Background


The project Support to Anti-Corruption Efforts in Kosovo (SAEK II) is expected to have a positive impact on reducing the level of corruption in Kosovo by strengthening the monitoring and oversight mechanisms of institutions to perform in an efficient, transparent, accountable, and gender sensitive manner. 

The Office of the Prime Minister (OPM) plays a critical role in all anti-corruption efforts. The support to the OPM in the development of national legislation, policies and strategies tackling corruption will ensure harmonization of all other efforts carried out at other levels and sectors (ministries and independent agencies) shall be as a part of the policy-making endeavours and vision on the anti-corruption field. 

To this end, SAEK seeks to engage a legal expert to ensure that all new initiatives, legislation, policies or decisions, be in line with the strategic vision as laid down in the Anti-Corruption Strategy 2018-2022.


Objectives of Assignment

Assist professionally the OPM in identifying non-compliant legislation and make new legislative and policy initiatives compliant with the Anti-Corruption Strategy and Action Plan.

Duties and Responsibilities

Under the guidance and supervision of the SAEK II PM, the legal expert will perform the following tasks:

  • Review existing legal framework, strategies, policies related to the anti-corruption sector; 
  • Ensure the streamlining of anti-corruption policy prescriptions with relevant stakeholders/ authorities and establishment of results based policy on Anti-Corruption efforts. 
  • Ensure compliance of all new legislative and policy initiatives pertinent to the anti-corruption sector with the Anti-Corruption Strategic Plan and the Action Plan, thereto.

  • All legislation pertaining to anti-corruption to be in line with the Anti-Corruption Strategy and Action Plan.

Scope of price proposal and schedule of payments

Presentation of Offer

  1. Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP;
  2. Personal P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;
  3. Brief description of why the individual considers him/herself as the most suitable for the assignment, and a methodology on how they will approach and complete the assignment. 
  4. Financial Proposal that indicates the all-inclusive fixed total contract price. Payment shall be processed on monthly basis, following submission of the IC timesheet and Certificate of payment.  

Criteria for Selection of the Best Offer

  • Combined Scoring method – where the qualifications and methodology will be weighted a max. of 70%, and combined with the price offer which will be weighted a max of 30%;

Required Skills and Experience

Education:

  • BA in Law, MA is preferable. 

Experience:

  • Minimum ten (10) years of professional experience in the rule of law sector.  
  • Very good knowledge of anti-corruption, transparency and accountability issues, with emphasis on disciplinary mechanisms in the bar chambers,
  • Extensive experience in requirements in research and comparative analysis; 
  • Excellent communication skills and ability to understand and successfully manage cultural/ethnic/political sensitivities are particularly important; 
  • Familiarity with relevant cross-cutting issues related to local sustainable development such as gender mainstreaming, environmental sustainability, human rights based approach, social inclusion and other issues as appropriate;

Language requirements:

  • Excellent knowledge of spoken and written English; knowledge of Albanian and/or Serbian languages is highly desirable.
