Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. The Strategic Partnerships Division (SPD) is responsible for proactively driving the strategic positioning of UN Women so that the size, sources and predictability of its resources help the organization achieve its strategic goals. A service centre to UN Women HQ Divisions and Field Offices, SPD is organized into two functional clusters: Resource Mobilization (including Liaison Offices), and Communications and Advocacy. Given the scope and interrelationships of SPD’s functional responsibilities, the work of SPD is highly synergistic, involving constant and direct interaction and information-sharing among team members, to provide high-quality advice, services and support to UN Women.

Under the overall guidance of the Deputy Director for Resource Mobilization, with day-today supervision by the relevant team lead, the Partnerships Analyst will support the implementation of strategies to increase and widen the funding base of UN Women by increasing the number of Government donors contributing to UN Women’s core (regular) resources, and facilitate non-core (other) contributions. 

Duties and Responsibilities

Implement resource mobilization strategy for improved stewardship of resources:

  • Implement the resource mobilization strategy as the donor focal point for a number of countries, as assigned, to increase UN Women’s core and non-core resource base;
  • Develop messaging and arguments to support and strengthen the investment case for UN Women and gender equality;
  • Generate, maintain and update cutting-edge and time-sensitive government donor intelligence to underpin and inform targeted, timely and effective outreach;
  • Monitor and report on funding trends, funding mechanisms, political developments and emerging opportunities, providing an important source of information and knowledge;
  • Draft regular communication to Permanent Missions to the United Nations in New York and capitals for strengthened relationships with these UN Member States.

Provide Resource Mobilization support to colleagues at HQ and in the field to enhance and diversify donor base:

  • Provide coordination and analytical support to senior management for missions, meetings and other consultations with Member States, including in the preparation of briefs and other materials;
  • Provide, analytical, research and coordination support to UN Women’s mandate and emerging priorities for accelerating progress toward gender equality and women’s empowerment during meetings with Permanent Missions to the United Nations;
  • Provide technical inputs which allows the team and other offices to develop and roll out country-specific strategies for the top 20 donors and ensure availability of up-to-date donor intelligence;
  • Increasing donors’ visibility by providing inputs to strengthen systems and developing content, to improve donor partner relations;
  • Liaise, engage and build relations with Member States to become advocates and provide political support; and communicate impact in order to increase volume of funding and commitments.

Contribute to data analysis, knowledge management products, business practices and processes to enhance resource mobilization internal capacity and coherence:

  • Conduct resources analysis and funding projections including resource mobilization targets, funding trends and gaps that contribute to corporate resources planning and reports, and periodically update tracking mechanisms, in close collaboration with the Finance section,
  • Advise on and contribute to the creation of UN Women donor outreach products, packaged and positioned to attract and secure increased resources from Member States;
  • Share knowledge and enhance organizational learning among UN Women units through the development and use of on-line tools, training modules, templates, tips, mechanisms and guidelines to support resource mobilization initiatives and campaigns.

Perform other tasks as required in response to the evolving needs of the Resource Mobilization Branch, the Donor Focal Point system, and the related portfolio in particular.

Key Performance Indicators:

The Partnership Development Analyst will contribute to the following indicators:

  • Implementation of resource mobilization strategy in line with branch annual work plan on time, on scope on budget;
  • Quality of resource mobilization products including briefing notes, donor intelligence and donor outreach products;
  • Data on donors and resource mobilization are accurate;
  • Number of resource mobilization initiatives supported;
  • Quality of resources analysis;
  • Regular dissemination of knowledge and learning.

Required Skills and Experience

Education:

  • Master’s degree or equivalent in social sciences, public administration, international relations, communications, women’s studies, or related field.

Experience:

  • At least 2 years of relevant professional experience in resource mobilization, communications, advocacy, public relations, and/or donor relations;
  • Experience in the UN system and familiarity with Inter-governmental processes is preferable.

Languages:

  • Fluency in English is required;
  • Knowledge of the other UN official working language is an asset.
