Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The Programme Division (PD) sets the standards, assures the quality of program design, and provides guidance to country level program work of UN Women, as well as supports the coordination role of UN Women at regional and country level. It supports the effective use of results based management and reporting across the organization. It also manages global Trust funds, and Global Programs, and it provides technical capacity to countries on request, including a humanitarian response capacity.

The Political Analysis and Program Development Unit (PAPD) provide strategic analysis and support business development within a regional context to enable UN Women to better support localization of the Sustainable Development Goals (SGDs) and high quality programme development and mobilization of non-core resources. The PAPD also bridges UN Women’s field level initiatives with headquarters, particularly with the Office of the Executive Director (EDO) and the Strategic Partnership, Coordination and Intergovernmental Support Bureau. It specifically supports the EDO with regional political analysis, and correspondence to position UN Women’s mandate. The PAPD also ensures that UN Women promotes South-South cooperation and cross-regional coordination.

Under the overall guidance of the Chief - Political Analysis and Programme Development Unit and direct supervision of the Programme Specialist (P4), the Programme Specialist will be responsible for improving the donor reporting process and oversee timely reporting by the Country Offices, including the provision support to the Programme Specialist on political and regional analysis, programmatic support, partnership building and resource mobilization. The Programme Specialist – Donor Reporting will also provide programme support with a focus on Africa, given the scope of work UN Women is undertaking on the African continent. 

Duties and Responsibilities

Monitor the donor reporting process and oversee timely reporting by the Country Offices (COs):

  • Oversee agreed regular progress-reporting mechanisms for all programmes and projects;
  • Manage both electronic and hard-copy configuration libraries;
  • Facilitate the quality review process of donor reporting for programmes or projects;
  • Provide a coordination/administration service on donor delivery reporting to a programme or project.

Provide political and regional analysis and programmatic support:

  • Provide global and regional context, and political insights to strategic analysis process including Strategic Notes (SNs)/Annual Workplans (AWPs)and UN Women’s corporate Strategic Plan;
  • Provide programmatic analysis to strategic planning processes including SN/AWPs and, UNW Strategic Plan;
  • Support the integration of Headquarter-Regional-country levels advocacy and campaigns in programming;
  • Support the operationalization of key recommendations from corporate to ensure this is reflected in the programme development;
  • Provide programme support to field offices on localization of the SDGs to support implementation;
  • Stay abreast of regional political developments, gender equality issues (GE Issues), and cross-regional trends.

Provide technical support in partnership building and resource mobilization:

  • Provide strategic support and capacity building to the field and liaison offices in the development of proposals and resource mobilization opportunities; 
  • Establish partnerships with UN system agencies at HQ to collaborate on joint projects and interagency efforts to promote/advocate UN Women interests and commitments on gender equality and women’s empowerment and to maximize results and achievements;
  • Provide technical support to the identification and development of new partnerships with emerging partners’ i.e., academia, faith-based organizations, youth groups etc.;
  • Contribute to resource mobilization efforts through liaison with donor agencies and support to fundraising activities/events;
  • Liaise and facilitate the flow of information with/to the Partnership Division on corporate partnerships /resource mobilization related issues from the respective regions/countries so that corporate partnership strategies respond appropriately to the field’s demands and needs.

Functional Competencies:

  • Strong knowledge of programme formulation and implementation and Results Based Management;
  • Strong knowledge of monitoring and evaluation, evaluation design, data collection and analysis, and reporting;
  • Ability to synthesize program performance data and produce analytical reports;

Required Skills and Experience

Education:

  • Master`s degree (or equivalent) in development related disciplines, economics or public policy or other social science fields.  

Experience:

  • 5 years of extensive experience in programme development and partnership building, some of which should be in gender equality and women’s rights at the international level, preferably in developing countries in Africa.

Languages:

  • Fluency in English is required;
  • Working knowledge of another UN official language is an asset.
