Background

BACKGROUND

UNDP is the UN’s global development network, advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. We are on the ground in 166 countries, working with them on their own solutions to global and national development challenges.

UNDP - Sri Lanka, World Food Programme - Sri Lanka, and Ministry of Mahaweli Development and Environment agreed to jointly implement the remaining activities of “Addressing Climate Change Impacts on Marginalized Agricultural Communities Living in the Mahaweli River Basin of Sri Lanka”, a project funded by the Adaptation Fund from October 2017 to January 2019.

The overall objective of the project is to secure community livelihoods and food security against climate change-induced rainfall variability leading to longer droughts and more intense rainfall. To directly address these climate-induced impacts, the project proposes to; 1. Develop household food security and build resilient livelihoods for rain-fed farming households; 2. Build institutional capacity in village, local, regional service delivery to reduce risks associated with climate-induced rainfall variability in Medirigiriya, Lankapura and Walapane Divisional Secretariat Divisions (DSDs) in Polonnaruwa and Nuwara Eliya districts. The project will deliver tangible impacts on the ground that include increased local availability of food, livelihoods that can withstand current climate shocks, more information on risks and adaptive strategies, better connectivity to early warning and risk forecasting and, importantly, an efficient and informed agriculture extension service. The project outcomes and outputs are designed to address specific vulnerabilities faced by rain-dependent farmers; strategies to overcome dry season food and income security; introduction of diversified income sources to broad-base risk, improved water storage and irrigation to overcome uncertainty of rainfall, improved soil quality and fertility for increased production, and timely, quality agriculture advice and extension.

 

SCOPE AND OBJECTIVES

The project envisages to develop Grama Niladhari (GN) level climatic exposure, sensitivity, adaptive capacity and vulnerability maps, for Madirigiriya, Lankapura and Walapane Divisional Secretariat Divisions (DSDs) in Polonnaruwa and Nuwara Eliya districts. 

The scope of the work is as follows;

i. Develop GN level vulnerability maps (i.e. exposure map, sensitivity map, adaptive capacity map and vulnerability map) for the three DS divisions;

ii. Identify the vulnerability hot spots in three DSDs based on the vulnerability maps developed, identify development implications and provide recommendations for adaptations;

iii. Descriptive and analytical reports on the vulnerability context in three divisions;

iv. Conduct GIS application trainings for the identified government officers.

The scope of this assignment also includes selection and development of climate vulnerability indicators based on data availability, verify data collection methodology covering types of data to be collected and data sources, and develop a composite formula which will result climate vulnerability of selected geographical locations.

 

Duties and Responsibilities

RESPONSIBILITIES

a. Prepare a detailed work-plan for the consultancy in consultation with the project team;

b. Mobilize additional expert knowledge and human resources for this assignment, if required;

c. Review existing methodologies for vulnerability assessment and verify the methodology for the vulnerability assessment under this TOR. Identify a set of vulnerability indicators to develop Grama Niladhari divisional level climate change exposure, sensitivity and adaptive capacity maps (i.e. vulnerability maps) for the three DS divisions in the 2 districts;

d. Prepare a data collection plan- Identify data  sources, data collection methods, sample sizes and sampling techniques (if required), data analysis in consultation with the selected expert in the proposed field;

e. Develop and present an appropriate composite index by systematically combining the relevant indicators to fabricate climate exposure, sensitivity, adaptive capacity and vulnerability maps;

f. Develop GN level climate change exposure, sensitivity, adaptive capacity and vulnerability maps for 03 selected divisions; Madirigiriya, Lankapura and Walapane in two districts;

g. Work closely with the experts and, based on the vulnerability maps, complete detailed analytical report that explains;

i.methodology and variables;

ii.Grama Niladhari level climatic exposure, sensitivity, adaptive capacity and vulnerability maps;

iii. vulnerability hot spot of each DS divisions;

iv. development implications;

v. Recommendations for adaptations in the three DS divisions.

h. Submit the draft vulnerability maps and report to UNDP and present to DS divisional level stakeholders and finalize by incorporating their comments;

i. Submit the final report on GN level vulnerability maps, including a detailed analysis of overall vulnerabilities incorporating stakeholders’ comments and feedback;

j. Conduct the GIS application trainings for the selected government officers at Divisional level.

