Background

The Strengthening Access to Justice and Human Rights Protection in Tanzania Project (2017-2021) aims at addressing challenges affecting smooth delivery of criminal justice in Tanzania and strengthening responsive and accountable human rights protection mechanisms. The Project will pursue strategic initiatives to strengthen the criminal justice system and human rights in order to provide effective, accountable and timely justice for all.

The main objectives of the project include:

  • Enhancing Criminal Justice sector coordination and data management for a more inclusive, accountable and evidence-based policy and law-making processes;
  • Enhancing access to justice to Women and other vulnerable groups and empowering them to demand respect for their rights;
  • Strengthening role of national authorities and civil society in the promotion and protection of human rights and women access to justice.

 These efforts have been undertaken in line with the main country’s development priorities as outlined in the Vision 2025 (mainland Tanzania), the Vision 2020 (Zanzibar), the first 2011-2015 and the second 2016-2021 National Five Year Development Plan for Tanzania (FYDP), in the ‘MKUKUTA’, the National Strategy for Growth and Reduction of Poverty, and ‘MKUZA’, as well as in the Zanzibar Strategy for Growth and Reduction of Poverty, for 2005-2010 and 2011-2015, and the Revolutionary Government of Zanzibar’s MKUZA Successor Strategy 2016-2021.

This assignment is proposed in further of Output 3 Strengthening the role of national authorities and civil society in the promotion and protection of human rights and women access to justice. The current initiative shall build on the lesson learned and best practices derived from the now-concluded Support for National Human Rights Priorities in Tanzania project, which was implemented by the Commission for Human Rights and Good Governance (CHRAGG) with funding from UNDP from 2013-2016. While acknowledging that good progress has been made in building the capacity of the primary Government agencies and forging partnerships with CSOs and other stakeholders to effectively implement and monitor the NHRAP, the project final evaluation called for, among others, sustained and adequate support in reinforcing the capacity of CHRAGG to pro-actively embrace its mandate of coordinating the overall human rights agenda, country-wide. Considering the above and capitalising on the support and willingness demonstrated by the government and people of Tanzania to improving human rights realization and protection for all, UNDP is supporting MoCLA in collaboration with the Commission for Human Rights and Good Governance (CHRAGG) in developing a new five-year National Human Rights Action Plan for 2018 – 2022 targeting both Mainland and Zanzibar. The proposed NHRAP shall be critical to supporting CHRAGG to continue the progress towards entrenching a culture of human rights.

Duties and Responsibilities

  • Review the primary documentation related to the assignment in order to identify the areas of intervention and the key players to be involved in the process of developing the National Human Right Action Plan;
  • Conduct a comprehensive consultative process with the institutions and officials of CHRAGG as well as the broader human rights community including civil society and other vulnerable groups on human rights concerns and priorities;
  • Develop a human right matrix of the Zanzibar context which will be central to informing and directing human rights engagement as well facilitating the publication of a Zanzibar specific annual human rights reports and the development the new NHRAP 2018-2022.
  • As part of the consultative process, carry out field and site visits targeting institutions and communities to have a firsthand understanding of the human rights situation and in recommending how the plan will factor the human rights concern of different locations and interests;
  • Regularly update MoCLA, the commission of Human Rights and Good Governance and UNDP on progress in the development of the action plan;
  • Develop and submit a draft NHRAP (2018 – 2022) which will be subjected to technical reviews and stakeholder’s consideration in a validation workshop;
  • Incorporate comments emerging from the reviews and stakeholder’s consultations and finalise assessment report.

The Consultants must not have present affiliation with UNDP, its funding partners or other key project stakeholder organizations that in any way could jeopardize their objectivity in relation to the assignment. The contract will be output-based and payment issued only upon delivery of satisfactory out­puts.

Required Skills and Experience

Education:

  • Master’s Degree in Law, social science or other related fields of study with an active link with human rights.

Experience:

  • Practising advocate with not less than 7 years of legal practice;
  • Substantial previous experience in formulation of human rights strategies and interventions;
  • Knowledge of the Tanzanian Human Rights System is a strong asset;
  • Strong communication and interpersonal skills;
  • Excellent writing skills and proven ability to produce quality documents at speed;
  • Proven team leading experience.

Language:

  • Full proficiency in English
