Background

The project will support the government of Albania through the Ministry of Environment to undertake an initial mercury assessment to identify the national mercury challenges and the extent to which legal, policy and regulatory framework will enable Albania to implement future obligations under the Minamata Convention.

Project Description and objective

Albania became a signatory to the Minamata Convention on 9 October 2014 and it has been also actively participating in the Intergovernmental Negotiating Committee on Mercury.

During the past 10 years the Ministry of Environment (MoE) has been engaged in policy dialogues involving potential donors in prioritizing interventions to address the problematics of inherited industrial pollution. Currently, the Government of Albania is in the process of transposing European Union legislation related to the management of chemicals, (such as REACH, CLP, POP Regulation, Import-export regulation) into its national legislative framework.

The project’s objective is to undertake a Mercury Initial Assessment to enable the Government of Albania to determine the national requirements and needs for ratification of the Minamata Convention and establish a sound foundation to undertake future work towards the implementation of the Convention. It will do so by implementing four components as specified in the GEF guidelines (GEF/C.45/Inf.05 paragraph 19), as well as a fifth component on mainstreaming. 

Duties and Responsibilities

In line with the report of the Preliminary Mercury Inventory, the Consultants will work under the guidance of the International Expert and local expert to:

Task 1: Develop a preliminary review of potential populations at risk and potential health risks

  1. Summarize all the relevant information from reports, impact studies and case studies, from academia, state and non-state stakeholders as well as the “Assessment of the legislation and of the capacities of main institutions for the implementation of the Minamata Convention in Albania” and the Preliminary Mercury Inventory, through a desk review and generate a report on potential populations at risk and potential health risks in women and men/girls and boys.
  2. Provide an assessment of the groups of people (female/male/child) susceptible to mercury, namely those who are more sensitive to the effects of mercury and those who are exposed to higher levels of mercury.

Task 2: Assessment of potential gender dimensions related to the management of mercury

Develop a report presenting the different roles of gender with regards to mercury in the country, with the aim to ensure that gender considerations are effectively mainstreamed into the national priority actions. The assessment with include the concentration to exposure where people spend time and activity patterns—for example, sports participation, work-related chemical and ergonomic exposures, and use of personal care and cleaning products,  occupational exposure, household exposure, food chain exposure, cosmetic exposure, and other relevant exposures. 

Other topics to be targeted by the report include:

  • National gender policies and commitments related to chemicals in general and mercury in particular.
  • Sex- and gender-based analysis to better understand the ways in which environmental contaminants pose different biological risks for women and men.
  • Women’s and men’s respective roles in a better-informed decision-making related to the environment at household and community levels;
  • Women’s and men’s different vulnerabilities—access to resources, the gender dimensions of different exposures to chemicals such as mercury.
  • Understanding how men’s and women’s roles and gender relations change and may complement each other when coping with mercury;
  • Provide recommendations for gender best practices to ensure that participatory planning methods are appropriate, inclusive and can encourage women and men to engage in the process of the discussions for Minamata Initial Assessment;
  • Identify entry points for mainstreaming gender considerations in the area of mercury management in the follow-up steps of the project;
  • Under recommendations section of the report develop gender-responsive outcomes, baselines, targets, and indicators (disaggregated by sex and other relevant, intersecting forms of identity)  for the project future development.

Education:

  • Advanced university degree in legal studies, socio- economic studies, natural sciences, public health or related fields with knowledge on environmental issues related to chemicals.

Experience:

  • At least seven years of professional work experience
  • Familiarity in the area of gender research and analysis with strong research and writing skills. 
  • Knowledge of chemicals effects in the perspective of populations at risk exposed to them.

Languages:

  • English, both written and oral.

Evaluation Procedure

  • Combined weighted scoring: Technical (70%); Financial (30%).
