Background

The Gender Group of the Cambodia REDD+ Program have identified that while integrating gender into design and implementation of REDD+ initiatives increases its efficiency and sustainability, it seems that in Cambodian women have received less information, education and training opportunities compared to men in relation to conservation and protection of natural resources[1]. Further, the engagement of women in forest management has been unequal to that of men, particularly in terms of decision making, at both local and national levels. To address this, the REDD+ program created the Gender Group to advise the REDD+ Taskforce on gender mainstreaming into the design of the National REDD+ Strategy (NRS) and the REDD+ pilot implementation. In 2018, one specific focus for the Gender Group is ensuring gender is mainstreamed into the preparation, design, implementation, monitoring and evaluation of the NRS Action and Investment Plan for Cambodia. In addition to and alignment with the REDD+ priorities and actions, UN Women have been requested to provide specialised training to the REDD+ taskforce.

UN Women Cambodia is therefore planning to adapt a five-day intense masterclass programme that was developed by UN Women Bangladesh and pilot it for the REDD+ team. As part of UN Women in Bangladesh’s flagship programme on gender and climate change, UN Women staff, implementing partners and wider stakeholders underwent a learning process, through a number of iterations, to develop a guiding analytical framework to work on issues of gender and climate change. Implementing partners and stakeholders themselves identified this need to enhance all partner’s capacity to adequately address rights and gender equality in climate change adaptation. The final part of this process resulted in a five-day masterclass[2] to develop a common understanding of a gender equality and a rights-based approach to climate change and to build consensus among practitioners from government, NGOs and academia on the analytical framework for gender and climate change. The masterclass curriculum focused on applying analytical tools to conduct gender analysis in climate change case study examples, understanding a rights-based approach to addressing gender in our climate change projects, and south-south learning on gender and climate change from other regional based colleagues.

The objective of the UN Women Cambodia masterclass will be to develop a common understanding of the gender equality dimensions of climate action, particularly in the context of natural resource management and forest management in Cambodia. The masterclass will provide participants with a set of gender analysis tools, rights based thinking, and a space to practice applying these tools to case study examples relevant to the REDD+ work in Cambodia. It will also create a space for REDD+ taskforce members to collaborate, build on existing working relationships and strengthen each other’s ability as a taskforce to advocate for the inclusion of gender equality and women’s rights in the work of REDD+ and forestry management. From this pilot masterclass, it is expected that participants will actively participant and help contextualise the content for Cambodia, allowing for the finalisation of the manual and its further use. It is also expected that from this initial training, participants will be able to identify other entry points to leverage this new knowledge and practical tools and suggest other ways similar trainings and further capacity building can continue to support the REDD+ taskforce in their advocacy efforts and their day-today work to integrate gender into forestry management.

Therefore, UN Women in Cambodia requires the services of a technical expert on gender, human rights and climate change/DRR to look at the Masterclass module and contextualise to meet with Cambodia’s climate change action and DRR.

Duties and Responsibilities

  • Review the updated draft UN Women Cambodia training manual and provide feedback, including on appropriate analytical tools to be used in the training;
  • Develop case study examples, and finalise modules (including power points) and submit to UN Women for feedback;
  • Finalise the masterclass agenda and pre/post evaluation surveys to be submitted to UN Women in advance for printing;
  • Conduct the masterclass, with co-facilitation support from UN Women Cambodia consultant/staff; and
  • Prepare a short summary report, based on the pilot delivery with REDD+ team, with recommended changes to the training manual, including an evaluation survey summary, and possible follow up actions with REDD+ taskforce.

Competencies

Technical Competencies:

  • Proven experience and skills in conducting training and capacity building by using participatory learning and action in different contexts, and motivating participants to engage in content;
  • Demonstrated experience in developing capacity building materials through application of gender lens;
  • Experience in Asia required, experience working on an integrated women’s human rights and gender in climate change, forest management, REDD+ in particular, in Cambodia and the Mekong region highly desirable.

Functional Competencies:

  • Ability to work remotely and collaboratively, with UN Women staff and consultants;
  • Knowledge of the social, cultural, and political context of Asia, particularly Cambodia and local issues of gender, public policy and governance, and multiple overlapping forms of discrimination would be asset;
  • Excellent verbal and written communication skills in English, using translation services when needed.

Required Skills and Experience

Education: 

  • Master’s degree in the field of gender, climate change, forestry, natural resource management, social sciences or a related field

Experience: 

  • Seven years of relevant professional experience, delivering capacity building training to government and non-government actors, research and guideline/training development with a strong technical focus on gender equality, women’s empowerment and human rights in the context of environmental management, natural resource management, climate change and disaster management.
