Background

“Implementing Norms, Changing Minds” is a UN Women programme, which aims to support a reduction in discrimination and violence against women and girls in Turkey and the Western Balkans, anchored in the Convention on the Elimination of Discrimination against Women (CEDAW), the Istanbul Convention, and also in alignment with European Union accession standards.

The three-year programme supports the development of an enabling legislative and policy environment on eliminating violence against women and all forms of discrimination; promotes favorable social norms and attitudes to prevent gender-based discrimination and violence against women; and pursues empowerment of women and girls (including those from disadvantaged groups) who have experienced discrimination or violence to advocate for and use available, accessible, and quality services.

The elimination of gender-based discrimination and violence against women as one of its most pervasive forms, requires a comprehensive, coordinated, and sustained effort in all spheres. It requires actions in different areas, including legislation, service provision, awareness-raising, and attitudinal and behavioral change. Gender-based discrimination and violence against women is a complex phenomenon that needs to be understood within the wider social context and within the social and cultural norms that permeate it. Community attitudes and responses regarding violence against women reflect these norms and play an important role in shaping the social climate in which discrimination and violence occur. Comprehending attitudes toward gender equality and violence against women is key to better understanding its root causes and, therefore, developing more effective intervention measures.

In order to implement the right interventions, UN Women wishes to engage the services of an international expert to provide technical assistance in the development and implementation of a Gender Lab, an initiative that aims to promote favorable social norms and attitudes to end discrimination and violence against women in the Western Balkans and Turkey. The Consultant will identify effective initiatives and tools and design a strategy leading to sustainable behavioral change with the ultimate purpose of eliminating gender-based discrimination and violence against women and girls in the Western Balkans and Turkey.

Under the overall supervision of the Regional Programme Manager, and in close cooperation with the Regional Programme Communication Expert and UN Women ECA Communications and Advocacy Specialist, the consultant is expected to carry out and deliver on the following tasks:

  • Review project documents to fully comprehend project design and contextual framework of operation;
  • Desk review of assessment of advocacy initiatives conducted by the regional programme
  • Desk review of findings of the baseline survey conducted in Albania, Bosnia and Herzegovina, Kosovo, the Former Yugoslav Republic of Macedonia, Serbia and Turkey.
  • Remote briefing meeting with regional programme staff and regional communications and advocacy specialist to discuss preliminary ideas.
  • Development of terms of reference (ToR), as per template provided by UN Women, to launch calls for proposals to select responsible parties to implement behavior change and advocacy initiatives under the Gender Lab. The ToR will elaborate on the design of effective initiatives and tools leading to sustainable behavioral change with the ultimate purpose of eliminating gender-based discrimination and violence against women and girls in the Western Balkans and Turkey. 
  • Remote briefing meeting to present and explain the terms of reference developed.
  • To design, deliver and facilitate a 2.5 days practical workshop on how to develop and implement the behaviour change and advocacy initiatives previously designed in the TOR for selected responsible parties and relevant UN Women staff.  The workshop should include specific guidelines for the development and implementation of the selected initiatives.
  • To conduct a follow-up workshop to assess the progress in the implementation of selected behaviour change and advocacy initiatives under the GenderLab.
  • Debriefing meeting with relevant UN Women staff

Required Skills and Experience

Education:

  • Advanced degree (Masters) in Social Sciences, Gender Studies, Development Studies, Human Rights, Sociology or related field.

Experience:

  • A minimum of 15 years of progressively responsible and relevant experience in the fields of behaviour change communications, communication for development, advocacy or another area relevant to the requirements of this TOR.
  • A minimum of 10 years’ experience in design, development, capacity-building and implementation of behaviour change interventions.
  • Experience on addressing gender harmful stereotypes and social norms, especially in the Western Balkans and Turkey is an asset.
  • Previous experience with UN agencies and/or international organizations is an advantage.

Language:

  • Excellent command of written and spoken English.
