Background

The principal mandate of the Committee on Missing Persons (CMP) in Cyprus is to establish the fate of the people that went missing as a consequence of the tragic events of 1963-1964 and 1974 and to provide answers to anguished families.  One important aspect of this work is to exhume, identify and return remains of missing persons.  This process enables the relatives of the victims to recover the remains of their loved ones, arrange for a proper burial and provide closure to a long period of anguish and uncertainty, thereby promoting a process of reconciliation, healing and dialogue between both communities. This project also aims to strengthen the capacity for civil society to engage in sustained cooperation and reconciliation, through the important participation of bi-communal scientific teams in all stages of the process. This bi-communal cooperation will strengthen civic participation toward an issue that is critical for the healing of old wounds, and will sustain partnerships of cooperation and trust between both sides.

 

The CMP Project includes the following phases:

  • Investigation Phase
  • Archaeological Phase related to the exhumation of the remains of missing persons; 
  • Anthropological Phase related to the analysis of the recovered remains at the CMP Anthropological Laboratory; 
  • Genetic Phase related to the DNA analyses; and 
  • Identification and Return of Remains related to the reconciliation of all pertinent information obtained in the previous phases and to the establishment of a formal identification. This phase includes the return of the identified remains to their relatives and the provision of psycho-social support to help the families cope with the difficult task of coming to terms with their loss.

 

The UNDP Programme Management Office in Cyprus, seeks to contract on behalf of the Committee on Missing Persons in Cyprus (CMP) a skilled Engineer to contribute to CMP’s archaeological phase where excavation is needed to destruct and construct/repair.

 

In the next 12 months; CMP plans to undertake some or all of the excavations for the sites listed below:

  • Nicosia – West and North of the Tekke Bahcesi cemetery: Parts to be affected are the road sections and pavements between the buildings.
  • Nicosia – Kaimakli / Kaymakli: Part to be affected is a concrete base with a prefabricated/portable building.
  • Nicosia – Exometochi / Duzova: Part to be affected is a road between buildings and plots including underground services. 
  • Nicosia – Voni / Gokhan: Part to be affected is a small briquette water pump room.
  • Nicosia – Mora / Meric: Part to be affected is the road section going to the village of Mora / Meric including underground services.
  • Kyrenia – St. Hilarion: Part to be affected is the road section near the St. Hilarion castle.
  • Kyrenia – near the botanical garden: Parts to be affected are adjacent courtyards of two apartment buildings including underground services.
  • Kyrenia – near the botanical garden: Part to be affected is the road section including the pavements including underground services.

Expected stages of each excavation for each site are as follows:

  • Stage A: Designs and supervision of the ‘Preparatory’ before the excavations are carried out by CMP.
  • Stage B: Excavation works to be carried out by the CMP.
  • Stage C: Designs and supervision of the ‘Reinstatement’ after the CMP excavations are completed. 

Duties and Responsibilities

General outline of the Engineer’s assignment:

The Engineer will be responsible to prepare projects and supervise the works related to the ‘preparatory’ and for the ‘reinstatement’.

‘Preparatory’ is defined as preparing the site for the CMP excavations to commence.  ‘Reinstatement’ is defined as the reinstating what was before.

In between the ‘preparatory’ and ‘reinstatement’ projects there will be excavations carried out by the CMP and the Engineer shall have only supportive role if required.

Each site will be implemented one after the other, however prioritisation and sequencing will be decided by the CMP.

Description of Responsibilities:

Under the overall supervision of the CMP Members, he/she shall be the ‘Engineer’ with a two-staged assignment for each site.  The tasks are listed below:

Stage 1 - ‘Preparatory’ Project:

  • Discuss with the CMP the ‘employer’s requirements’ specific for each site.
  • Inspect the site, obtain necessary information on superstructures, infrastructures, utilities, etc., from relevant authorities, and consider diversions of traffic, accessibility to public and to private properties. (If required, statutory permits shall be obtained by CMP).
  • Prepare a condition assessment and discus to finalise with CMP on the subsequent actions required.  If any tests are required, these will be named.  These tests will be carried out through UNDP and results will be given to the Engineer.
  • Elaborate ‘preparatory’ project that will contain drawings/details, calculations, specifications, methods of constructions and any other related details.  Prepare estimates based on bills of quantities which are to be based on ‘unit rate with works done’ modality.  Additionally, prepare timelines for the implementation of the works of the ‘preparatory’ project.  Consult with CMP and/or UNDP for the content, substance and format of the specifications and the bills of quantities.
  • Prepare a design report containing the designs rationales and activities undertaken, enriched with sketches, calculations, photographs, test results (if any).
  • The above tasks must be completed in ONE MONTH from the date of the ‘employer’s requirement’ meeting. 
  • Supervise the ‘preparatory’ works periodically, checking the quality of the works and certifying the works done for payments and advising CMP accordingly.
  • The Engineer should submit CMP with a weekly report about the works supervised during that week so that it is easier to keep track of what was done in that week and any necessary adjustments can made to scheduling of works for the following week.

