Background

Organizational Context:

The earlier EU and UNDP programmatic interventions to increase direct community engagement in cultural rehabilitation and awareness of and value for cultural protection consisted of a combination of confidence-building measures to help communities understand the importance of the cultural heritage and their role in the process of protection and promotion, in support of the concept of shared inheritance.

Re-building trust and improving inter-community acceptance and respect for cultural identity and heritage is a long-term process. A 2016 opinion poll among the Serb majority municipalities in Kosovo indicates a strong need for inclusive community based consultation processes, as limited understanding vis-à-vis cultural heritage is evident. Community cohesion through both tangible and intangible cultural heritage has also value for economic development and creation of employment opportunities, particularly for women and young people.

The new project, funded by the Instrument contributing to Stability and Peace (IcSP) will contribute to the notion that in a multi-ethnic environment cultural heritage does not have a “sole ownership” - which in post-conflict environments, where ethnicity and/or religion were a main cause of conflict, can act as a divisive factor between communities and politicize cultural heritage. The politicization of the cultural heritage in Kosovo has not helped the inter-community relations and the intervention shall undertake activities which bring together communities through shared values particularly within the concept of intangible cultural heritage. A strong tool in this respect is regular and clear communications with beneficiaries on the activities, generating interest from community on the interventions, capturing their voices vis a vis the planned interventions, facilitating the engagement of community based organisations in relevant project’s activities.
