultant will:

  • Support the League of Arab States in developing an annotated agenda and proposed speakers for a NAP lesssons learned workshop between League Member-States; and,
  • produce a discussion paper to identify the impacts of National Action Plans on Women, Peace and Security on conflict affected women, and the extent to whcih NAPs-WPS have incorporated the practical and strategic needs of sexual violence survivors and children born out of rape. The paper will include clear recommendations for future action, in addition to analysis of the NAPs currently passed (Iraq and Palestine) and under implementation in the Arab States region. 

Deliverables:

  • Support the League of Arab States in developing an annotated agenda and proposed speakers for a NAP lessons learned workshop between League Member-States. This should involve a total of 2-4 days of work and support will be provided remotely to the League. It will not require travel to Cairo or the workshop. (2 weeks);
  • Produce a discussion paper to identify the impacts of National Action Plans on Women, Peace and Security on conflict affected women, and the extent to which NAPs-WPS have incorporated the practical and strategic needs of sexual violence survivors and children born out of rape. The paper will include clear recommendations for future action, in addition to analysis of the NAPs currently passed (Iraq and Palestine) and under implementation in the Arab States region. (2 months);
  • Revisions of the discussion paper, incorporating feedback received from the UN Women Regional Office for Arab States. (3 months).

Inputs:

  • This will be a homebased assignment. UN Women will provide support in facilitating contact with partners and identification of relevant resource persons for all components of the assignment; - UN Women will cover costs of travel as needed, related to the assignment.

Required Skills and Experience

Education:

  • Master Degree or equivalent in conflict or development related disciplines, gender issues, economics, public policy, law, international relations or other social science fields.

Experience:

  • Minimum 10 years of relevant work experience, with demonstrable expertise in writing and researching on thematic areas of Women, Peace and Security and particularly on National Action Plans on Women, Peace and Security in Arab states region;
  • Strong publication record on Women, Peace and Security issues;
  • Familiarity with gender equality and women’s rights issues in the Arab States region;
  • Past experience with UN Women or the UN system would be an asset.

Language Requirements:

  • Proficiency in oral and written in English is essential.

Evaluation Criteria:

Contract will be awarded to the technically qualified consultant who obtains the highest combines score (financial and technical). The points for the Financial Proposal will be allocated as per the following formula:

(Lowest Bid Offered*) / (Bid of the Consultant) x 30*"Lowest Bid Offered" refers to the lowest price offered by Offerors scoring at least 49 points in technical evaluation.

The total number of points allocated for the technical qualification component is 100. The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria:

Technical Evaluation Criteria Obtainable Score:

  • Minimum 10 years of relevant work experience, with demonstrable expertise in writing and researching on thematic areas of Women, Peace and Security and particularly on National Action Plans on Women, Peace and Security in Arab states region (30 points);
  • Strong publication record on Women, Peace and Security issues (30 points);
  • Familiarity with gender equality and women’s rights issues in the Arab States region (30 points);
  • Past experience with UN Women or the UN system would be an asset (10 points).

Total Obtainable Score 100 points

Only the candidates who have attained a minimum of 70 total points will be considered as technically-qualified candidate.

Financial/Price Proposal evaluation:

  • Only the financial proposal of candidates who have attained a minimum of 70 points score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70 point score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
