Background

UNDP has been a multilateral partner of Open Government Partnership (OGP) since October 2013. Citizens want transparent, effective and accountable governments, with institutions that empower people and are responsive to their aspirations. OGP is a multilateral initiative that aims to secure concrete commitments from governments, in partnership with civil society, to promote transparency, empower citizens, fight corruption, and harness new technologies to strengthen governance, building on the four open government principles of transparency, accountability, citizen participation, technology and innovation.

The OGP formally launched on September 20, 2011, when the 8 founding governments (Brazil, Indonesia, Mexico, Norway, the Philippines, South Africa, the United Kingdom and the United States) endorsed the Open Government Declaration, and announced their country action plans. Since 2011, OGP has welcomed the commitment of 67 additional governments to join the Partnership.

Georgia was fast to join the OGP process in 2011 assuming the co-chairing role in 2017 perhaps largely due to the sweeping reforms the country has made over the last decade. Worldwide Governance Indicators, developed by the World Bank, show Georgia’s dramatic progress across the board from 2004 to 2014, with most indicators being similar those of EU’s newest members, Romania, Bulgaria and Croatia.  UNDP has been supporting the Georgian government to reform the public sector, improve efficiency, transparency and accountability, via policy development and coordination, human resource management, civil service reform and improving public service delivery, to name but a few, throughout this period. 

In the framework of the UNDP Strategic Plan 2018-2021, the Sustainable Development Goals (SDGs), and the regional programme, UNDP works to harness the data revolution in an inclusive manner, especially by addressing vulnerabilities among women and young people and support open, responsive and transparent institutions. The overall goal is for societies in the region to harness the benefits of the data revolution for sustainable development and inclusive governance. 

To that end, UNDP is seeking a consultant to support Georgia in co-chairing role of the OGP, in particular in the substantive aspects of the Global Summit (17-19 July 2018, Tbilisi, Georgia), coordinate the development of a declaration from the summit and development of framework for a learning tool, based on Georgia’s experience.

Duties and Responsibilities

The Consultant will perform tasks for UNDP, under the supervision of Governance and Peace-building Team Leader at the Istanbul Regional Hub & Democratic Governance Team Leader in UNDP’s Georgia office, with confirmation of deliverables by the Open Government Georgia’s Secretariat (Analytical Department of the Ministry of Justice). The Consultant’s main tasks will be the following:

  • Support the Open Government Georgia Secretariat in the co-creation process of the development of the agenda for the OGP Global Summit to be held in Tbilisi; 
  • Support development of the Georgian Reforms Document, outlining key reforms in OGP areas document and co-creation knowledge product with civil society organizations;
  • Support the drafting of a high-level document stemming from the Summit. 

 

Deliverables, payments and timeframe:

Deliverables 1-2 (payment: 50%)

  • Participate in the editorial sub-committees on reviewing proposals gathered through the open call for the OGP Summit (by end of April, app. 10 days);
  • Review and provide technical advice (taking in to account stakeholders’ views outside of OGP on the needs of the countries) in the finalization of the document on the Georgian experience in public service delivery, by linking the document with the co-creation guidelines containing practical guidance on how governments should co-design public service delivery models together with citizens (by mid-May 2018, app. 13 days);

Deliverables 3-5 (payment: 50%)

  • Support the Government of Georgia in the development of the National OGP Action Plan, provide advice on shaping the commitments and identification of measurable milestones and contribute to the overall quality of the draft document (by end of May, app. 7 days);Develop a draft of the high-level political declaration to be adopted at the Summit with inputs from all relevant stakeholders (by end of July, app. 5 days);
  • Support the Government of Georgia to plan/prepare the Summit panels/sessions to be led by the Government agencies and consolidate lessons learned (3-4 pages) from the process for internal use of UNDP, OGP and the Government of Georgia (by end of July, app. 10 days).

Required Skills and Experience

Education: 

  • Master’s or advanced degree in relevant field (e.g. development, political science, public administration, or international relations etc.);

Experience: 

  • At least 3 years of working experience on issues related to open government, ideally with a focus on transparency, accountability and open government reform;
  • Proven track-record and at least 3 years of working experience in international context on open government or public service delivery;
  • Experience working in codification of knowledge and good practice, participatory methods, feedback mechanisms, and other related issues is an advantage;
  • Familiarity with technology for transparency, accountability and participation initiatives highly desirable.

Language:

  • Fluency in oral and written English is required. Knowledge of Georgian is an advantage.

 

Evaluation of Applicants

Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal. 

The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as: a) responsive/compliant/acceptable, and b) having received the highest score out of a pre-determined set of weighted technical (P11 desk reviews and interviews) and financial criteria specific to the solicitation. 

Only those candidates who will obtain min. 70% of points will be invited for the next stage of the technical evaluation and financial proposal evaluation.  

Technical Criteria - 70% of total evaluation – max. 35 points:

Desk review

  • Criteria A (3 years of working experience on issues related to open government, ideally with a focus on transparency, accountability and open government reform) – max points: 7; 
  • Criteria B (Experience working in codification of knowledge and good practice, participatory methods, feedback mechanisms, and other related issues)  – max points: 7;
  • Criteria C (Familiarity with technology for transparency, accountability and participation initiatives) – max points: 6;

Interview stage – max. 15 points:

  • Criteria D (Language skills) – max. points: 7
  • Criteria E (Proven track-record and at least 3 years of working experience  in international context on open government and/or public service delivery) – max points: 8;

Financial Criteria - 30% of total evaluation – max. 15 points