 

UNDP RESPONSIBILITIES;

  • UNDP shall facilitate the field operations of this assignment. It shall not include arranging the transportation and lodging.

EXPECTED OUTPUTS/ DELEVERABLES

Output 1

GN level exposure, sensitivity, adaptive capacity and vulnerability maps for the three DS divisions

Deliverables:

1.1. Methodology is verified;

1.2. Variables (vulnerability indicators) are identified;

1.3 Data collection is complete;

1.4. Draft vulnerability maps are produced;

1.5. Final vulnerability maps are produced.

 

Output 2

Descriptive and analytical report that explain the vulnerable hot spots, development implications and adaptation recommendation based on the vulnerability maps

Deliverables

2.1. Vulnerability hot spots are identified in each division;

2.2. Development implications are identified for each division;

2.3. Adaptation recommendations are made for each division;

2.4. Draft report containing vulnerability maps and 2.1, 2.2 and 2.3 above; 

2.5. Final report containing vulnerability maps and 2.1, 2.2 and 2.3 above.

 

Output 3

Selected government officers are trained on GIS application at divisional level

Deliverables

3.1. Conduct a 03 day training programme on GIS application for the  selected government officers in Madirigiriya and Lankapura DS divisions;

3.2. Conduct a 03 day training programme on GIS application for the  selected government officers in Walapane DS divisions.

 

TIME FRAME

The envisaged time frame of the consultancy is 57 working days within December 2017 to March 2018.

CONSULTANT’S PROFILE

The prospective consultant should have:

  • Knowledge about agricultural, hydrological and climatic systems as well as land-use planning processes;
  • Ability to communicate effectively to varied audiences;

  • Familiarity with community-based development approaches;

Required Skills and Experience

QUALIFICATIONS

  • M.Sc. degree in GIS/Remote-Sensing, Digital Cartography, or Master of Engineering degree in Geo-Informatics;
  • Minimum three years of experience in vulnerability assessments and adaptation process including sound knowledge of various vulneratbity assessment tools;
  • Familiarity with land-use practices relating to forestry, agriculture and other rural livelihood activities;
  • Demonstrated ability to combine remote sensing imagery and GIS data into informative maps;
  • Excellent English language skills, particularly in the preparation of written documents.

EXPERIENCE

  • Experience in development of GIS/Remote-sensing products, vulnerability assessment, climate change adaptation in development planning in key economic sectors;
  • Familiarity with land-use planning related to forestry, agriculture and other rural livelihood activities;
  • Demonstrated experience in development and management of GIS databases;
  • Demonstrated ability to combine remote sensing imagery and GIS data into informative maps.

FINANCIAL PROPOSAL

Note: Payments will be based on invoices on carry out the training programme i.e. upon delivery of the services specified in the TOR and certification of acceptance by the UNDP. The applicant must factor in all possible costs in his/her “All Inclusive Lump Sum Fee/Daily Fee” financial proposal including his/her consultancy and professional fee, honorarium, communication cost such as telephone/internet usage, printing cost, return travel from home to office, ad-hoc costs, stationery costs, and any other foreseeable costs in this exercise. No costs other than what has been indicated in the financial proposal will be paid or reimbursed to the consultant. The UNDP will only pay for any unplanned travel outside of this TOR and Duty Station on actual basis and on submission of original bills/invoices and on prior agreement with UNDP officials. Daily perdiums and costs for accommodation/meals/incidental expenses for such travel shall not exceed established local UNDP DSA rates.

For an Individual Contractor who is of 62 years of age or older, and on an assignment requiring travel, be it for the purpose of arriving at the duty station or as an integral duty required under the TOR, a full medical examination and statement of fitness to work must be provided.  Such medical examination costs must be factored in to the financial proposal above. Medical examination is not a requirement for individuals on RLA contracts. 

PAYMENT FOR SERVICES

Payments will be based on milestones certified by the Project Coordinator, UNDP. 

Payment Milestones will be as follows:

1st Instalment  - Deliverables 1.1, 1.2, 1.3, 3.1 - 20%;                                

2nd Instalment  - Deliverables 1.4, 2.1, 2.2, 2.3, 2.4, 3.2 - 40%;     

3rd Instalment   - Deliverables 1.5, 2.5 - 40%.
