Background

Since 2005, UNDP has been working with national governments in 163 disaster-prone countries on disaster risk management, including disaster risk assessment, disaster risk governance and mainstreaming, disaster preparedness and early warning, and disaster recovery. The regional Disaster Risk Reduction team based in Bangkok, Thailand provides advisory services and support to 24 Asia Pacific countries.

The Regional DRR team and the Thailand Country Office require the services of a Communications and Web Content consultant to support both teams in managing web content, social media content and support communications needs of the DRR team and the UN Resident Coordinator’s Office in Thailand.

Duties and Responsibilities

Under the overall supervision of the Team Leader, Resilience and Sustainable Development Team and Team Leader at the Thailand Country, the consultant will work closely with the regional DRR team, and the regional Communications Advisor.

Scope of Work

  • Incorporate multi-media elements, stories and features on the UNDP-Asia Pacific and UNDP Thailand websites including graphics, animations and hyperlinks;
  • Develop and upload content for UNDP Thailand’s Facebook page, including in Thai language;
  • Upload content in a timely manner, and maintain and improve functionality of the websites;
  • Establish linkages and communications efforts across the UNDP global and regional websites, Facebook, Twitter and YouTube;
  • Regularly check and debug the sites;
  • Troubleshoot the sites when problems arise with content, links, navigation, translation functions, server access, browser compatibility, interface with other event’s social media channel presence, etc.;
  • Together with the Communications Unit, implement search engine optimization strategies and work to increase traffic to the sites.

  • Regularly develop and upload content on the UNDP Thailand Facebook page and country website;
  • Effectively manage webhost administration to limit down time and increase traffic efficiency;
  • Review and revise web content and programming languages ensuring integration and consistency of information and interfaces across all online communication channels;
  • Ensure regular update of web content, links and web features;
  • Provide ongoing technical support to maintaining the sites.

Institutional Arrangement

The consultant will report to the Regional Team Leader, Resilience and Sustainable Development, and the Team Leader in the Thailand Country Office in close collaboration with other designated team members and the Communications Unit.

Duration of the Work: February – November 2018 (up to 100 working days).

Duty Station: Bangkok, Thailand with no travel.

Required Skills and Experience

Education:

  • University degree in Computer Sciences, graphic design or related field. Advanced degree will be an advantage.

Experience:

  • At least 3 years of experience working on website design and development, website management, search engine optimization and functioning test;
  • Proven knowledge and experience in HTML language and commercial web development applications;
  • Familiarity with the Adobe Communique 5 (CQ5);
  • Familiarity with using photo and video editing software will be an advantage;
  • Experience in deployment of online communication strategies through various social networks and channels;
  • Relevant experience with the United Nations family or major international development organizations, and knowledge about UNDP’s mandate and Sustainable Development Goals will be an asset.

Language:

  • Fluency in Thai and English.

Price Proposal and Schedule of Payments:

The contract will be based on Daily Fee

Consultant must send a financial proposal based on a Daily Fee. Consultant shall quote an all-inclusive Daily Fee for the contract period. The term “all-inclusive” implies that all costs (professional fees, communications, consumables, etc.) that could be incurred by the IC in completing the assignment are already factored into the daily fee submitted in the proposal. Payments shall be done monthly based on actual days worked, upon verification of completion of deliverables and approval by the IC’s supervisor of a Time Sheet indicating the days worked in the period.

In the event of unforeseeable travel not anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and the Individual Consultant, prior to travel and will be reimbursed.

Travel costs shall be reimbursed at actual but not exceeding the quotation from UNDP approved travel agent.  The provided living allowance will not be exceeding UNDP DSA rates. Repatriation travel cost from home to duty station in Bangkok and return shall not be covered by UNDP.

Evaluation Method and Criteria

Individual consultants will be evaluated based on the following methodology;

Cumulative analysis

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as a) responsive/compliant/acceptable; and b) having received the highest score out of set of weighted technical criteria (70%). and financial criteria (30%). Financial score shall be computed as a ratio of the proposal being evaluated and the lowest priced proposal received by UNDP for the assignment.

Technical Criteria for Evaluation (Maximum 70 points)

  • Criteria 1: Relevance in education background-  Max 5 points;
  • Criteria 2: Experience in web design, development and optimization- Max 25 points;
  • Criteria 3: Experience with HTML language, commercial web development applications and Adobe CQ5– Max 15 points
  • Criteria 4: Experience in communications strategy deployment– Max 15 points
  • Criteria 5: Experience with the UN/UNDP web environment– Max 10 points

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

  • Letter of Confirmation of Interest and Availability using the template provided in Annex II.
  • Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.
  • Web design portfolio, including a) a brief description of why the individual considers him/herself as the most suitable for the assignment; and b) URL links to at least three samples of the web design produced.
  • Financial proposal, as per template provided in Annex II. Note: National consultant must quote price in Thai Baht.
