Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; the achievement of equality between women and men as partners and beneficiaries of development; human rights; as well as humanitarian action and peace and security. “Implementing Norms, Changing Minds” is a Regional Programme under the UN Women Regional Office for Europe and Central Asia, which aims to support elimination of discrimination and violence against women and girls in Turkey and the Western Balkans, including Albania, Bosnia and Herzegovina, the former Yugoslav Republic of Macedonia, Montenegro, Kosovo (All references to Kosovo on this document shall be understood to be in full compliance with UN Security Council Resolution 1244 (1999) and Serbia. The programme is anchored in the Convention on the Elimination of Discrimination against Women (CEDAW), the Istanbul Convention, and in alignment with European Union accession standards.

The programme supports the development of an enabling legislative and policy environment on eliminating violence against women and all forms of discrimination; promotes favorable social norms and attitudes to prevent gender discrimination and violence against women; and pursues empowering women and girls (including those from disadvantaged groups) who have experienced discrimination or violence to advocate for and use available, accessible, and quality services.

UN Women Regional Office for Europe and Central Asia (ECA RO) and the Regional “Implementing Norms, Changing Minds” Programme develop communications and advocacy materials that require creative and catchy graphic design; such as brochures, factsheets, fliers, posters, newsletters, infographics, animation videos, logos etc.; to support communications, advocacy and resource mobilization and enhance visibility and understanding of UN Women initiatives.

Duties and Responsibilities

The consultant will design animation, graphics and infographics to disseminate key messages of the Regional Programme “Implementing Norms, Changing Minds” on social media and digital platforms.

The consultant will work closely with UN Women ECA RO to perform the following tasks:

  • Conceptualize and develop animation videos, graphics and infographics to communicate key achievements of the regional programme. The materials should be created for specific use on web and social media and should utilize branding, colour and themes previously used for the regional EVAW programme.
  • Conceptualize, design and layout of high-quality innovative, creative and attention-grabbing materials, for print and web-based communications, such as Infographics, publications, illustrations, print and web-based campaign and advocacy materials, promotion materials and any other communications materials that require creative graphic design.
  • Liaise with the printing/ production facilities and provide them with all relevant production-related information;
  • Conduct quality control to ensure accurate and high-quality work;
  • Modify, revise and edit materials as required, in consultation with relevant UN Women staff.
  • Prepare final media files for online distribution.
  • Carry out ad-hoc graphic design related work as instructed by the supervisor.

The consultant should:

  • Follow UN Women Branding Guidelines and Identity Standards as well as the EU Communication and Visibility tools (Available at http://ec.europa.eu/europeaid/funding/communication-and-visibility-manual-eu-external-actions_en) and the EU-UN joint visibility guidelines;
  • Explore and propose ways to convey information through animation elements.
  1. PRINCIPLES
  • Messages should be positive and empowering and reflect the programme’s principle of partnership with women’s organizations and support to women from disadvantaged groups;
  • Materials should be designed in such a way that they can be updated and adjusted for future use (all colours, pantones, fonts, inserted bitmaps or any other used resource should be included in the design package; fonts should not be converted to outlines in order to follow further edits and adaptations in the future);
  • The designs of the materials should be consistent with UN Women Communications guidelines and in line with the EU Communication and Visibility tools and the EU-UN joint visibility guidelines;
  • UN Women will hold non-exclusive world rights in perpetuity of all designed submissions and products.

Deliverables:

High quality design materials, including animations, graphics and infographics etc. complying with agreed formats and communication objectives - The deadline of submission for each assignment will be indicated with the instructions for each assignment.

Required Skills and Experience

Education 

  • Bachelor’s degree in graphic design, animation, communications and/or visual arts. A Technical degree in combination relevant experience may be accepted in lieu of the bachelor’s degree.

Experience

  • At least 5 years of professional experience in animation, graphic design and layout work;
  • Experience on development of communications materials on gender is an asset
  • Working experience with UN and/or international organizations is an asset

Competencies

  • Very good creative skills in writing, visual and digital storytelling, video and film making;
  • Very good creative skills and advanced command over a full range of graphic design software, including Adobe Suite/CC such as Illustrator, InDesign, Photoshop, After Effects etc.;
  • Solid understanding of printing and production matters and knowledge of different formats for printing;
  • Excellent written and oral skills in English

  • Financial Proposal (Specifying a total lump sum amount for the tasks specified in this Terms of Reference). The financial proposal shall include a breakdown of this lump sum on a daily basis.
  • Pervious Work - The candidate should provide examples of graphic design and animation work completed in the last two years.

Duration: 

Up to 40 days of assignment from 15 January to 31 December 2018, on retainer basis (UN Women does not warrant the maximum days. The service will be purchased during the term of the Agreement). With possibility of renewal/extension beyond 2018 with the same ToR.

Schedule of Payments:

Payment in full upon final submission and satisfactory submission of deliverables. All deliverables must meet the specified requirements and be signed off as acceptable by the Hiring Manager.

Evaluation of applicants:

Consultants will be evaluated using a cumulative analysis method taking into consideration the combination of qualifications and financial proposal. Contract will be awarded to the individual consultant whose offer has been evaluated and determined as:

  1. Responsive/compliant/acceptable, and
  2. Having received the highest score out of below defined technical and financial criteria.

Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation.
