Background

Project Description:                

The consultant will be a core member of Communications, Innovation and Partnerships Unit. Under the supervision of the Assistant Country Officer and in close cooperation with other communication focal points from programme teams, the consultant will be responsible for supporting the implementation if the mandates of the United Nations Development Programme and the advocacy of Sustainable Development Goals, including but not limited to policy development, knowledge management, branding and outreach activities.

Duties and Responsibilities

Scope of Work:

  • Conduct formative research on knowledge, attitudes, beliefs and practices of target communities as well as care providers;
  • Carry out a comprehensive review of existing documents, reports, materials, systems, processes, and capacity related to projects and programmes;
  • Key informant interviews, focus group discussions with stakeholders, on-site observations, and desk review will be some of the methods.
  • Develop BCC implementation plans for national, sub-national levels. This will include annual activities related to advocacy, communication, capacity building, etc.
  • Develop and pre-test appropriate messages, tools and materials. This will include development of: advocacy kits for policy- and decision-makers, senior program managers, various key influencers; materials for different media/target audience, infotainment scripts, TV/radio spots, illustrative leaflets, posters, and other materials. Subsequently, all messages, tools and materials will be pre-tested according to agreed protocol. The messages, tools and materials may need to be modified/ improved periodically based on review/ monitoring reports.
  • Plan, develop, implement and manage communication strategies and activities through structured training/orientation sessions.
  • Guided by the communications strategy and on the basis of the implementation plan for the yearlong activities, liaise with supervising group and senior management to develop event specific communication plans;
  • Analyze and select on a daily basis the most relevant agri-news by countries/regions and subjects for each programme, update the highlight section and events, summits, seminars and publications of interest;
  • Based on the Project’s communications strategy, prepare and implement a communications plan outlining the concrete actions to be taken and the results to be achieved to enhance project visibility, increase its impact with a view to continuously improving UNDP China’s online outreach;
  • Prepare monthly alert message to announce the monthly updating of the web; edit and adapt file formats of photographs for web and social media use; adapt video and multimedia files to the required formats and upload to YouTube, when requested;

  • The consultant should deliver the following outputs:
  • Communications and advocacy work plan (to be developed collectively with Programme Staff and delivered during preparation phase);
  • Tools for advocacy and communication, required for approval by supervising team;
  • Press releases, communiqués, establishing social media profiles, and press conferences;
  • Other deliverables upon request

Required Skills and Experience

Qualifications/Requirements:

  • Bachelors or higher degree in communications, journalism, business management, marketing, advertising, international relations or a related field.
  • Publication-standard English drafting and editing skills.
  • Experience in developing and implementing communications strategies and campaign tactics  
  • Minimal 4 years of working experience in the field of media, Public-Relations and/or development communications;
  • Experience with CQ5 and website management.
  • Demonstrates sound judgment, diplomacy and sensitivity to confidential matters.
  • Well versed with programme management and development.
  • Experience with developing and managing social media.
  • English as native language, Chinese an asset.
  • Demonstrates commitment to UN’s mission, vision and values.
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability.
  • Good coordination and organisational skills: Ability to manage multiple projects, address fluctuating priorities and tight deadline.
  • Experience and familiarity with UN/UNDP procedures an asset.
