Background

UN Women as a key partner of the government of the Republic of South Sudan, is grounded in the vision of equality enshrined in the Charter of the UN, and works specifically for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. To respond to the context and needs of the South Sudan, the UN Women South Sudan Country Programme focuses on four priority areas- i) Increase women's leadership and participation; ii) Increase women's access to economic empowerment and opportunities; iii) Prevent VAWG and expand access to services; and iv) Increase women’s leadership in peace, security and humanitarian response.

 With funding from the Government of Japan, UN Women is implementing Humanitarian Assistance Programme (HAP). Designed with the objective to fill critical gender gaps in the South Sudan humanitarian response, the HAP delivers a combination of interventions that contribute directly to building resilience and self-reliance through access to livelihood opportunities, enhancing prevention and protection from gender-based violence, and promoting early recovery of conflict affected populations with a focus women and adolescent girls. The specific activities have included- providing access to vocational and entrepreneurship skills training, in-kind start-up kits, micro-finance, targeted conditional cash-transfers (cash for assets) along with informal education adult literacy and numeracy. The livelihood interventions also include supporting beneficiaries, especially farmers to access climate resilient agricultural inputs, value-additive processing technology, markets and financial services and support them the organize into cooperatives. Further, the programme promotes access to multi-sectoral services including establishment of safe-spaces/empowerment centers for survivors and those at risk of experiencing gender-based violence.

Over the last three years of programme implementation, UN Women has delivered support to over 12,000 IDPs and host community members (80% of whom are women and girls) in Awerial County, Pageri County and the Juba based PoCs and Peri-urban areas in Central Equatoria State.

The purpose of this consultancy assignment is to document the plight of conflict affected women and girls in South Sudan while highlighting the support of UN Women’s Humanitarian Assistance Programme (HAP) in addressing the critical gender gaps in humanitarian programmes.  

Duties and Responsibilities

Under the overall supervision of the UN Women Deputy Country Representative, the International Consultant will direct and produce high-quality, 30 minutes and 10 minutes documentary showcasing UN Women’s Humanitarian work with displaced women and their host communities in Juba, Awerial and Pageri counties. The documentary is aimed at an external audience and should therefore serve as a summary of UN Women and its partners work at the community level and to showcase the impact, challenges and lessons learned. In this regard, hearing directly from the community members themselves through the medium of film will effectively illustrate the impact of HAP interventions on conflict affected women, men, boys and girls. The documentary should include footage of both individual interviews and community meetings and settings.

Specifically, the documentary will include:

  1. Brief background and overview of the HAP
  2. Success Stories-beneficiary testimonies
  3. Challenges and lessons learnt

The programme has achieved many successes which have been captured in the following information resources:

  1. Annual progress reports highlighting key achievements and lessons learnt
  2. Bi-annual progress reports
  3. Field Monitoring Reports
  4. HAP brochures 
  5. Audio and video recording from ordinary cameras highlighting project successes and testimonies from beneficiaries
  6. Video documentary of beneficiaries in the Juba PoC.
  7. Action photos of beneficiaries in the field

Scope of Work:

Working in collaboration with UN Women partners, local government officials and d beneficiaries, UN Women Programme Specialist and under the overall guidance of the Deputy Country Director, the consultant will undertake the following:

  1. Prepare a script for review and finalization based on knowledge products that have been generated by the programme to date
  2. Review HAPP programme Document and meet with Project Management team and partners to understand the overall objectives of the programme and the messages that should be portrayed in the documentary
  3. Make a scoping visit to the project locations to informally gauge the perceptions of the beneficiaries and work with partners to identify those who would be showcased in the documentary
  4. Ensure that video brings out key achievements/success stories from the three programme objectives (livelihood promotion, Gender Based Violence Prevention and Response and Peacebuilding) as well as challenges and lessons learned.
  5. Quality of the documentary must be up to broadcast standards
  6. The consultant shall provide a full production-ready to air product, i.e: Film, produce, edit, write and voice.
  7. Consult with UN Women Communication’s focal person to ensure that work is on the right track.
  8. Language requirements: The documentary scenario, film narration and subtitles/captions shall be prepared in English. Provision should be left to add other local language, preferably, Arabic

Deliverables:

  1. An acceptable inception report detailing agreed upon activities, milestones and timelines of the assignment (after 5 working days)
  2. A written story board/script that lays out the story lines for the video documentary
  3. A 30-minutes motivational documentary, highly produced by broadcasting standards preferably high-definition, colorful and fast paced, covering the following:
    • Background and current situation of the programme
    • Locations and action stories of beneficiaries who are trying to make changes through this project
    • The energy, diversity and personal motivations of stakeholders efforts as they work to achieve project objectives
    • Demonstrate the breadth and impact of services provided by the project initiatives to relevant stakeholders Stories of positive outcomes bridged with supporting comments from government officials, community members/leaders/women/men/boys and girls
    • Sound, colour pageantry blend with marvelous close-ups of project sites/location. Beautiful, sweeping slots of architecture and grounds combine with a convincing advocacy message.
  4. Produce an executive version of 10 minutes video
  5. Prepare printed transcript of the narratives of the video
  6. Rough draft submitted to UN Women for comments and approval before finalizing
  7. 300 copies final video documentary submitted in DVD format
  8. Share a soft copy of each video via dropbox or weshare that can be used to upload to various sites
