Background

Substantial progress has been made in many countries in Europe and the CIS and towards political stability, consolidation of democracy, rule of law, and improvement of human rights records. However, the development in several countries continues to be affected the legacy of past regimes and recent conflicts with persisting inter-ethnic tensions within and across borders, and only slowly improving sub-regional cooperation. Despite the progress, many issues need to be addressed: after a period of relative stability, indicators of democratic governance in the region have recently shown declines in many countries. The entire region still faces the consequences of past totalitarian regimes and of recent and current armed conflicts. In many parts, trust in governance institutions is low, democracy remains fragile, and restrictions on political and civil rights continue to hamper progress.

The Istanbul Regional Hub (IRH) is UNDP’s main knowledge and advisory hub for the countries serviced by UNDP’s Regional Bureau for Europe and CIS (RBEC). In the region, UNDP works with national and international partners to strengthen the social contract between the state and society in a manner that protects human rights, promotes equality, and enhances social cohesion. This includes advocating for openness, transparency and accountability of public institutions, anti-corruption and strengthening civil society engagement; supporting legal reforms and developing parliamentary processes; strengthening the rule of law including community security and promoting rights and access to justice of marginalized communities; enhancing public services and institutional responsiveness including public sector performance measures, voice and participation, particularly of excluded groups including youth; supporting effective local governance frameworks, decentralization and implementation mechanisms; supporting conflict prevention through national dialogue, local peace committees, and confidence-building activities while building institutional capacity to address risks and crises; and placing gender equality and women at the center of decision-making and peace efforts.

The Hub also connects the region to a global network of development experts, to build knowledge and capacity, and to forge partnerships to meet the development challenges of a large and diverse region. The Hub implements the Regional Programme (2018-2021) that has been formulated based on the most crucial regional challenges in the region with a particular focus on a strengthened approach to specific sub-regional challenges. Furthermore, the Istanbul Regional Hub is also implementing sub-regional initiatives and projects, such as the Transformative Governance and Finance Facility (TGFF), which empowers young people through the use of new data and new technologies in the region. TGFF seeks to utilize new technologies, data and alternative finance mechanisms in support of achieving the Sustainable Development Goals (SDGs), through three outputs: new technologies, data and engagement of citizens are used to improve governance and development outcomes; collaborative platforms are utilized at the regional and national level to drive innovative solutions to governance and development challenges; and effectiveness of development interventions is strengthened and enhanced through alternative finance mechanisms.

Duties and Responsibilities

The consultant will work in the Istanbul Regional Hub under the direct supervision of Team Leader, Governance and Peacebuilding, and in close cooperation with the TGFF Project Manager, to support and enhance the cluster’s efforts on knowledge management and coordination, to support the implementation of TGFF activities and serve as a focal point for the areas of youth and civic engagement. The consultant will also support the cluster cross-cuttingly in the implementation of the Governance and Peacebuilding portfolio and in the development of knowledge and policy products. 

Given the nature of the tasks requiring strict cooperation with the Governance and Peacebuilding Programme Specialists and with the other members of the Istanbul Regional Hub, full-time presence at the Hub is required.

Deliverables, timeline and payment schedule

  • Deliverable 1 (8% of total amount) – Support the organization of a meeting on open cities, including inputs for concept and agenda, and summarizing findings and lessons learned from the meeting (by end of May 2017);
  • Deliverable 2 (8% of total amount) – Support the scaling up of the Ministry of Data challenge including attending the preparatory meeting, and co-designing the new phase, technical support in drafting call for proposals and summarizing findings from the meeting (by end of June 2018);
  • Deliverable 3 (8% of total amount) – Support the design and roll-out of a project on empowering new forms of civil society including concept note, resource mobilization and implementation plan (by end of July 2018);
  • Deliverable 4 (8% of total amount) – Support the coordination with other IRH teams on the issue of migration, including identifying of entry-points on integration and closer collaboration between Governance and Peace-building and other teams (on-going by end of August 2018);
  • Deliverable 5 (8% of total amount) – Support the organization of a sub-regional meeting on the digital agenda for Central Asia, including drafting the concept and agenda, sourcing speakers and participants, and summing up meeting outcomes in an event report (by end of September 2018);
  • Deliverable 6 (8% of total amount) – Support the drafting of a proposal and approach in addressing youth issues in Europe and Central Asia region, including suggesting an action plan for development of proposal, support coordination of input and preparation of a draft proposal (by end of October 2018);
  • Deliverable 7 (8% of total amount) –  Support the drafting of a proposal and follow-up with country offices on youth engagement in Central Asia (by end of November 2018);
  • Deliverable 8 (8% of total amount) – Support the drafting of the mid- and annual reports for the Transformative Governance and Finance Facility II, as well as preparatory materials for project board meetings (by end of December 2018);
  • Deliverable 9 (8% of total amount) – Consolidation of inputs from the team and drafting the Results Oriented Annual Reports (ROAR) 2018 for Governance and Peacebuilding (by end of January 2019);
  • Deliverable 10 (8% of total amount) – Support in coordination of the cluster’s work around knowledge management – ensuring that the knowledge management platforms are updated with the cluster’s knowledge products (on-going, by end of February 2019);
  • Deliverable 11 (8% of total amount) – Capacitation of team members on the use of COSMOS and consolidation of service plan narratives and delivery plans to feed the COSMOS requests and overall coordination of the cluster’s collaborative efforts (on-going, by end of March 2019); 
  • Deliverable 12 (12% of total amount) – Creation of two specialized pages in and updating the Knowledge Management Gateway, and serving as a focal point for team members on the use of knowledge management tools and the intranet (on-going, by end of April 2019);

Required Skills and Experience

Education: 

  • Master’s degree in Social Studies, Education, Arts, Political Science, International Relations, Public Policy or Political Sciences. 

Experience: 

  • At least five years’ work experience required related to working with youth participation and engagement, formal or non-formal education, youth and civil society; 
  • At least one year’s work  experience in governance and peacebuilding required;
  • At least one year’s work experience on knowledge management required;
  • Experience in organizing events including planning, logistics and reporting required;
  • Experience in using Microsoft Office, Microsoft Outlook, Microsoft SharePoint and Right Now an asset;
  • Experience working with UNDP in the ECIS region in the area of governance and peacebuilding is considered an asset.

Language skills: 

  • Excellent oral and written proficiency in English required.


Evaluation of Applicants
Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal.
The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as: a) responsive/compliant/acceptable, and b) having received the highest score out of a pre-determined set of weighted technical (P11 desk reviews) and financial criteria specific to the solicitation. 

Only the highest ranked candidates who would be found qualified for the job will be considered for the Financial Evaluation.

Technical Criteria - 70% of total evaluation – max. 35 points:

  • Criteria A (At least five years’ work experience required related to working with youth participation and engagement, formal or non-formal education, youth and civil society) – max points: 10; 
  • Criteria B (At least one year’s work and/or research experience in governance and peacebuilding required) – max points: 5;
  • Criteria C (At least one year’s work experience on knowledge management required)  – max points: 5;
  • Criteria D (Experience in organizing events including planning, logistics and reporting) – max points: 5;
  • Criteria E (Experience in using Microsoft Office, Microsoft Outlook, Microsoft SharePoint and Right Now) – max points: 5;
  • Criteria F (Language skills) – max points: 3;
  • Criteria G (Experience working with UNDP in the ECIS) – max points: 2.

Financial Criteria - 30% of total evaluation – max. 15 points.
