Background

UN Women Bangladesh Country Office has been working on empowering and promoting the rights of women migrant workers, especially low skilled migrant workers who make up 90% of the women migrant workers from Bangladesh. Women from Bangladesh primarily go abroad as low skilled workers and among them work as domestic workers is the most common employment option for them.  The most common problems with domestic work are the low pay, long working hours, and not enough labor rights protection.

The government has a strong role to play in reducing this vulnerability for women workers by exploring the potential for diversification of employment opportunities for women. The pre-departure stages of migration cycle are crucial for the aspirant migrant workers to get prepared with the right kind of information on the Country of Destination (CoDs) in general and specific job-related information in adequate manner.

Therefore, the pre-departure programmes, as a part of the whole cycle of migration, are designed to reduce the vulnerability of migrant workers.  It is to enable aspirant migrant workers to maximize benefits from overseas employment through better preparation and knowledge about the destination, if provided in an effective manner. The migration cycle begins with making the decision to migrate, followed by leaving the country, arriving in the foreign country, settling in the workplace and integrating into the new environment, living and working overseas, and ends when the migrant finally returns home to readjust and reintegrate in society. Pre-departure orientation programmes should help workers to become informed and empowered in each phase in the overseas contract employment cycle. Whereas the pre-decision orientation would help people assess different sides of migration and take appropriate decision for overseas employment.

There are ongoing efforts from Bangladesh government to organize and continue these pre-departure orientation programmes for migrants for different periods (for different trades). For women migrant domestic workers specifically, the programme constitutes of 30 days.  The Bureau of Manpower Employment and Training (BMET) of the Ministry of Expatriates’ Welfare and Overseas Employment provides country specific ‘pre-departure orientation’ session on host countries’ regulations, services, conditions, working environment, food habits, climate, culture, salary and other benefits, local language and social and religious practices.

The government has also undertaken the initiative of providing mandatory pre-departure training to all migrants through their existing 64 Technical Training Centers (TTCs) and Institutes of Marine Technology (IMTs), in order to decentralize efforts. Different actors have also worked on improvising the content of the pre-departure manuals. However, there is still a room for improving the pre-departure orientation, strengthening further on methodology, duration, content, receptiveness of trainees, etc. This will be based on the findings of the assessment of pre-departure orientation done by UN Women with ILO in 2017.  In this context, UN Women is seeking the service of a consultant to develop two training manuals: one specific to a selected destination country and other on a specific occupation for the aspirant female and male migrant workers of Bangladesh with a focus on the female migrant workers’ needs to be addressed through these newly developed and customized manuals. Both the manuals will be developed based on the findings of the two-market researches commissioned by UN Women in 2017 under the project on migration supported by ILO.  

The training manuals will be developed in close collaboration with the key stakeholders including MOEWOE, BMET and ILO under the overall guidance of UN Women.

This assignment is undertaken as part of a collaboration between UN Women and ILO project titled “Application of Migration Policy for Decent Work of Migrant Workers” funded by Swiss Agency for Development Cooperation (SDC).

Duties and Responsibilities

Overall Purpose and Objective of the Task:                   

The overall purpose of the assignment is to support the Government of the People’s Republic of Bangladesh, namely the Ministry of Expatriates’ Welfare and Overseas Employment (MoEWoE) and BMET to develop customized pre-departure training manuals for male and female migrant workers in order to address their needs in overseas employment.

Specific Objectives

(a)To develop and integrate customized (specific to country and trade) pre-departure training manuals for aspirant migrant workers with special focus on female migrant workers;

(b) To enhance capacity of Government and non-government training providers on these manuals to address the specific needs of aspirant women workers.

Scope of Work:

The national consultant will be working within the scope of area mentioned below but not limited to:

She /he will work in close collaboration with MOEWOE, BMET, ILO, private sector and relevant CSOs to gather inputs on the content and methodology to develop a high quality and customized pre-departure training manuals for the targeted audience. The two manuals including (i) one specific to a selected destination country and (ii) another on a specific occupation to support BMET and non-government providers to conduct customized pre-departure training/orientation for aspirant female and male migrant workers. The manuals will be developed for 3 days pre- departure training/orientation to cover 15 hours training for each manual. These training will be integral part of the 30 days pre-departure training provided by the government for the aspirant migrant workers.

She /he will be responsible for following tasks to ensure the quality of the deliverables, these are included:

  •  Organize sharing meeting with the key multi stakeholders for gathering feedback on the draft manuals;
  •  Conduct technical meetings and gather regular feedback on the development process of manuals;
  •  Testing of draft manuals with a small groups of aspirant migrant workers;
  •  Conduct ToTs on the two manuals;
  •  Assist training providers to deliver trainings to the aspirant migrant workers.

  Training of Trainers (ToTs) will be provided on these manuals to two batches of trainers including government officials and trainers, and officials from relevant CSOs, and private sectors to enhance their capacity to deliver these training courses and replicate in their regular training programme as well.  

A group of training providers will be assisted to deliver pilot- both the trade specific and country specific-  training to the women migrant workers. The consultant will monitor the delivery of the pre-departure Training/orientation in order to assess the use of the training materials developed for the Government and non-Government training providers.  

Duration of Assignment:

Expected date of commencement from 1st April and ending no later than 15th of June 2018

Supervision and performance evaluation:

The National Consultant will be directly supervised by UN Women Programme Analyst, Women’s Economic Empowerment. She/he will work closely with Women’s Economic Empowerment team with need based guidance from Programme Management Specialist of UN Women.

Deliverables and deadlines:

1. Outline of the two training manuals and workplan for the assignment by Within one week of signing the contract (first week of April 2018);

2. Revised Draft of 2 training manuals (ensuring the high quality of products and in line with the requirements as mentioned in the scope of
    work) by By 1st week of May 2018;

3. Submission of Final version of the 2 training manuals and final report on the assignment by By 2nd week of June 2018.

Required Skills and Experience

Education:

  • Minimum Master’s degree on Economics, Development Studies or other Social Science related subject.

Qualifications

  • A proven track record of developing training manuals/ materials on labour migration focusing on female migrant issues; working experience with migration sector (including skills development, recruitment process, and migration governance) is highly required;
  • Familiarity with pre-departure training process of aspirant migrant workers will be an asset;
  • Strong background and sound knowledge on gender equality issues in Bangladesh is desirable;
  • Background and knowledge on Japan particularly on the working condition of Bangladeshi migrant workers will be considered as an asset;
  • Managerial capacity to deliver the planned results in a cost-effective and professional manner, and to carry out quality monitoring and reporting.

Language

  • Excellent Proficiency in written and spoken Bangla and English required.