Stage 2 – ‘Reinstatement’ Project:

  • Elaborate ‘reinstatement’ project for each site containing drawings/details, calculations, specifications, methods of constructions and any other related details.  Prepare estimates based on bills of quantities which are to be based on ‘unit rate with works done’ modality.  Additionally, prepare timelines for the implementation of the works of the ‘preparatory’ project.  Consult with UNDP for the content, substance and format of the specifications and the bills of quantities.
  • Supervise the ‘reinstatement’ works periodically, checking the quality of the works and certifying the works done for payments and advising the CMP accordingly.
  • Prepare a final report containing the activities undertaken, enriched with sketches, drawings, photographs, related material etc.

Expected deliverables:

The Engineer shall submit for each site under each Project type:

‘Preparatory’ Project;

  • Condition assessment report.
  • Project design report containing designs, estimates and timelines of implementation.
  • Specifications, bills of quantities and drawings & details.
  • Supervision inspection/advices notes.
  • ‘Reinstatement’ Project;

  • Specifications, bills of quantities and drawings & details
  • Supervision inspection/advices notes.
  • Final report on the completion of the project.
  • Narrative parts of the reports must be in ‘word’’; bills of quantities in ‘excel’ and drawings in ‘AUTO-CAD’ and ‘pdf’.

    Reports to be written in good English and must be proof-read before submission.

Required Skills and Experience

Education:

  • Bachelor degree in Civil/Structural Engineering;
  • Master degree in in a relevant field is considered as an asset.

Experience:

  • Minimum 10 (ten) years of post-university experience;
  • Minimum 5 (five) years of engineering experience in the designs and supervision of repair works;
  • Minimum 2 projects experience in road construction / repairs of any magnitude;
  • Previous experience working with local communities in a post-conflict setting is an asset.

Language Requirements:

  • Fluency in spoken and written English;
  • Knowledge of Greek will be an asset.
  • Knowledge of Turkish will be an asset.

Other:

  • Valid registration/membership with the relevant professional association.

  • Financial Proposal: Applicants requested to submit financial proposal for 7 sites (with breakdown for each site). Financial proposal will specify the fee in EUR and shall cover all expenditures including fees, health insurance, vaccination, international (all travel to join duty station/repatriation travel) or local travel (place of residence to office and office to place of residence), cost of living and any other relevant expenses related to the performance of services.

Evaluation / Selection Process
All applicants will be screened against qualifications and the competencies set above. Candidates fully meeting the requirements will be further evaluated based on the criteria below. 

Technical Criteria (CV review and interviews) – 70 % of total evaluation– max. 70 points

CV review: 30 points:

  • Educational qualifications as defined in the ToR (10 points);
  • Experience as defined in the ToR (20 points).

Only candidates who obtained at least 70% of points from the CV desk review (who will score at least 21 points) will be qualified for considering for desk review and/or interview.

Desk Review and/or Interview: 40 points 

  • Engineering experience in the designs and supervision of repair works (20 points); 
  • Engineering experience in road construction/repairs (10 points);
  • Experience in working with local communities in a post-conflict setting (5 points);
  • Communication and interpersonal skills (5 points). 

Only those individual consultants who obtained at least 70% of points from the interview (28 out of 40) will be qualified for considering for financial proposal evaluation.

Financial Criteria - 30 % of total evaluation – max. 30 points.

Financial scores will be calculated using the formula [lowest offer / financial offer of the candidate x 30].

UNDP applies the “Best value for money approach” – the final selection will be based on the combination of the applicants’ qualification and financial proposal.

Payment Term: 

Payable upon completion of each output and submission of the certification of payment, time-sheet, report(s) and approval of the UNDP.
