UN Women in Turkey is working to strengthen refugee women and girls and their access to opportunities, rights and services, as required by international treaties and national legislation.  “Strengthening the Resilience of Syrian Women and Girls and Host Communities in Iraq, Jordan and Turkey” is an integrated programme that targets both displaced Syrian women and girls and host-country nationals across Iraq, Jordan and Turkey. The programme works through a multi-dimensional strategy that will: i) enable women’s empowerment through addressing issues of economic vulnerability and violence by increased access to recovery and livelihood opportunities, paired with comprehensive protection services and support to national justice structures to promote accountability for violence against women, and ii) promote a culture of peace and co-existence through supporting women to lead and engage in peacebuilding, reconciliation and conflict prevention. Bearing in mind the importance of involving men in work on gender equality and women’s empowerment, the programme will engage men as partners, champions and advocates for women’s increased empowerment, including their engagement in the labour market.

UN Women has focused on the local implementation of Global Normative standards (CEDAW, Beijing +20, Istanbul Convention) & technical support to government to embed these principles in their service delivery in practice. The UN Women Turkey Office is also part of a regional programme on ending violence against women in the Western Balkans and Turkey, “Implementing Norms, Changing Minds” started in 2017.”

Under the supervision of the Country Programme Manager, the Programme Management Specialist is responsible for managing the development, implementation, monitoring and reporting of programmes for the UN Women Turkey Programme Office, including providing technical support to the implementation of the programme, managing the monitoring and reporting for the Turkey Programme Office, overseeing and guiding people and budget management for the programme team, building partnerships and providing support in developing resource mobilization strategies, and managing knowledge building efforts.

Duties and Responsibilities

1.       Manages and provides technical support to the implementation of the Turkey Component of the refugee response programme

·         Review programme annual work plans to assure compliance with UN Women programme goals and results-based indicators;

·         Analyze and ensure alignment of project budgets with logical framework matrices and work plans;

·         Draft reports on activities, outputs and outcomes; and compile information in preparations of country office donor and UN Women reports;

·         Analyze and ensure alignment of project budgets with logical framework matrices and work plans;

·         Manage programme quality control and identification of potential challenges;

·         Align programme activities with operations team in close liaison with Operations Managers;

·         Build and manage relationships with national partners, as necessary.

 

2.       Manage the monitoring and reporting for the Turkey Component of the refugee response programme

·         Recommend and establish programme monitoring standards, criteria, and other indicators for measuring and assessing progress/results;

·         Manage the monitoring of mutually agreed results frameworks and performance indicators;

·         Coordinate the process of gathering information and preparing progress reports on programme implementation; prepare technical reports;

·         Prepare programme team for audits and monitor implementation of audit recommendations;

·         Provide training on results-based management to office staff, as necessary.

 

3.       Oversee and guide people and budget management for the Turkey component of the refugee response programme

·         Lead a team, perform staff performance reviews, ensure capacity development of staff members by suggesting development opportunities;

·         Monitor and analyze financial situation on the programme to ensure adherence to delivery rates and utilization of resources to meet agreed upon targets and results;

·         Ensure effective information flow, communication and coordination across the office, between programmes, projects and operations, and with other UN Women offices and units.

 

4.       Build partnerships and provide support in developing resource mobilization strategies

·         Develop and implement partnerships and resource mobilization strategies;

·         Analyze and research information on donors, finalize substantive briefs on possible areas of cooperation, identification of opportunities for resource mobilization and cost sharing;

·         Determine programmatic areas of cooperation, based on strategic goals of UN Women, country needs and donors’ priorities and develop the relevant partnerships.

 

5.       Manage knowledge building efforts

·         Manage the process of identifying and synthesizing of best practices and lessons learned that are directly linked to the implementation of the programme and contribute to their global dissemination.

  • Programme team workplans and budgets are developed and implemented in line with Turkey component of the refugee response programme work plans;
  • Programme team adhere to UN Women’s Rules, Regulations, policies and procedures, using a results-based management approach;

  • Regular monitoring of programmes, issues/deviations are raised in a timely manner

Required Skills and Experience

Education and certification:

·           Master’s degree or equivalent in Social Sciences, Political Science, Development, Public Administration, Gender is required.

Experience:

·         At least 5 years of progressively responsible experience in programme management, including programme design, programme coordination, monitoring and evaluation, donor reporting and capacity building;

·         Experience in working in a gender related area is an asset;

·         Experience in projects / programmes on empowerment of women in humanitarian context is a strong asset;

·         Previous experience in implementation of women’s empowerment related projects is an asset;

·         Working experience with grassroots organizations and/or international organizations is an asset;

·         Experience in setting priorities, budgets, work plans, participating in programme development and programme writing;

·         Experience in leading teams effectively is an asset;

·         Experience working with an ERP system (Oracle SAP etc.) considered an asset;

·        Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of web based management systems.

Language Requirements:

·         Fluency in Turkish and English required;

·         Knowledge of Arabic is an asset.

·        Working knowledge of another official UN language is an asset.
