Background

I.                    BACKGROUND

UN-Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action, and peace and security.

 

The Commission on the Status of Women (CSW) is the principal global intergovernmental body exclusively dedicated to the promotion of gender equality and the empowerment of women. Every year, since 1947, during the Commission’s annual two-week session, representatives of UN Member States, civil society organizations and UN entities gather at the United Nations Headquarters in New York to discuss progress and gaps in the advancement of gender equality and the empowerment of women.  Since 2013, UN Women has been organizing Regional Consultations ahead of the CSW to discuss the main achievements and challenges in each region with the purpose of identifying a common strategy, in the form of a joint Declaration, to advance in New York during the CSW.

 

The sixty-second session of the Commission on the Status of Women will take place at the United Nations Headquarters in New York from 12 to 23 March 2018, and it will focus as its priority theme on “Challenges and opportunities in achieving gender equality and the empowerment of rural women and girls.”

 

The Latin American and Caribbean Regional Consultations prior to CSW62 will be held in February 2018 in Washington D.C. It will also involve intensive consultations with civil society organizations and it is expected that back-to-back with these consultations, UN-Women’s Regional Civil Society Advisory Group will hold its annual meeting.

Duties and Responsibilities

  1. ACTIVITIES AND SCOPE OF WORK

DUTIES AND RESPONSIBILITIES

 

  • Expert Group Meeting of Indigenous Women “Conceptualizing the vision of indigenous women on rurality and urbanity: different identities and interests” in preparation for the LAC Regional Consultations prior to CSW62 - Panama City, Panama, January 2018.

Management and coordination, logistics and technical support to the planning and organization of the meeting; provide logistics, communications and technical support as needed.

 

Deliverable(s):

  • Regular coordination meetings scheduled to monitor progress.
  • Minutes of regular coordination meetings to ensure due follow up on agreed action points.
  • As required by demand of the Regional Director.

 

 

  • UN Women’s LAC Civil Society Advisory Group (LAC-CSAG), seventh face-to-face meeting ahead of the LAC Regional Consultations prior to CSW62 - Washington D.C., February 2018.

Management, logistics and coordination support to the planning and organization of the meeting; provide logistics, communications and technical support as needed; provide assistance to the Regional Director as required.

 

Deliverables:

  • Engagement and relationship management with the CSAG.
  • Regularly brief the Regional Director.
  • Regular communications calls organized and coordinated previously and after the meeting between the CSAG members and the Regional Director.
  • Agenda developed for each call, in agreement with the Regional Director.
  • Minutes with defined action points produced at the conclusion of each call, so as to ensure due follow up and completion of agreed tasks.
  • As required by demand of the Regional Director.

 

 

  • LAC Regional Consultations prior to CSW62 - Washington D.C., February 2018.

Management and coordination, logistics and technical support to the planning and organization of the meeting; develop the master work plan for Regional Consultations, and support its coordination and monitoring; provide guidance and assistance to the communications, logistics and technical working groups as necessary; support the Regional Director in her liaison functions and in the management of strategic partnership with governmental authorities, private sector, civil society and other UN agencies.

 

Deliverables:

  • Development of the master work plan for the Regional Consultations.
  • Weekly monitoring reports on progress and implementation of the work plan.
  • Regular coordination meetings scheduled to monitor progress and implementation of the work plan by the different working groups.
  • Minutes of regular coordination meetings to ensure due follow up on agreed action points.
  • Presentations and speeches drafted for delivery by the Regional Director.
  • As required by demand of the Regional Director or the General Coordinator for the Regional Consultations.

 

  • CSW62 – United Nations Headquarters, New York, March 2018.

Management, coordination and technical support to the Regional Director in preparation for CSW62 and during the meeting; support the Regional Director in her liaison functions and in the management of strategic partnership with governmental authorities, private sector, civil society and other UN agencies.

