Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

The Strategic Partnerships, Coordination and Intergovernmental Bureau leads and coordinates UN Women’s implementation of its system-wide and interagency mandates and functions. Central to this is the operationalization of the intergovernmental mandate expressed in its founding resolution in which the UN’s General Assembly decided that UN Women will “lead, coordinate and promote the accountability of the United Nations system in its work on gender equality and the empowerment of women” at the global, regional and country levels.

The Coordination Adviser is a member of the UN System Coordination Division’s team part of the Strategic Partnerships, Coordination and Intergovernmental Bureau of UN Women. Under the guidance and direction of the Director of the Division, the Coordination Adviser is responsible for leading the coordination of the Gender Equality and Women’s Empowerment (GEWE) dimensions of the 2030 Agenda; leading the provision of technical support on mainstreaming gender across the UN System at country and global levels; engaging with coordination mechanisms; leading knowledge management and capacity building in the area of GEWE mainstreaming; providing programme planning and administration support; and managing supervisees.

Duties and Responsibilities

Lead the coordination of the Gender Equality and Women’s Empowerment (GEWE) dimensions of the 2030 Agenda:

  • Lead the provision of coordination support to UN Women’s contribution to the 2030 Agenda and the Sustainable Development Goals (SDGs), particularly SDG 5 and other gender-related SDGs and indicators;
  • Provide guidance and advice to the UN System in building the necessary capacities to deliver on the gender equality and women’s empowerment commitments of the 2030 Agenda;
  • Lead and/or support coordination aspects of GEWE-related SDG advocacy;
  • Lead the planning, organizing and servicing of technical and ad hoc expert group meetings/ workshops related to the gender-responsive implementation of the 2030 Agenda and the SDGs.

Lead the provision of technical support on mainstreaming gender across the UN System at country and global levels:

  • Provide input and technical advice to other UN entities on mainstreaming gender in the development and implementation of programmes and policies;
  • Develop and oversee the roll out of instruments and mechanisms for linking policy makers and practitioners to state of the art knowledge on gender mainstreaming;
  • Lead the planning, organizing and servicing of technical and ad hoc expert group meetings/workshops related to gender mainstreaming and gender equality issues.

Engage with coordination mechanisms:

  • Lead, Coordinate and provide substantive support to senior UN Women officials for their participation in high-level UN interagency mechanisms, including the Chief Executive Board (CEB), its High Level Committee on Programmes (HLCP) and related sub-groups; Ensure systematic follow-up;
  • Provide strategic substantive support to consultative and other meetings particularly related to the annual meetings and inter-sessional activities of the Inter-Agency Network on Women and Gender Equality (IANWGE) and its related Task Forces and Working Groups;
  • Coordinate and ensure submission of substantive inputs by UN Women to inter-agency reports, policy papers and guidance notes related to inter-agency coordination mechanisms, including collaboration with inter-agency working groups and ensuring UN Women representation and value-added contributions are included where necessary and appropriate.

Lead knowledge management and capacity building in the area of GEWE mainstreaming:

  • Provide substantive input to the preparation of position papers and reports for policy-making organs, including CSW, ECOSOC and the General Assembly;
  • Analyze global practices and lessons learned on gender mainstreaming and advise the Director to enhance knowledge and build capacity;
  • Supervise the collection and sharing of lessons learned on gender mainstreaming to contribute to development of knowledge management products and tools in UN Women;
  • Ensure the use of evaluation findings to feed into knowledge management and decision making on gender mainstreaming at the country, regional and global level.

Provide programme planning and administration support:

  • Actively contribute to the formulation and implementation of UN Women’s Strategic Plan and Strategic Framework and Work Programme;
  • Provide oversight in the management of effective administration of the unit, including on coordination of the budget, human resources and the preparation of related documents/reports (work programme, programme budget etc);
  • Lead the monitoring and reporting on budget/programme performance in the context of results-based management;

Manage financial resources and supervise staff:

  • Supervise administrative staff related to gender mainstreaming and coordination, review performance and mentor/ coach staff;
  • Manage workplan and budget of team;
  • Ensure timely reporting by team members.

Key Performance Indicators:

The Coordination Adviser impacts on the efforts to develop and oversee the implementation of the strategy for UN Women’s role to “lead, coordinate and promote the accountability of the United Nations system in its work on gender equality and the empowerment of women” at Global, regional and Country level. The Adviser impacts on the efficiency and efficacy of UN Women operations and service in UN Women initiatives and activities through the provision of effective intellectual and professional leadership for overall strategy, quality, delivery and results.

  • Timely technical support and coordination support to UN Women’s contribution to the 2030 Agenda and the Sustainable Development Goals (SDGs), particularly SDG 5 and other gender-related SDGs and indicators, based on workplan and budget;
  • Timely and quality technical support on mainstreaming gender across the UN System at country and global levels;
  • Timely advice and guidance to IANWGE, HLCP and CEB;
  • Quality of technical contributions to the formulation and implementation of UN Women’s Strategic Plan and Strategic Framework and Work Programme;

Required Skills and Experience

Education:

  • Master’s degree (or equivalent) in one or more of the following disciplines: gender issues, relevant social sciences, international development studies, or other related fields.  

Experience:

  • A minimum of 10 years of progressively responsible experience in gender and women’s empowerment in international development is required;
  • Demonstrated experience in successfully contributing to gender mainstreaming initiatives is required;
  • Experience working with interagency coordination mechanisms at a global level is required. Experience leading strategic planning, programme development and budget formulation is required;
  • Experience in the UN Common System required. 

Languages:

  • Written and oral proficiency in English is required;
  • Knowledge of the other UN working knowledge is desirable.
