The Strategic Planning, Programme and Effectiveness Unit (SPPEU) within the Programme Division is responsible for supporting strategic planning and for monitoring and corporate reporting for the Strategic Plan (SP), ensuring the application of results-based management (RBM) in these and related processes.

UN Women has started the implementation of its new Strategic Plan 2018-2021 and SPPEU will continue to provide support to the field and HQ on ensuring alignment of office strategic notes and AWPs to the SP. 

Under the overall supervision of the Programme Specialist, the Programme Analyst will be responsible for supporting SPPEU in ensuring the quality of plans, programmes and reports from the RBM perspective. Particularly, the Programme Analyst will support SPPEU in the provision of substantive advice and support on strategic planning and programming; support the development of programme guidance in order to increase corporate capacity in Results Based Management and; contribute to the provision of substantive support to corporate reporting and learning from programming.

Duties and Responsibilities

Facilitate and technically contribute to strengthening results-based management practices across the organization:

  • Coordinate Programme Appraisal meetings, ensure completeness of submitted documentation, provide input for PAC review, draft PAC minutes and maintain the online repository of PAC meetings;
  • Provide technical inputs to updating guidance and improving processes on the preparation of Strategic Notes and Annual Work Plans;
  • Provide technical input to the review of the programming component of the Programme and Operations Manual (POM);
  • Provide quality assurance support by reviewing of results framework and monitoring plan according to management’s recommendation.

Provide technical support to corporate planning, reporting and learning from programming:

  • Synthesize and analyze monitoring data from countries from the RMS Monitoring Module, and draft management briefs to inform decision-making;
  • Collect data, aggregate and analyze data and make information from programme available to draw recommendations for the overall programme and project quality improvement.

Provide technical inputs to the capacity development of UN Women staff on applying principles of good programming, including identification of gaps in programmatic capacity:  

  • Schedule training sessions for offices on development of new strategic notes and annual work plans;
  • Provide technical support for organization of Peer Review meetings for quality assurance of strategic notes and annual work plans;
  • Organize webinars and training sessions for offices on annual report preparation.

Provide technical inputs to knowledge management and development:

  • Maintain and update the network of regional planning and coordination community of practice;
  • Synthesize and analyze monitoring data from countries from the RMS Monitoring Module, and draft management briefs to inform decision-making;
  • Update SPPEU’s internal webpage as required;
  • Draft communication to disseminate good practices on field level monitoring and reporting.

Provide any other support as requested by supervisor.

Required Skills and Experience

Education:

  • Advanced university degree (at least a Master’s degree) in social development, gender and development, international affairs and development, economics, business, or other related field. 

Experience:

  • At least 2 years professional experience related to international development, including gender and development and other related areas;
  • Experience in programming and programme management;
  • Experience in RBM application in strategic planning, programming, monitoring, and reporting; Familiarity with results management system an asset;
  • Experience in working with development institutions, e.g., UN agencies, multilateral/bilateral development institutions, etc.
  • Communication skills; fluency in oral/written English;
  • Ability to draft reports;
  • Organizational skills, e.g., organize meetings.

Languages:

  • Fluency in English is required;
  • Knowledge of the other UN official working language is an asset.

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women.