 

Deliverables:

  • Organization and development of the Regional Director’s Agenda, under her supervision and following her approval.
  • Minutes of regular coordination meetings to monitor the progress and implementation of the work plan for the planning and organization of side events.
  • Regular reports to the Regional Director concerning progress on side events planned and organized by LAC Regional Office.
  • Presentations and speeches drafted for delivery by the Regional Director.
  • As required by demand of the Regional Director.

 

  • UN Women’s Civil Society Advisory Group – Latin America and the Caribbean (CSAG-LAC).

Coordination and logistical support to the Regional Director with the CSAG-LAC; serve as liaison/focal point to ensure regular communications between the Regional Director and the CSAG-LAC.

 

Deliverables:

  • Engagement and relationship management with the CSAG to keep abreast of ongoing issues, discussions, requests, ensuring action and follow-up as needed.
  • Regularly brief the Regional Director on urgent or pressing issues that require her attention.
  • Monthly communications calls organized and coordinated between the Regional Director and the CSAG.
  • As required by demand of the Regional Director.

 

II.                 RESPONSIBILITY OF THE CONSULTANT

  • It is the responsibility of the consultant to obtain primary and secondary information from other sources, if required, for the finalization of the agreed products. 
  • The consultant is not a staff member of the United Nations and will carry out the activities of the consultancy in the UN WOMEN Regional Office for the Americas and the Caribbean, with the premises of technical equipment and the necessary technology to finalize the agreed products.

 

III.              EXPECTED OUTPUTS AND PAYMENT TERMS

Payments will be made according to the following schedule and will be disbursed within 30 days of the satisfactory submission of the deliverable/s and approval by the Programme Specialist, as follows:

V.        COPYRIGHT, PATENTS AND OTHER PROPRIETARY RIGHTS:

Except as is otherwise expressly provided in writing in the Contract, the UNW shall be entitled to all intellectual property and other proprietary rights including, but not limited to, patents, copyrights, and trademarks, with regard to products, processes, inventions, ideas, know-how, or documents and other materials which the Contractor has developed for the UNW under the Contract and which bear a direct relation to or are produced or prepared or collected in consequence of, or during the course of, the performance of the Contract, and the Contractor acknowledges and agrees that such products, documents and other materials constitute works made for hire for the UNW.

To the extent that any such intellectual property or other proprietary rights consist of any intellectual property or other proprietary rights of the Contractor: (i) that pre-existed the performance by the Contractor of its obligations under the Contract, or (ii) that the Contractor may develop or acquire, or may have developed or acquired, independently of the performance of its obligations under the Contract, the UNW does not and shall not claim any ownership interest thereto, and the Contractor grants to the UNW a perpetual license to use such intellectual property or other proprietary right solely for the purposes of and in accordance with the requirements of the Contract.

At the request of the UNW; the Contractor shall take all necessary steps, execute all necessary documents and generally assist in securing such proprietary rights and transferring or licensing them to the UNW in compliance with the requirements of the applicable law and of the Contract.

Subject to the foregoing provisions, all maps, drawings, photographs, mosaics, plans, reports, estimates, recommendations, documents, and all other data compiled by or received by the Contractor under the Contract shall be the property of the UNW, shall be made available for use or inspection by the UNW at reasonable times and in reasonable places, shall be treated as confidential, and shall be delivered only to UNW authorized officials on completion of work under the Contract.

VI. SUPERVISION OF THE CONSULTANT

The consultant will be supervised by the Regional Director under the direct oversight of the Programme Specialist at the UN Women Regional Office.

Required Skills and Experience

VIII. QUALIFICATIONS

Education:

  • Advanced university degree in Political Sciences, International Relations, Human Rights or related field.

Work Experience:

  • At least one year of relevant professional work experience in management and coordination is required. International experience, preferably in the Latin American and Caribbean region, is considered an asset.
  • Previous work experience in management and coordination for an international development organization is an asset.

Language:

Good knowledge of English and Spanish
