Background

The European Union and the United Nations have launched the Spotlight Initiative aimed at addressing all forms of violence against women and girls, and harmful practices, which will follow a transformative and evidence-based approach, addressing unequal power relations between men and women and focusing on gender equality and women’s empowerment. In line with the principles of the 2030 Agenda for Sustainable Development, the Initiative will follow a human rights-based approach and take into consideration the specific needs of women and girls who experience multiple and intersecting forms of discrimination and uphold the principle of “leaving no one behind”.

The Spotlight Initiative aims to support transformative change on the ground to end violence against women and girls, in numerous countries globally.

The Spotlight Programme Design Consultant will work under overall coordination of the Resident Coordinator and in close collaboration with the Heads of the UN Recipient Agencies and UN Technical Team (GTG). The purpose of the assignment is to support the development of the Spotlight Programme Document for Mozambique. The consultant will coordinate the planning and drafting the Programme Documents and ensure timely and quality inputs from the UN Technical Spotlight initiative team, Heads of UN Agencies and EU. The proposed programme should be in alignment with UN policies and objectives and the Spotlight Initiative (SLI) Guidance Notes.

Within this overall framework, UNDP is selecting a consultant with international experience, to formulate the Programme Document of the SLI. These ToRs provide information on the purpose and scope, the duties, responsibilities and expected deliverables, the profile of the consultant and the selection process.

Duties and Responsibilities

Under the leadership of the UN Resident Coordinator and in close collaboration with the participating UN agencies, advise, coordinate and lead the substantive development of the Spotlight EVAWG Full-Fledged Programme Document in Mozambique

  • Conduct a desk review and analytical assessment to inform the development and design of the full-fledged programme document
  • Propose the format and programme of consultations with stakeholder groups to identify viable opportunities for effective programme design and delivery, preparing all the required documents;
  • Review and update the Country Programme Outline as a concrete starting point for a full-fledged proposal;
  • Localize the global Theory of Change to the relevant Country context;
  • Articulate the overall design and approach for the Spotlight Programme for Mozambique;
  • Ensure the alignment of the SLI with UN Women’s EVAW/G strategy and the SDGs;
  • Coordinate collection of any UN inputs to the Spotlight programme design, propose and ensure incorporation in the programme document;
  • Draft the Programme Document with results matrix and budget in line with RBM principles;
  • Ensure timely and high-quality inputs to all relevant documents on the Spotlight Initiative in Mozambique feeding regional and global levels as required;
  • Prepare the documents and engage in Strategic coordination meetings with the Fund’s core implementing agencies in a timely manner;
  • Manage the identification of knowledge and implementation gaps and possible solutions, in close collaboration with the Fund’s core implementing agencies;
  • Maintain close contact with relevant staff of core implementing agencies, funds and programmes including UN Women, UNFPA UNDP and UNICEF;
  • Prepare documents for the UNCT and the EU Commission, participates in and takes notes;
  • Prepare all the presentations for the validation workshop of the Spotlight Initiative Programme Document;
  • Undertake any additional task, in line with these activities, as instructed by the Country Representative.

  • Revise the SLI Programme Document based on outcome of the consultation with Government and CSOs.         First week of August 2018 5%
  • Submit the final SLI Programme Document to UNCT Team Mozambique -  First Week August 2018 - 10%
  • Participate in consultations with the SLI Teams at the regional and global level - Second Week of August 2018 - 5%
  • Finalize and submit the document to RC - 12 August 2018  -  10%
  • Follow up on the SLI comments from the UN Secretariat, UN and EU, revise and edit the final revision to be submitted by - Third Week of August – 15 September 2018 - 5%.

Selection process

  • The selection of the individual consultant will be done following UNDP procurement rules and regulations. UNDP will assess the consultant’s profile, qualifications and skills to ensure high level consultant is recruited using the below evaluation criteria.

SLI Consultant: Max 100 points

Qualifications: Max 70 points

Minimum Master’s degree or equivalent in human rights, international development, international relations or other social science fields is required:15                                                                                                                                                                                               Minimum 7 years progressively responsible experience in designing and managing programmes:15                                                          

Minimum 3 – 5 years’ experience in advocating for gender equality, and EVAWG/HP, ideally with some experience in developing countries: 10

Minimum 3 – 5 years’ experience in provisioning of technical assistance, programme, policy analysis, and strategic planning: 10

Minimum 3 – 5 years’ experience working with, and building partnerships with governments, donors and civil society organizations internationally and in the field: 10                                                                                                                                                                                      Strong oral and written communication skills in English; Knowledge (spoken, reading) of Portuguese is an asset: 10                                         

Financial Criteria: Max 30 points

Lump-sum financial proposal to undertake the assignment and achieve the deliverables: 30

  • Brief description of why the individual considers him/herself as the most suitable candidate for the assignment and a methodology on how s/he will approach and complete the assignment.

Proposals received after the deadline will not be considered. To assist the requesting unit in the comparison of financial proposals, the financial proposal should be all-inclusive and include a breakdown. The term ‘all-inclusive” implies that all costs (professional fees, travel related expenses, communications, utilities, consumables, insurance, visa, cost of living in duty station, etc.) that could possibly be incurred by the Consultant are already factored into the financial proposal.

Application Evaluation Process

Individual consultants will be evaluated based on the cumulative analysis methodology (weighted scoring method), where the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of technical and financial criteria specific to the solicitation.
  • Technical Criteria weight: [70%].
  • Financial Criteria weight: [30%]

Only Individual Consultants obtaining a minimum of 70 points on the Technical evaluation would be considered for the Financial Evaluation.

Financial Criteria

The following formula will be used to evaluate financial proposal:

p = y (µ/z), where

  • p = points for the financial proposal being evaluated;
  • y = maximum number of points for the financial proposal;
  • µ = price of the lowest priced proposal;
  • z = price of the proposal being evaluated.

UNDP is applying fair and transparent selection process that would consider both the technical qualification of Individual Consultants as well as their price proposals. The contract will be awarded to the candidate obtaining the highest combined technical and financial scores.
