Background

Financed by the Government of Switzerland and implemented by the United Nations Development Programme (UNDP), the Municipal Environmental and Economic Governance (MEG) Project is a newly-launched 12-year intervention in the domain of local governance in Bosnia and Herzegovina. The Project’s overall goal is defined as follows: Local governments (LGs), assigned with appropriate competences and finances, have improved their democratic governance, apply sound public policy and performance management systems, and provide public services in an inclusive, effective and efficient manner, particularly those related to economic and environmental sectors.

The expected concrete improvements the Project will contribute to are clustered in three outcomes, as follows:

  • Outcome 1: Supported local governments apply effective development management systems characterized by stronger oversight of the legislative and greater accountability towards the citizens.
  • Outcome 2: Citizens and businesses in target localities benefit from good quality services provided by LGs in the economic and environmental sectors.
  • Outcome 3: Improved regulatory framework at higher and local government levels.

The Project’s territorial focus is on the North-West part of the country (including Una-Sana Canton and Prijedor region) and the North-East region (the wider Doboj-Tuzla area), covering 18 partner LGs: Bihac, Bosanska Krupa, Cazin, Doboj, Gracanica, Gradacac, Gradiška, Kalesija, Kostajnica, Kozarska Dubica, Prijedor, Prnjavor, Sanski Most, Tešanj, Teslic, Tuzla, Velika Kladuša and Žepce.
The Project is implemented in partnership with the Ministry of Foreign Trade and Economic Relations of Bosnia and Herzegovina, the Ministry of Development, Entrepreneurship and Crafts of the Federation of Bosnia and Herzegovina (FBiH), the FBiH Ministry of Agriculture, Water Management and Forestry, the Ministry for Administration and Local Self-Government of Republika Srpska (RS), the RS Ministry of Agriculture, Forestry and Water Management and both entity Associations of Municipalities and Cities (AMCs).
The purpose of this consultancy is to strengthen partner local governments’ economic governance capacities, with focus on services to existing and potential investors. In this regard, an Investors Support Tool (IST) Developer (hereinafter – the Consultant) will be engaged.
The consultancy objective is to provide MEG project partner LGs with a tool that will enable systematic and efficient planning, reporting and monitoring of investment support activities. More concretely, the Consultant will design and develop an investor support planning and monitoring tool in an appropriate, user-friendly technology. 
This activity will take place within the economic development component, with the aim to strengthen local business environment and facilitate new investments in partner localities.

Duties and Responsibilities

In close cooperation with the Project team, the Consultant will design and develop a user-friendly, stable and reliable Investors Support Tool (IST), aimed to improve not only efficient planning and management of activities related to support of investors, but also follow-up on achieved results and planning of corrective improvement measures.
From the technical point of view, the IST will be a stand-alone data-entry, planning and analysis solution for investors/investments-related information that can be used by relevant LG staff. The Consultant is expected to recommend the underlying technology of the IST, taking into consideration the expected quantity of data that it should handle, technical capacities of target LGs  as well as all future IST maintenance costs. The use of free technologies is expected.
It is expected that the Consultant will use inputs provided by the MEG project team and the Consultant currently engaged to design and deliver training to LG staff responsible for work with investors. The entire service will be delivered in the languages of BiH peoples.
The expected timeframe for delivery of the service is July through December 2018 and the level of effort will not exceed 29 expert days.
More concretely, the Consultant will be expected to perform the following tasks:

Task 1 – Design the IST structure

The Consultant will prepare the proposal of the IST structure, including the format of report forms, and submit to the MEG team for approval. The potential elements of the IST structure shall include, but not be limited to:

  • Investors database/register (current status, type of business, size of the investment, etc.);
  • Site visits plan, including database with appropriate forms;
  • Monitoring database;
  • Reports (site visit reports, status reports, next steps, etc.);
  • All other elements suggested by the Consultant for design and delivery of training for LG staff responsible for work with investors or the Project team.

It is envisaged that this task will be delivered by the end of July 2018 and the level of effort will not exceed 5 expert days.

Task 2 – Design and delivery of the IST

The Consultant will design the IST in line with the approved structure by using appropriate and user-friendly technology. The developed IST will be delivered to the 18 MEG partner LGs.
The Consultant will explore the option of importing the existing relevant LG data into IST and provide technical assistance (TA) through that process. The Consultant will submit a technical report covering all aspects of the IST development process and definitions of functions, codes, variables, and copies of any programme written.
It is envisaged that this task will be delivered by mid-September 2018 and the level of effort will not exceed 15 expert days.

Task 3 – Develop Manual on the use of the IST and delivery of training

The Consultant will develop a User’s manual and submit it to the Project team for approval. Upon approval, the Manual will be provided to all 18 partner LGs in the electronic form, by the Consultant.
The subsequent training on using the approved IST will be developed and delivered in line with the approved User’s manual. The target group will be the LG staff responsible for data entry and management of the IST (at least one person per LG).
Logistics in relation to organizing training events will be provided by the MEG project. The Consultant is expected to prepare and deliver training materials to training participants, prior to the scheduled training and in electronic form.
It is envisaged that this task will be delivered by the end of September 2018 and the level of effort will not exceed 4 expert days (2.5 days for development of the User’s manual and 1.5 days for training).

Task 4 – Provide technical support/maintenance of the IST

The Consultant will provide corresponding assistance and fix potential bugs identified during the first three months of the IST's operation. It is envisaged that this task will be delivered by mid-December 2018 and the level of effort will not exceed 5 expert days.

Deliverables/outputs:

Task 1 – Designing of the IST structure:

  • The IST structure developed and endorsed by the MEG team - 5 days, 31 July 2018, 17.24%;

Task 2 – Design and delivery of the IST: 

  • IST developed and delivered to the 18 MEG LGs (signed 18 delivery logs); Submitted a technical report covering all aspects of the IST development process and definitions of functions, codes, variables, and copies of any program written - 15 days, 17 September 2018, 51.72%;

Task 3 – Develop Manual on the use of the IST and delivery of training:

  • IST User’s manual developed and delivered to all 18 MEG partner LGs; Training program submitted and approved by the MEG team; Training delivered to target groups. Participant lists collected and submitted. 4 days,  27 September 2018, 13.80%;

Task 4 – Provide technical support/maintenance of the IST:

  • The final Report on the assignment submitted and approved by the MEG team. The report will include brief reports on TA provided to each LG as described in detail under Task 4 - 5 days,  17 December 2018, 17.24%;

Required Skills and Experience

Academic Qualifications/Education:

  • University degree in Computers Science, Economics, Statistics, Mathematics and three (3) years of relevant experience in ICT and software development.
  • Secondary degree in Computer Science, Economics, Mathematics or other relevant field and five (5) years of relevant experience in ICT and software development.

Experience:

  • Proven experience in designing data-driven enterprise software solutions based on n-tier architecture.

Languages Requirements:

  • Fluency in official Bosnia and Herzegovina languages, and in English.

Other Requirements:

  • Excellent computer skills (MS Office applications) and ability to use information technologies as a tool and resource

Evaluation:

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

  • * Financial Criteria weight- 30%
