Background

As the primary engine, science and technology is playing a vital role in all sectors in the current context of China. Innovative use of technologies, including Artificial Intelligence, data science, cloud computing etc., increases the competitiveness of businesses and contributes to society’s overall productivity, as well as the sustainability of the environment, bridging the gap of inequality and such. Science and technology is the foundation of our future welfare as a country in achieving sustainable development. The potential for added value of innovation lies at the crossroads of new science and technology, new business models and the endorsement, knowledge and competences of the key central and local governments.

 

In this context, UNDP proposes to co-design a National Innovation Centre to be based in Chengdu, the gateway city to China’s south-western area and where the first national high technology and industrial development zone in the western China is located. The project is planned to establish a national innovation centre in Chengdu, serving the national priorities in accelerating the building of an innovative country, under the strategic guidance of MOST on the STI policies. The centre will not have a separate legal entity in China and will be managed as a project management office.

 

The three parties have decided to deliver a working paper on key trends and cross-cutting issues in science, technology, innovation and sustainable development.

Duties and Responsibilities

Objectives

As a key objective of the project, a well-structured working paper will be developed to document the performance of science, technology, policy innovation and sustainable development based on the background research and identification of major challenges, current good practices and a through compilation of policy recommendations. 

Competencies

Scope of Work

The consultant will lead in editing work and compiling an aggregate working paper.

Specifically, the scope of work of the consultant will be focusing on the following:

  1. Conduct background research on policy innovation, best practices on building innovation center, youth innovators community etc.
  2. Provide analytical input to the results of background research,
  3. Write up working paper on key trends and cross-cutting issues in science, technology, innovation and sustainable development.
  4. Provide Smart Cities: case study, demonstration, tech-based innovation in city governance – a “design week” style of showcasing social innovation cases, raise public awareness and engagement.
  5. Attendence in regular discussions and meetings with project partners to further understand and determine the key findings and messages of the report and its recommandations.
  6. Revise and finalize the aggregate working paper and executive summary based on UNDP comments.
  7. The final working paper will be summited in both Chinese and English version. While UNDP will be responsible for proofreading.

Required Skills and Experience

The contracted consultant will need to demonstrate the following qualifications:

  • At least 5-7 years expertise in a field(s) related to public affairs, policy innovation, science and technology, academic research skills, sustainable development and globalization strategy;

 

  • PhD or higher degree in public affairs, international relations, policy innovation or related field;

 

  • Experience in managing and undertaking research and analysis, preferably on topics related to policy innovation and public affairs, especially key aspects such as governance, technologies and economics.

 

  • Professional experience in either a international organization, especially experience worked in UN related organizations before; government enverionment or a non governant.

 

  • Fluent English and /or Chinses (both for reading and writing), and advanced knowledge of written English and/or Chinese is required.

Selection criteria:

Technical evaluation - 70% (includes 20% of Job Related Technical  Expertise; 25% of Relevant working experience; 25% of Methodology &   Approach to Assignment)

Financial Evaluation - 30%;

The final offer goes to the highest combined score winner.
