Description of the assignment: International Consultant on Climate Change and MRV - Team Leader
Project name: Initiation Plan #00107301 “Capacity Building for Emissions Trading and strengthened Monitoring, Reporting and Verification (MRV) in the Republic of Belarus”.

Period of services (if applicable): 10 December 2017 –  1 August 2018 (it is estimated that the assignment will take no more than 35 working days in total including 2 missions to Belarus.

Duties and Responsibilities

Under the guidance and direct supervision of the Environment Programme Officer at UNDP, Belarus and the UNDP Regional Technical Advisor on Climate Change Mitigation at UNDP Istanbul Regional Hub (IRH) the International Consultant on Climate Change and MRV - Team Leader will prepare the UNDP Project Document, the GEF Request for CEO Endorsement, and the climate change mitigation tracking tool.

The International Consultant on Climate Change and MRV - Team Leader will supervise and work closely with a team of national experts including a national consultant on baseline analysis and stakeholder consultations and a national consultant on identification and definition of MRV demo projects.

The International Consultant on Climate Change and MRV - Team Leader will play a key role in determining the project strategy and preparing and finalizing all project documentation for submission to GEF Secretariat and full approval of all project documentation.

 

The consultant:

Familiarizes himself/herself with the approved PIF and PPG documents, along with the GEF secretariat comments to the PIF/PPG. 

 

•   Management of the GEF PPG Team

  1. Define and submit a detailed methodology and work plan in consultation with the other consultants with clear delegation of responsibilities for the National Consultants (NCs) – prior to mission #1;
  2. Ensure that project development is participatory, gender-responsive and based on extensive stakeholder engagements; and
  3. Verify and ensure that all project components are technically sound and cost effective.

 

•   Preparatory Technical Studies and Reviews (Component A): With inputs from the other national consultants, as detailed in their respective TORs:

  1. Compile baseline/situational analysis for the MRV project. This will include a precise definition of baseline projects, activities, budgets, goals and co-financial links to GEF outcomes; definition of GEF incremental value per outcome and output; and presentation of results of the incremental cost-analysis in matrices as appropriate (and will be included in the Project Document);
  2. Lead the development of the project results framework (PRF) to be included as an annex to the project document and discussed at the validation workshop and later finalized;
  3. Oversee the stakeholder analysis and consultations and ensure that they are complete and comprehensive;
  4. Ensure the preparation of the gender analysis and ensure its findings are meaningfully integrated into the project’s strategy, theory of change and results framework;
  5. Ensure action points, including risk assessments, from the UNDP Social and Environmental Screening Procedure (SESP) at the PIF stage (“pre-screening”) are fully implemented during the PPG, and update that screening in an iterative fashion throughout the PPG, as appropriate;
  6. Oversee and support the identification of the MRV demo projects, with documentation of selection criteria;
  7. Oversee the consultations with partners regarding financial planning; and
  8. Ensure completion of any additional studies that are determined to be needed for the preparation of the ProDoc and all other final outputs.

 

•   Formulation of the ProDoc, CEO Endorsement Request and Mandatory and Project Specific Annexes (Component B): With inputs from the other national consultants, as detailed in their respective TORs, and based on international best practice:

  1. Develop, present and articulate the project’s theory of change;
  2. Develop the Results Framework in line with UNDP-GEF policy;
  3. Develop a detailed Monitoring and Evaluation Plan and Budget;
  4. Oversee and ensure the preparation of a Stakeholder Engagement Plan;
  5. Oversee and ensure the preparation of a Gender Action Plan and Budget;
  6. Update the SESP based on assessments undertaken during Component A, and ensure the   development of environmental and/or social management plan(s) for all risks identified as    Moderate or High in the SESP;
  7. Prepare the required GEF tracking tool(s);
  8. Secure and present agreements on project management arrangements;
  9. Ensure the completion of the required official endorsement letters; and
  10. Synthesize all analyses, studies, etc. that are prepared under Components A and B to produce    the draft UNDP-GEF ProDoc, GEF CEO Endorsement, and all mandatory and project specific Annexes, using the required templates.

 

•   Validation Workshop (Component C):

  1. Lead the validation workshop to present, discuss and validate the final draft Project Document and mandatory and project specific annexes, with a special focus on the SESP and any management plans; and
  2. Oversee all necessary revisions that arise during the workshop.
  3. Ensure completion of Validation Workshop Report.

 

•   Final Deliverables:

  1. Consolidation of all technical and consultation inputs including from national stakeholders, UNDP, GEF Secretariat, STAP and GEF Council, into a well written and concise UNDP Project Document with all required sections and Annexes, in line with the standard UNDP-GEF Project Document template and annotated guidance (to be provided by UNDP), including gender analysis and action plan, and stakeholder engagement plan, among others, and project specific annexes (e.g. landscape profile, institutional and legal analysis, feasibility studies etc).;
  2. GEF CEO Endorsement Request;
  3. GEF Climate Change Mitigation tracking tool;
  4. Letters of Co-financing;
  5. All documentation from GEF PPG (including technical reports, etc...); and
  6. Validation Workshop Report.

 

 

Schedule of work:

 

Milestone 1. By 10 January 2018 –work plan prepared and agreed by UNDP.

Milestone 2. January/February 2018 – first mission to Belarus completed.

Milestone 3. By 30 March 2018- initial draft of UNDP Project Document and GEF Request for CEO Approval submitted to UNDP.

Milestone 4. April 2018 – second mission to Belarus completed.

Milestone 5. By 1 May 2018 – drafts of the following documents submitted to UNDP: (i) Tracking Tool for Climate Change including set of indicators, baselines and targets (template and examples of recently approved documents are provided separately); (ii) GEF Request for CEO Approval (template and examples of recently approved documents are provided separately), and (iii) UNDP Project Document (template and examples of recently approved documents are provided separately), including co-financing letters.

Milestone 6. By 15 May 2018 – the final package of documents containing (i) Tracking Tool for Climate Change including set of indicators, baselines and targets; (ii) GEF Request for CEO Approval, (iii) UNDP Project Document submitted to UNDP, including co-financing letters and (iv) Validation Workshop Report.

Milestone 7. By 1 July 2018 – Documents revised following GEF Sec comments which includes revised GEF Request for CEO Approval and revised UNDP Project Documen

Competencies

  • Extensive knowledge in either of the following fields: climate change, emissions trading schemes and MRV systems;
  • Fluency in English is required (working knowledge of Russian is an advantage but not obligatory).
  • Outstanding time-management, organizational and inter-personal skills.
  • Strong writing and communication skills.
  • Excellent report writing skills.
  • Excellent computer literacy.

 

Required Skills and Experience

  1. Academic Qualifications:
  •   Master’s degree or higher in a Environmental Management or climate change related fields.

II. Experience:

  • Minimum 10 years of demonstrable experience in the technical area of environment, climate change, energy and/or emissions trading;
  • Previous experience in successfully preparing GEF projects in the climate change thematic area for UNDP or other international agencies;
  • Previous experience of working in the Eastern European and/or CIS countries for climate change mitigation and/or emissions trading will be an asset.
  • Previous experience related to designing emissions trading schemes and/or MRV systems is an advantage.
