Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The UN Women MCO Caribbean covers 22 countries and territories in the English and Dutch speaking Caribbean, which are part of the Caribbean Community (CARICOM). Strides towards gender equality in the countries covered by the MOC have resulted in gains for women and girls in the Caribbean, relating primarily to high education rates, and increases in employment rates, however critical gaps remain.

All Caribbean countries have committed to the 2030 Sustainable Development Agenda. In 2016, eighteen Dutch and English-speaking countries of the region and Overseas Territories along with six UN Country Teams (UNCTs) on which the MCO sits, namely Barbados & the OECS, Belize, Guyana, Jamaica, Suriname and Trinidad and Tobago. signed onto the United Nations Multi-Country Sustainable Development Framework (UN MSDF). The MSDF defines how the UN and CARICOM member states will jointly achieve the SDG and Development Results for the period 2017-2021. The MSDF is anchored in the SDGs and is fully mapped and aligned with other significant development frameworks such as the SIDS Accelerated Modalities of Action (SAMOA) Pathway and the CARICOM Strategic Plan 2015-2019. The MSDF aims to support Member States through partnerships, with the necessary tools and resources to achieve national and regional development priorities in line with the SDGs.  To this end, the MSDF has four (4) strategic priority areas, across which gender is systematically mainstreamed and integrated:

  • An inclusive, equitable, and prosperous Caribbean;
  • A healthy Caribbean;
  • A cohesive, safe, and just Caribbean;
  • A sustainable and resilient Caribbean.

The MCO has developed very strong knowledge products and tools over the tenure of the last strategic note, which contributed directly to the MCOs reputation as the knowledge broker on gender equality and women’s empowerment in the Caribbean. The tools and products tie the normative framework to clear actions governments and civil society can take to implement more gender equitable programming and policies. Distribution, publicity and promotion of these products and tools will be strengthened. The MCO’s 2018 -2021 programme strategy highlights a specific SDG project which incorporates how countries can ensure that they implement and report on the SDGs in a gender responsive manner.

Duties and Responsibilities

Objectives of the assignment

Under the overall supervision of the UN Women MCO - Caribbean Representative the consultant will be contracted to coordinate communication with National Gender Machineries and CSOs on the SDGs, develop country profile sheets and support the implementation of 2 SDG specific activities.

Scope of Work and Deliverables

The consultant is expected to deliver the following results:

  • Coordinate 2 virtual meetings with National Gender Machineries in the region, in collaboration with CARICOM;
  • Collaborate with the Communications Analyst to coordinate 2 virtual meetings for CSOs;
  • Coordinate 1 virtual meeting for National Gender Machineries and CSOs;
  • Complete 4 evaluation reports based on surveys on usefulness of meetings (Each report should be no longer than 5 pages);
  • Support coordination of SDG CEDAW training for parliamentarians;
  • Complete evaluation report for parliamentary training (no more than 10 pages);
  • Collaborate with the Programme Specialist-  Economic Empowerment & Statistics to support the development of a Regional Report on the Status of Women and Men (no more than 20 pages);
  • Collaborate with the Programme Specialist – Economic Empowerment & Statistics to support the conduct of a Gender Aware Beneficiary Assessment of a Social Protection Programme;
  • Collaborate with the Deputy Representative to support the production of 3 SDG related podcasts and 2 SDG related tools;
  • Support the finalisation of the SDG GBV Internet Research project;
  • Support development of A2J Performance and Accountability Framework.

Reporting Requirements

The consultant will work under the overall supervision of the UN Women MCO-Caribbean Representative, with direct reporting to the Deputy Representative and the Programme Specialist-  Economic Empowerment & Statistics.

Required Skills and Experience

The consultant should meet the following criteria:

Required skills and experience:

Education:

  • A Master’s Degree or equivalent in Gender and Development, Political Science, International Relations, Development Studies, Public Administration or a related field;
  • At least two (2) years experience in writing, editing and producing materials for website content and social media networks.

Experience:

  • At least three (3) years of experience in research especially on gender and development;
  • Prior experience in the UN System and the Region will be an asset.

Languages :

  • Fluency in English is required.

References:

  • Minimum of three client references that include the name of the contact person, title and contact information.

Remuneration:

  • The consultancy fee will be negotiated before contracting. Each payment will be based on a predefined and formal agreement between UN Women and the consultant and will be disbursed based on satisfactory completion of agreed deliverables.

Hardware, Software and Communication:

  • The consultant must be equipped with a laptop, which must be portable and must run at least Windows 7. The consultant must be reasonably accessible by email and telephone (preferably mobile). The use of reliable, internet-based (Skype or equivalent) is required.

Location and Duration:

  • The consultancy will be based in Barbados;
  • The consultant will be engaged for a maximum of 120 working days during the period 3 April – 28 September 2018.

Other

  • The consultant contracted will be required to sign a statement of confidentiality and freedom from any conflict of interest with potential future contractors with respect to the TORs and work that they will be delivering.
